On the morning of September 30, in Da Nang City, the National Assembly's Foreign Affairs Committee held a thematic conference on international treaties and free trade agreements (FTAs) in the Central Highlands provinces.
The conference was chaired and managed by Deputy Chairman of the National Assembly's Foreign Affairs Committee Nguyen Manh Tien with the participation of experts in negotiating and foreign affairs of FTAs and representatives of ministries, branches, and leaders of 15 provinces and cities in the Central Highlands region.

Speaking at the opening of the conference, Vice Chairman of the Foreign Affairs Committee Nguyen Manh Tien said that Vietnam has signed 16 Vietnam-EU FTAs and many other international treaties. The signing and joining of international treaties and FTAs have made important contributions to expanding and deepening our country's relations with partners, creating a situation of intertwined interests, contributing to maintaining a peaceful and stable environment for national development.
Effective implementation of FTAs, especially new-generation FTAs, has created opportunities to expand and diversify markets with high incentives, participate more deeply in the global supply chain and production network; actively contribute to the process of synchronous and comprehensive innovation, unleash the country's potential and the creativity of all classes of people, improve people's lives, raise the level of development, and gradually reduce the proportion of processing and assembly in the economy.

In addition to the advantages, the implementation of FTAs and international treaties also revealed points that need to be considered and adjusted in the coming time. “The conference aims to review the results of the implementation of international treaties and FTAs in the Central Highlands region. In particular, it encourages the promotion of positive results achieved; discusses solutions to adjust and overcome existing problems, especially discussing the issue of localization and dissemination of information to businesses,” said Nguyen Manh Tien, Vice Chairman of the Foreign Affairs Committee.
At the conference, delegates focused on assessing the implementation of international treaties and FTAs, including: The promulgation of legal documents to organize and implement international treaties; the organization of the apparatus, operating mechanisms, and coordination in the implementation of international treaties by the Government, relevant ministries, branches, and localities; the role and responsibility of relevant agencies in supervising the implementation of international treaties; assessing the implementation results and disseminating information about free trade agreements; obstacles, difficulties, causes, and solutions.

Regarding the implementation of FTAs, Ms. Pham Quynh Mai - Deputy Director of the Multilateral Trade Policy Department, Ministry of Industry and Trade - said that in the past 8 years, since Vietnam joined and implemented FTAs, Vietnam's exports have penetrated deeply into the markets of partner countries and Vietnam's trade balance has maintained a trade surplus. "It is noteworthy that when signing and implementing 3 new generation FTAs, namely EVFTA, CPTPP, UKVFTA, Vietnam's export turnover has grown extremely strongly. Especially with CPTPP, it has opened the door for Vietnamese goods to enter completely new markets such as Canada, Mexico, Peru. Growth in Vietnam's FTA markets in recent years has maintained double digits, and export turnover to new markets with FTAs is also very impressive" , Ms. Pham Quynh Mai informed.
In addition to the impressive results achieved, according to the Multilateral Trade Policy Department, the implementation of FTAs still has shortcomings and limitations. These include the proportion of new-generation FTAs in general exports is still modest, FDI enterprises still account for a large proportion, Vietnam's exports are mainly raw, and have not built many brands in the FTA market. In addition, the dissemination of information and policies to support businesses is not complete, in some places it is not good, the dissemination content is general, not focusing on the content that businesses are interested in; business support activities are still general and spread out, the program to connect businesses and credit institutions has not been effective; the work of perfecting institutions, policies, and internalizing commitments is not proactive, sometimes slow. In addition, the staff in charge of FTA implementation is still lacking in quantity and weak in quality, the specialized FTA budget of businesses is limited; The issue of sustainable development has not received due attention, and the utilization of FTAs in localities is still low.

In the coming time, the Ministry of Industry and Trade will focus on the group of solutions for propaganda and monitoring the implementation of FTAs. In the group of propaganda solutions, the Ministry of Industry and Trade will innovate the method of disseminating information through the creation of propaganda videos, supporting the implementation of FTA commitments. In monitoring the implementation of FTAs, the Ministry of Industry and Trade will develop a set of indicators for monitoring the implementation of FTAs (FTA Index).
In addition, continue to implement groups of solutions on institutions, business support, human resources and other solutions.
