On the morning of June 28, in Sam Son City, the Emulation Cluster of Inspectorates of 6 North Central provinces held a conference to review emulation and reward work in the first 6 months of the year; deploy directions and tasks for the last 6 months of 2024.

Deputy Chief Inspector of Thanh Hoa province Pham Xuan Dung presented a report summarizing the emulation and reward work in the first 6 months of the year; directions and tasks for the last 6 months of 2024 of the Cluster.

Implementing the emulation movement in 2024 with the theme: "Tightening discipline, enhancing the effectiveness of the inspection sector", from the beginning of the year, based on the plan approved by the Provincial People's Committee, the Inspectorates of the provinces in the North Central Emulation Cluster have developed a work program for the year to promote the emulation movement, taking emulation as a driving force to complete the political tasks of the entire sector and locality. In particular, setting out targets to strive for in implementing the political tasks of the Inspection sector on inspection, public reception, handling of complaints and denunciations (KNTC) and prevention and combat of corruption (PCTN).

In the first 6 months of 2024, the Provincial Inspectorate in the Emulation Cluster has conducted 653 socio-economic inspections at 1,157 units. Through inspections, violations of more than VND 95,520 billion and 1,953,016m2 of land of all kinds were discovered; recommendations to recover more than VND 71,689 billion; other handling of more than VND 23,838 billion; transfer of 3 cases to the police investigation agency for further investigation and clarification according to the provisions of law; requesting relevant units to remedy and handle violations in the management and use of 1,953,016m2 of land; recommendations to administratively handle 222 collectives and 584 individuals. At the same time, over VND 51,789 billion was recovered.

In addition, the Inspectorate of the provinces in the Emulation Cluster has carried out 806 specialized inspections and examinations at 2,037 organizations and 2,566 individuals. From the inspection work, 1,099 decisions on administrative sanctions have been issued, with a total fine and recovery amount of over VND 18,184 billion; over VND 12,772 billion has been recovered.

In parallel with the implementation of inspection tasks, the Inspectorate of 6 provinces in the Emulation Cluster has advised the Chairmen of the Provincial People's Committees to issue plans to implement the tasks of receiving citizens and resolving complaints and denunciations. During the period, heads of all levels and sectors in the Cluster received 15,919 visits, with 17,063 people coming to complain and denunciation, reflecting and recommending 13,794 cases; receiving 19,150 petitions and letters of all kinds. Through classifying petitions and letters, all levels have resolved 885/1,276 cases under their authority, reaching a rate of 69.35%. The remaining petitions are in the process of verification and resolution according to schedule. Through resolving complaints and denunciations, 2,689 billion VND and 1,193m2 of land have been returned to collectives and individuals.

Inspectorates of provinces in the Emulation Cluster have proactively advised leaders at all levels to issue 877 documents of various types guiding and directing anti-corruption work; directed units to deploy anti-corruption tasks according to regulations; proactively organized 218 classes to propagate and disseminate anti-corruption laws to 16,958 people.

Along with conducting 148 inspections and examinations of the implementation of the law on anti-corruption at 180 units, the inspection units in the Emulation Cluster continued to strictly implement the Prime Minister's direction on strengthening the handling and effectively preventing harassment and inconvenience to people and businesses in handling work; strengthening measures to prevent, detect and handle "petty corruption" and implementing the emulation movement "Cadres, civil servants and public employees of the Inspectorate compete to implement office culture"...

Based on the practical situation of each province, delegates also proposed many solutions to effectively implement inspection, citizen reception, complaint and denunciation settlement and anti-corruption work according to the 2024 plan. The focus is on improving the quality of socio-economic inspections, especially in sectors, fields and localities with many signs of violations, corruption, negativity, many complaints and denunciations, and public concern; overcoming overlaps and duplications in the activities of inspection and examination agencies. Continue to fully grasp the provisions of the law on citizen reception, complaint and denunciation settlement and anti-corruption.

Speaking at the conference, Deputy Director of Department II, Government Inspectorate Nguyen Tat Thanh acknowledged and highly appreciated the results achieved by the Emulation Cluster of the Inspectorate of 6 North Central provinces in the first 6 months of 2024, especially in inspection work, public reception, complaint settlement and anti-corruption, contributing to the socio-economic development in each province.

Promoting the achieved results, the Deputy Director of Department II, Government Inspectorate requested the Inspectorates of the provinces in the North Central Cluster to continue to well implement the inspection tasks in the last 6 months of 2024, striving to complete 100% of the set plan.

In particular, it focuses on improving the quality of socio-economic inspections; strengthening monitoring, urging, and checking the implementation of conclusions and recommendations after inspections at one's level, especially the correction of economic violations, ensuring the effectiveness and efficiency of inspection work.

Continue to effectively implement the coordination mechanism between agencies and functional units in detecting and handling violations during the inspection, examination, investigation, prosecution and trial process. In addition, do a good job of advising local Party committees and authorities to lead and direct the enhancement of the role and responsibility of agencies, units and individuals assigned to receive citizens and resolve complaints and denunciations; preside over and coordinate the organization of receiving citizens and resolving complaints and denunciations according to authority.

At the same time, develop a plan to review and thoroughly resolve complicated and prolonged KNTC cases that pose a risk to security and order and are of interest to voters and the people.

Regarding anti-corruption work, focus on leading and directing the implementation of solutions to prevent corruption, negativity and recover assets for the State in economic, corruption and negativity criminal cases; tighten administrative discipline and order; promptly detect and strictly handle acts of harassment and negativity. Continue to fully grasp the provisions of the law on anti-corruption and negativity work, especially Regulation No. 131-QD-TW dated October 27, 2024 of the Politburo on controlling the power to prevent corruption and negativity in inspection, supervision, enforcement of Party discipline and in inspection and auditing activities.
