This is the first time an event discussing solutions and promoting investment in agricultural tourism real estate on a large scale has taken place with the goal of having an action program with connecting solutions to create new motivation and impulse to serve the development of agricultural and rural tourism.
Resolution of the 13th National Party Congress, Resolution 08-NQ/TW dated January 16, 2017 of the Politburo on developing tourism into a spearhead economic sector emphasized: “Tourism development is the responsibility of the entire political system, all levels, all sectors, and the whole society, with close leadership and direction of Party committees at all levels; strongly promoting the driving role of businesses and communities, unified management of the State; focusing national resources on tourism development”.
The Conference on Development Solutions and Investment Promotion: Vietnam Agricultural Tourism Real Estate was held with the aim of calling for investors with financial resources, management thinking, high-quality human resources... to participate in renovating agricultural real estate to serve the development of agricultural and rural tourism, creating new momentum and impetus for the development of the real estate market.
Dr. Nguyen Van Khoi - Chairman of Vietnam Real Estate Association said that the conference was organized with the desire to accompany real estate businesses and localities, industries to propose solutions to remove difficulties in the real estate market, including agricultural - forestry - fishery real estate serving the tourism industry.
One of the important issues is: the synchronization of Law, policy mechanism to planning and investment development program, management between the fields: Tourism - Real Estate - Agriculture - with planning, land use plan.
Agricultural tourism still develops spontaneously and on a small scale.
Speaking at the Conference, Associate Professor, Dr. Nguyen Quang Tuyen - Vice Chairman of the Council and Head of the Faculty of Economic Law, Hanoi Law University shared that the Government's policy of developing agricultural tourism has created momentum for this field.
However, agricultural tourism is still mainly developed spontaneously, on a small scale, lacking a systematic, systematic and professional strategy like other real estate segments. One of the reasons is the lack of a legal corridor to regulate and encourage domestic and foreign investors with the capacity to participate in developing agricultural tourism real estate in a systematic and professional manner, creating infrastructure and basic accommodation facilities to attract and retain tourists when experiencing and exploring agricultural tourism.
Therefore, the State needs to quickly review, amend, supplement and perfect the legal framework on the real estate market in general and the agricultural tourism real estate market segment in particular to ensure consistency and synchronization.
When completing and amending the Land Law, the Real Estate Business Law, etc., it is necessary to add some articles to create a legal basis for agricultural tourism real estate to operate and develop smoothly, synchronously, and healthily, then specify them more by decrees and circulars guiding their implementation.
Accordingly, for the Draft Law on Land (amended), it is necessary to add to Article 3 of the section explaining terms a provision stipulating how to understand agricultural tourism land?
According to Associate Professor, Dr. Nguyen Quang Tuyen, this is the type of land used for agricultural production purposes, but it is not purely agricultural production but agricultural production combined with tourism, both creating agricultural products and serving the needs of tourism, relaxation, accommodation, exploration; and experience of domestic and international visitors.
Mr. Nguyen Van Chung - Senior Expert, Head of the Department of Economic Cooperation and Rural Development, said that for agricultural and rural development, the policy to encourage the development of farm economy in agriculture is extremely necessary. On May 24, 2022, the Ministry of Agriculture and Rural Development submitted a document to the Prime Minister proposing to develop a Decree on policies to encourage the development of farm economy.
On June 21, 2022, the Government Office issued a document notifying the opinion of Deputy Prime Minister Le Van Thanh agreeing. The Decree on policies to encourage the development of farm economy as above, when issued by the Government, will remove difficulties for both farm owners and state management agencies, creating a legal corridor for the development of farm economy.
Two great advantages of Vietnam
Mr. Pham Thanh Tung - Deputy Director of the Institute of Agricultural Tourism Economics - Vietnam Union of Science and Technology Associations said that Vietnam is a country with two great advantages in developing agricultural tourism.
Firstly , Vietnam has a long-standing agricultural system. In our country, the agricultural workforce is very large with a hard-working and experienced nature. Vietnam's climate is also very favorable for the development of many varieties of crops and livestock.
Second , Vietnam is a country located in the center of Southeast Asia; it is a road traffic bridge from Cambodia and Laos to the East Sea; air and sea transport also have many advantages.

“If we can take advantage of these two advantages, agricultural tourism in Vietnam will be promoted and bring many socio-economic benefits,” said Mr. Tung.
Specifically, when Vietnam's agricultural tourism is developed to its full potential, it will contribute to creating more jobs for people and increasing income for farmers. Thereby promoting rural economic development. In particular, developing agricultural tourism in the right sense will also preserve and conserve heritages and develop traditional cultures of Vietnamese ethnic groups.
In addition, promoting the development of agricultural tourism also helps Vietnam catch up with the world's tourism shift trend; create different tourism products for Vietnam to increase its competitiveness; promote the development of industries related to tourism and agriculture such as freight transport, consumption, education, etc.
Therefore, Vietnam needs to position its national brand for agricultural tourism. Only when there is unity among management agencies, businesses, and people can Vietnam develop a sustainable agricultural tourism model.
The conference focused on issues surrounding government and local policies and investment opportunities... All were carefully researched, analyzed and shared by experts at the conference.
Through the Conference, the Organizing Committee hopes to contribute to the development of agricultural and rural tourism as well as help localities grasp the trends and needs of investors, while facilitating international exchanges in the locality and promoting local economic development.
