Continuing to thoroughly grasp the work of disbursing public investment capital is a key task of the entire political system.

That was the direction of Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Vo Van Hung at the conference on basic construction of the whole province in the first quarter of 2024 held this afternoon, April 10. Disbursement rate in the first quarter of 2024 reached 8.7% of the plan

In 2024, the Provincial People's Committee allocated a public investment plan with a capital of more than VND 2,353 billion, equal to 100.2% of the plan assigned by the Prime Minister.

As of March 31, 2024, the total disbursement value of the province's 2024 public investment plan was VND 205,436 billion, reaching 8.7% of the plan assigned by the province at the beginning of the year and reaching 12.7% of the actual plan implemented by the province. Of which, 5 units and localities disbursed over 30% of the plan, 7 units and localities disbursed from 10% - 20% of the plan, 8 units and localities disbursed less than 10% of the plan and 14 units and localities have not disbursed.

Some units and localities have quite large 2024 plans (decentralized management by the province) but the disbursement rate is still low, such as: Provincial Construction Investment Project Management Board (2024 plan is 455 billion VND, disbursement 11.5%), Department of Transport (plan is 78 billion VND, disbursement 0.1%), Department of Culture, Sports and Tourism (plan is 26 billion VND, disbursement 0%), Gio Linh district (plan is 123 billion VND, disbursement 9.7%), Huong Hoa district (plan is 114 billion VND, disbursement 3.5%), Trieu Phong district (plan is 47 billion VND, disbursement 5.9%).

There are 66 projects of 13 units and 9 localities with disbursement of less than 10%. There are 44 projects with capital of 199,783 billion VND that have not been disbursed, of which 30 are local budget projects with capital of 83,381 billion VND, 8 central budget projects with capital of 51,869 billion VND, 6 ODA projects with capital of 64,533 billion VND. The national target program disbursed 32,053 billion VND, reaching 8.7% of the plan.

According to the assessment, the disbursement rate of capital for basic construction investment in the province has not yet met the requirements and the remaining disbursed capital in 2024 is quite large (not to mention more than 332 billion VND being submitted to the Prime Minister and the Provincial People's Council for extension).

Pointing out the causes affecting the progress of disbursement of public investment capital of units and localities, the representative of the Department of Planning and Investment said that site clearance is still one of the bottlenecks in implementing investment projects; land acquisition, compensation, support, and resettlement of site clearance still have many shortcomings and are slow to be handled, directly affecting the progress of implementation of a number of projects with large capital sources in the area.

Some projects, due to their specific characteristics, have to be accepted in stages and cannot be disbursed according to the volume of work performed. Some projects have slow construction and disbursement progress due to the need to complete related procedures such as: project adjustment, design and estimate adjustment, depending on the central government to complete the procedures...

Law enforcement needs to be very flexible.

Concluding the conference, Chairman of the Provincial People's Committee Vo Van Hung commended 6 units that performed well in disbursing capital for basic construction investment in the first quarter of 2024, including: Huong Hoa - Dakrong Protection Forest Management Board, Provincial Economic Zone Management Board, Dong Ha City People's Committee, Clean Water and Environmental Sanitation Center, Provincial Military Command and Quang Tri Town People's Committee.

In the coming time, the Chairman of the Provincial People's Committee requested to continue to maintain and improve the effectiveness of working groups on disbursement of public investment capital. Strengthen inspection, closely monitor the scene to promptly correct existing problems and shortcomings; in cases exceeding authority, promptly report to superior agencies for handling according to regulations. Units and localities assigned to implement revenue sources proactively propose effective plans and solutions to boost revenue sources, promptly complete related procedures to soon implement land auctions for land use rights.

It is recommended that departments, branches and agencies, in the process of performing professional tasks, in addition to shortening the time to handle appraisal procedures by 30% - 50% compared to the provisions of law under the direction of the Provincial People's Committee, need to apply the law very flexibly, promote administrative reform for the common goals and interests.

All levels and sectors continue to thoroughly grasp the task of disbursing public investment capital as a key task of the entire political system, and leaders must take full responsibility for the disbursement results as well as the effectiveness of the investment assigned to them for management.

Investors and project management boards need to uphold the responsibility of leaders in directing and operating to accelerate the disbursement of public investment capital, assigning leaders of units in charge of each project. Urgently work with contractors to review the entire volume of work performed, the progress of each project, and items allocated with capital plans for 2024. Develop appropriate solutions and measures for each project to speed up the implementation progress, rebuild the implementation progress (including overtime) to compensate for delays according to the signed contract.

The Chairman of the Provincial People's Committee requested the Department of Planning and Investment to send documents announcing the progress of implementation and disbursement of public investment capital every month to the Provincial Radio and Television Station, Quang Tri Newspaper and the Provincial Electronic Information Portal for public disclosure. At the same time, send them to the Department of Home Affairs for information to serve the scoring of administrative reforms and emulation and rewards.
