(GLO)- On the afternoon of June 2, in Pleiku City, the Gia Lai Provincial Party Committee's Internal Affairs Committee held a discussion to celebrate its 10th anniversary (May 16, 2013 - May 16, 2023).

The speech at the seminar was presented by Comrade Vo Thanh Hung - Head of the Provincial Party Committee's Internal Affairs Committee and the delegates attending the seminar all agreed that: After the success of the August Revolution, the Democratic Republic of Vietnam was born; our Party and President Ho Chi Minh focused on consolidating and perfecting the Party's advisory body, including the Party's internal affairs sector to ensure the Party's leadership over the State and the law. On January 5, 1966, the Politburo issued Resolution No. 133-NQ/TW on the establishment of the Central Legal Affairs Committee .

After the country's reunification, in order to fight, prevent and defeat all sabotage plots of hostile forces, strengthen the building and protection of the law; the Secretariat advocated the consolidation of law enforcement agencies from the central to local levels and regulated the functions, tasks and organizational structure of the Internal Affairs Committee at all levels.

On October 1, 1980, the Standing Committee of the Provincial Party Committee decided to establish the Gia Lai-Kon Tum Provincial Party Committee's Internal Affairs Committee and assigned comrade Nguyen Phung (Tap) - former Standing Committee of the Provincial Party Committee, Head of the Public Security Department as Head of the Committee. Pursuant to Regulation No. 183-QD/TW dated April 8, 2013 of the Central Secretariat, on May 16, 2013, the Standing Committee of the Provincial Party Committee issued Decision No. 912-QD/TU on the establishment of the Gia Lai Provincial Party Committee's Internal Affairs Committee on the basis of merging the organizational structure and staff of the Office of the Provincial Steering Committee on Anti-Corruption and the Internal Affairs - People Reception Department under the Provincial Party Committee's Office.

After 10 years of development and growth, with the attention and leadership of the Provincial Party Committee, the Provincial Party Committee Standing Committee, the Provincial Party Committee's Internal Affairs Committee has successfully completed its assigned tasks. Accordingly, the Committee has advised on the issuance of 2 resolutions, 21 directives, 22 plans, 3 regulations, 13 decisions, 9 programs, 3 circulars and many documents on leadership and direction in implementing internal affairs, preventing and combating corruption, negativity and judicial reform. Coordinated on advising on the preliminary and final review of 53 resolutions, directives, plans... of the Central and the province; organized more than 70 meetings, preliminary and final reviews, thematic conferences in the field of internal affairs, preventing and combating corruption, negativity and judicial reform.

After the Provincial Party Standing Committee decided to establish the Provincial Steering Committee for Anti-Corruption and Negative Actions, the Provincial Party Committee's Internal Affairs Committee has proactively and creatively performed its duties as the Standing Agency of the Steering Committee. From July 2022 to present, the Internal Affairs Committee has advised and served the Steering Committee in organizing 2 meetings of the Steering Committee and 3 meetings of the Standing Committee of the Steering Committee; advised on the issuance of the Steering Committee's Working Regulations; Decision on the assignment of tasks to members of the Steering Committee; Regulations on the inspection and supervision work of the Steering Committee; Regulations on the process of receiving and handling information reflecting and denunciations about acts of corruption and negative actions against cadres, party members, civil servants and public employees in the province; Annual work program of the Steering Committee; decided to put 6 corruption, economic and negative cases under the supervision and direction of the Steering Committee and assigned the Provincial Party Committee's Internal Affairs Committee to monitor and urge, directed the final settlement of 1 case and removed it from the supervision and urging list. Up to now, the Provincial Steering Committee for Anti-Corruption and Negative Cases has gradually operated stably, increasingly promoting the effectiveness of its advisory tasks, helping the Provincial Party Committee's Standing Committee to lead and direct the effective implementation of anti-corruption and negative case management.

The Provincial Party Committee's Internal Affairs Committee advised the Provincial Party Committee's Standing Committee to decide to establish 6 inspection teams to initiate investigations, prosecute and try corruption and economic cases and review socio-economic inspections, and the implementation of the conclusions of the State Audit in 16 localities; inspect the leadership and direction of the implementation of 3 construction investment projects in the province; discovered and directed Party committees at all levels to consider transferring 7 cases with signs of crime to the investigation agency for investigation and clarification. The Provincial Party Committee's Internal Affairs Committee has conducted inspections and supervision of 22 Party committees, in conjunction with the responsibilities of the heads of Party committees and authorities in leading, directing and organizing the implementation of resolutions and directives of the Central and the Provincial Party Committee on internal affairs, preventing and combating corruption and negativity.

