Finding solutions to overcome difficulties in land fund creation projects

Quang Binh provincial leaders requested Le Thuy district to speed up procedures to soon organize land auctions; prioritize the completion of each project and each area of ​​the project, avoiding spreading out and wasting land and financial resources.

Vice Chairman of Quang Binh Provincial People's Committee Phan Phong Phu has just inspected the progress of land fund creation projects in Le Thuy district.

According to a report from Le Thuy district, in the period of 2020 - 2025, Le Thuy district has 20 land fund creation projects approved by the People's Council of Quang Binh province with a total investment of more than 1,000 billion VND.

Up to now, 8 projects have been accepted and put into use and have fully paid back the advanced capital to the Provincial Land Fund; 5 projects are under construction; 3 projects are carrying out investment procedures, not yet implemented; 4 projects are completing investment procedures.

Currently, Le Thuy district is facing difficulties and problems related to the procedures for land valuation for auction according to Decree No. 12/2024/ND-CP, dated February 5, 2024 of the Government amending and supplementing a number of articles of Decree No. 44/2014/ND-CP, dated May 15, 2014 of the Government regulating land prices; difficulties in capital allocation for 5 projects with a volume of implementation of over 50% but no additional capital has been allocated to invest in completing infrastructure; difficulties in investing in completing each area put up for auction of land, electricity supply items, fire prevention and fighting, etc.

On that basis, Le Thuy district has proposed and recommended that the People's Committee of Quang Binh province and relevant departments and branches issue specific guidance documents to remove difficulties in determining land prices for timely auction; prioritize capital allocation for projects that have completed over 50% of the volume such as the Residential Area Project in Ngu Thuy Bac Commune, Cam Thuy Commune and the Land Fund Development Project in Phong Thuy Commune; and consider allocating capital to implement construction for projects that have completed investment procedures.

Speaking at the meeting, Vice Chairman of Quang Binh Provincial People's Committee Phan Phong Phu said that land fund development projects in Le Thuy district are still scattered and lack focus, affecting investment efficiency and land resources.

Based on the district's report and the actual situation, the Provincial Land Development Fund will take the lead in coordinating with relevant departments and branches to comment, evaluate and make recommendations to the Provincial People's Committee on related issues to remove difficulties and obstacles to help Le Thuy district in performing the task of developing the land fund.

Vice Chairman of Quang Binh Provincial People's Committee Phan Phong Phu assigned the Department of Natural Resources and Environment to promptly report and propose a land valuation plan to submit to competent authorities for implementation. Assigned Le Thuy district to urgently direct relevant departments and offices to speed up procedures to soon organize land auctions; prioritize the completion of each project and each area of ​​the project, avoid spreading out, causing waste of land and financial resources; when there is revenue from the land fund, priority is given to repaying all advanced capital to the Provincial Land Development Fund.
