Attending the conference were comrades: Tran Van Hang - former member of the Party Central Committee, former Chairman of the Foreign Affairs Committee of the National Assembly; members of the Supervisory Delegation of the Foreign Affairs Committee of the National Assembly; representatives of central ministries and branches; Delegations of National Assembly deputies of border provinces between Vietnam and Laos; 10 provinces bordering Laos.

CONTRIBUTE TO MAINTAINING BORDER STABILITY
The Vietnam - Laos land border is over 2,337km long, passing through 10 Vietnamese border provinces adjacent to 10 Lao border provinces. In 1977, the special Vietnam - Laos relationship was recognized by the signing of the Treaty of Friendship and Cooperation between the two countries; the Treaty on the delimitation of national borders between the two countries.
Implementing the Treaty, during the period of 1978 - 1987, the two countries basically completed the work of demarcation and marker planting in the field with 214 markers/199 marker locations. From 1995 - 2003, the two sides completed the creation of a set of maps of the Vietnam - Laos national border at a scale of 1/50,000 and resolved all the remaining areas after demarcation and marker planting.

Opening the conference, Chairman of the Foreign Affairs Committee Vu Hai Ha said that since the signing of the two legal documents, the system of international treaties on land borders between the two countries has been basically completed. The signed treaties are appropriate and meet the practical needs of border relations between the two countries. The implementation of the international treaties on territorial borders has been well carried out, with timely and accurate coordination mechanisms.
In recent times, localities have implemented relatively well the management of border lines and landmarks according to the Protocol and Agreement; promptly detected and reported to all levels when incidents arose, coordinated with the Lao side to resolve them appropriately, contributing to maintaining the stability of the border and making positive contributions to the relationship between the two countries.

However, the implementation of the above legal documents cannot avoid shortcomings, so it has not completely resolved new arising problems such as grazing livestock, poultry, cultivation... beyond the border, illegal border crossing, encroachment, encroachment...
PROPOSAL FOR ALLOCATION OF FUNDING AND REGULATIONS FOR REPAIRING DAMAGED MILESTONES
At the conference, ministries, departments, branches and localities sharing the border with Laos focused on comprehensively and specifically assessing the achievements and shortcomings and limitations in organizing the implementation of international treaties on territorial borders between Vietnam and Laos.


Localities have proposed solutions and recommendations to overcome shortcomings and limitations in some contents of the Agreement; repair damaged landmarks; management and development of border gates; foreign affairs budget; special mechanisms for border area working forces...
Speaking at the conference, Vice Chairman of the Provincial People's Committee Bui Dinh Long said that Nghe An is the province with the longest border with Laos in the country with 468.281km, including: 105 landmarks/116 landmarks and 44 markers, bordering 3 provinces: Hua Phan, Xieng Khouang and Bo Ly Kham Xay.

In recent times, Nghe An has seriously, promptly and effectively implemented international treaties on territorial borders between Vietnam and Laos. The provincial authorities have closely coordinated with the Lao border protection forces to effectively implement the management and protection of territorial sovereignty.
The province has directed the relevant agencies to protect and maintain the status quo of the national border markers and border stakes in the province. Funds have been allocated to rebuild some markers damaged by floods and storms, number 397 and 410, and to reinforce and repair the base of national border marker number 397 in Ky Son district.

The construction of the border patrol system is carried out seriously and in accordance with regulations; the inspection and control of people, vehicles and goods passing through border gates, trails and openings is strictly maintained. Close coordination with the functional forces of Laos in the fight against and prevention of all types of crimes is also closely maintained.
To continue effectively implementing the international treaties on the Vietnam-Laos territorial border, Nghe An province requests ministries and branches to support localities in terms of resources, promulgate regulations and procedures for the construction and repair of damaged border markers and border posts; at the same time, research and allow the Border Guard forces of both sides to grant border residents entry and exit permits in accordance with regulations.

Concluding the conference, reviewing the results, shortcomings and limitations in the implementation of international treaties on Vietnam - Laos territorial borders, Deputy Chairman of the Foreign Affairs Committee of the National Assembly Don Tuan Phong said that the thematic monitoring delegation of the Foreign Affairs Committee will receive and synthesize opinions and recommendations from ministries, branches and localities to complete the monitoring report to send to the National Assembly Standing Committee.
