To make the Vietnam-Russia Comprehensive Strategic Partnership increasingly effective, General Secretary and President To Lam and President Vladimir Putin agreed on a number of major cooperation orientations.

On August 8, 2024, at the Party Central Committee Headquarters, General Secretary and President To Lam had a phone call with President of the Russian Federation Vladimir Putin.

President Vladimir Putin expressed that after sending a congratulatory letter, the President proposed a phone call to directly congratulate Comrade To Lam on being elected General Secretary of the Central Committee of the Communist Party of Vietnam.

President Vladimir Putin recalled the good memories of his recent visit to Vietnam, thanked Comrade To Lam for his warm welcome and highly appreciated the rich and substantive exchanges with Vietnamese leaders during the visit.

President Vladimir Putin wished General Secretary and President To Lam many successes in his noble position and expressed his belief that General Secretary and President To Lam will lead the Party, State and people of Vietnam to continue to be more successful in the cause of Party building and national development.

General Secretary and President To Lam sincerely thanked President Vladimir Putin and the leaders of the Russian Federation for sending letters of condolence and sending a delegation to attend the State funeral of the late General Secretary Nguyen Phu Trong, strongly and deeply demonstrating the high level of relations between the two countries and the special affection of President Vladimir Putin and the Russian leaders for the late General Secretary Nguyen Phu Trong, for the Party, State and people of Vietnam.

General Secretary and President To Lam affirmed that Comrade Nguyen Phu Trong is an exceptionally outstanding leader with great prestige for the Party, State and people of Vietnam. During nearly 60 years of revolutionary activities, he has tirelessly devoted himself and made great contributions to the glorious revolutionary cause of the Party and the Vietnamese people, devoting much affection, enthusiasm and effort to fostering the traditional friendship and comprehensive strategic partnership between Vietnam and Russia.

General Secretary and President To Lam thanked President Vladimir Putin for sending a letter and phone call to congratulate him on his election as General Secretary of the Central Committee of the Communist Party of Vietnam.

He affirmed that Vietnam consistently pursues a foreign policy of independence, self-reliance, multilateralization and diversification of foreign relations, continues to attach importance to consolidating and developing the Comprehensive Strategic Partnership with the Russian Federation, and always considers relations with the Russian Federation to be of strategic importance and one of the top priorities in its foreign policy.

He expressed his belief that the relationship between the two countries will increasingly develop, bringing practical benefits to the people of the two countries and contributing to peace and development in the region and the world.
