National Assembly Chairman Tran Thanh Man requested the Government, the Supreme People's Court, the Supreme People's Procuracy, Ministers and Heads of sectors to fully absorb the opinions of National Assembly deputies, continue to resolutely, synchronously and comprehensively implement the resolutions of the National Assembly Standing Committee on thematic supervision and questioning, focusing on promptly, fully and effectively overcoming shortcomings and limitations in each field.

After 1.5 days of serious and enthusiastic work, with a constructive spirit and high responsibility, the session question and answer questions at the 36th session of the National Assembly Standing Committee which closed on the morning of August 22, completing all the contents and agenda. There were 75 National Assembly deputies speaking, of which 66 deputies questioned and 9 deputies debated.
In his closing speech, National Assembly Chairman Tran Thanh Man stated that the purpose of this question-and-answer session is to comprehensively assess the implementation of the Government, the Supreme People's Court, and the Supreme People's Procuracy's resolutions. At the same time, improve the quality, effectiveness, and efficiency of implementation and clarify the responsibilities of heads of supervised agencies; promptly adjust direction and administration; perfect policies and laws, handle existing problems and difficulties, and ensure that resolutions of the National Assembly Standing Committee are fully and seriously implemented.
The National Assembly Chairman assessed that the National Assembly deputies demonstrated high responsibility, carefully studied the reports, asked concise, clear, focused questions, and went straight to the point; Government members and sector heads had a firm grasp of the current situation of their sectors and areas of responsibility, basically answered fully, frankly, explained, clarified many issues and proposed solutions for effective implementation in the coming time.
“The National Assembly Standing Committee acknowledges and appreciates the seriousness, openness, and high sense of responsibility of Government members and sector heads in answering questions and absorbing opinions of National Assembly deputies,” the National Assembly Chairman emphasized.
Through reports sent to National Assembly delegates and through question-and-answer sessions, it can be seen that, basically, the resolutions of the National Assembly Standing Committee have been seriously implemented by agencies with many synchronous solutions, creating positive changes and achieving specific results in most areas.
In addition, National Assembly delegates also pointed out that the implementation of some resolutions and tasks is still slow, some contents and targets in the resolutions have not been completed, have not met requirements, have slow progress, or still have difficulties and problems, which need to be promptly overcome, removed, and resolved in the coming time.
The National Assembly Chairman requested the Government, the Supreme People's Court, the Supreme People's Procuracy, Ministers and Heads of sectors to fully absorb the opinions of National Assembly deputies, continue to resolutely, synchronously and comprehensively implement the resolutions of the National Assembly Standing Committee on thematic supervision and questioning, focusing on promptly, fully and effectively overcoming shortcomings and limitations in each field.
Based on the results of the questioning session, the National Assembly Standing Committee will issue a Resolution on questioning with specific requirements for each content, clearly stating the implementation and completion time.

Outlining a number of basic and key tasks for ministries and branches to focus on implementing in the coming time, the National Assembly Chairman requested the Ministry of Industry and Trade to continue to effectively implement approved projects, strategies, plans and schemes to ensure energy safety and security; perfect the legal system in the field of petroleum business; and soon have a long-term solution to handle the implementation of separate storage of national petroleum reserves.
Along with that, effectively implement market management, prevent and combat smuggling and trade fraud, counterfeit goods, poor quality goods; focus on preventing and combating negative behaviors in the import and export of goods.
The Ministry of Agriculture and Rural Development continues to improve policies and laws on trademarks and brands of key agricultural products; strictly control the management, use and conversion of rice-growing land use purposes; and implement solutions to exploit, protect and develop aquatic resources.
The Ministry of Culture, Sports and Tourism urgently issues documents guiding policies that have not been implemented in Resolution No. 08-NQ/TW dated January 6, 2017 of the Politburo on developing tourism into a spearhead economic sector; research and develop regulations to regulate a number of cultural and artistic fields; have mechanisms to encourage and mobilize social resources to invest in culture and cultural industries.
The Ministry of Home Affairs completes the arrangement and settlement of regimes and policies for redundant cadres and civil servants and asset management after administrative arrangement district and commune levels in the 2019-2021 period; urgently review, establish and adjust related plans to complete the project of arranging administrative units at district and commune levels in the 2023-2025 period; promptly guide and resolve local difficulties in the process of building and completing the project.
The Ministry of Justice must thoroughly overcome the situation of slow issuance of detailed regulations; prevent and combat corruption and negativity in law-making; have solutions to overcome limitations in the enforcement of administrative judgments; and improve the effectiveness of asset recovery in economic and corruption criminal cases.
The National Assembly Chairman requested the Ministry of Public Security to strengthen the fight against all types of crime, especially organized crime, crimes related to "black credit", transnational crimes, crimes with foreign elements, and crimes operating under the guise of businesses; improve the effectiveness and efficiency of state management of security, order, and social safety, especially traffic safety, fire and explosion prevention; and comprehensively deploy the work of preventing and combating crime. anti-corruption under the direction of the Central Steering Committee on anti-corruption and negativity.
The Government Inspectorate reviews and resolves outstanding, complicated, and prolonged complaints and denunciations and does not allow new complicated and prolonged cases to arise; improves the quality and effectiveness of conclusions on inspections of law enforcement responsibilities in receiving citizens and handling complaints and denunciations.
The Supreme People's Court focuses on implementing solutions to speed up progress and further improve the quality of adjudication, focusing on conciliation and dialogue in the process of resolving cases; building and perfecting a clean and strong team of court staff.
The Supreme People's Procuracy has performed well its tasks of combating injustice, wrongful convictions and missed crimes; strengthened the responsibility of prosecution in investigation activities; reviewed and perfected regulations, strengthened citizen reception, resolved and supervised the handling of complaints and denunciations in judicial activities...