In addition, the Internal Affairs Committee has proactively and actively performed its tasks of researching, proposing, and advising the Provincial Party Committee Standing Committee and the Provincial Party Committee Standing Committee on policies and directions for handling a number of cases and cases in accordance with Party regulations, State laws, and urgent, prominent, and complicated issues related to security and order in the area.

From 2016 to present, the Provincial Party Committee's Internal Affairs Committee has been assigned by the Provincial Party Committee's Standing Committee to monitor, urge and advise on the handling of 90 cases and 10 complaints in the judicial field that have been prolonged. Up to now, the authorities have resolved 64 cases and 7 complaints. At the same time, the Committee has performed well the task of receiving people. Along with that, the Committee has received and handled 1,325 petitions, complaints, denunciations, reflections and recommendations from the people.

Speaking at the seminar, comrade Ho Van Nien highly appreciated the results that the Provincial Party Committee's Internal Affairs Committee has achieved in the past 10 years. The Provincial Party Committee's Internal Affairs Committee has performed well in its tasks of researching, advising, and proposing to the Provincial Party Committee and the Provincial Party Committee's Standing Committee to lead, thoroughly grasp, and concretize the strict and timely implementation of the Party and State's policies and regulations in the fields of internal affairs, anti-corruption, negativity, and judicial reform. Along with that, it has advised on policies and guidelines for handling corruption and negativity cases and incidents.

The Provincial Party Secretary emphasized: As the standing agency of the Provincial Steering Committee for Anti-Corruption and Negativity and the Provincial Steering Committee for Judicial Reform, the Provincial Party Committee's Internal Affairs Committee has performed its functions and tasks well. Thanks to that, the Provincial Party Committee and the Provincial Party Committee's Standing Committee have directed the handling of many corruption and economic cases strictly and in accordance with the law, receiving the support of the people.

The Provincial Party Secretary requested the Provincial Party Committee's Internal Affairs Committee to continue to unite, first of all in the collective leadership of the Committee, the leaders of specialized departments and within the unit; consolidate and perfect the staff, focus on training in expertise and profession, build a team of cadres and civil servants who are truly "Loyal - Integrity - Courage - Dedication - Creativity"; be courageous, protect the right, resolutely fight against the wrong, in all matters of consultation and proposal, must express clear opinions and viewpoints; be positive, proactive, must not be subjective, satisfied with the results achieved but must continue to be persistent, resolute, continuous with higher political determination.

At the same time, continue to research and improve the quality of advising the Provincial Party Committee and the Provincial Party Committee Standing Committee to effectively lead and implement the Party's policies, resolutions, directives and regulations on internal affairs, corruption prevention and control, and judicial reform. At the same time, advise the Provincial Party Committee, the Provincial Party Committee Standing Committee, and the Provincial Steering Committee for Corruption Prevention and Control to lead and direct the inspection, supervision and examination of areas with many public opinions on corruption and negativity. Effectively carry out tasks and solutions to prevent corruption and negativity, especially propaganda and education work, persistently build a culture of integrity, thrift, no corruption, no negativity, fight against ideological, moral and lifestyle degradation among cadres, party members and the people.

The Provincial Party Secretary emphasized: “The cadres and civil servants of the Provincial Party Committee's Internal Affairs Committee need to be more determined in advising on the direction of detecting and handling corruption, negative and economic cases, especially complicated cases and cases of public concern. Implementing the direction of the General Secretary, Head of the Central Steering Committee on preventing and combating corruption and negative is to "actively, urgently, and clearly handle the case, regardless of who commits corruption, if there are signs of crime, it must be prosecuted, investigated and if there is a conclusion of guilt, it must be prosecuted".

The Provincial Party Committee's Internal Affairs Committee and Party committees, units, and localities with coordination regulations in internal affairs, anti-corruption, anti-negativity, and judicial reform attending today's discussion need to continue to coordinate closely, smoothly, synchronously, and promptly to better implement the signed coordination regulations, and absolutely not "your rights, my rights", "the crab relies on its claws, the fish relies on its fins".

On this occasion, the Central Internal Affairs Committee awarded the "For the Party's Internal Affairs Cause" medal to 14 individuals. The Prime Minister awarded certificates of merit to 2 individuals with achievements in work from 2018-2022 for their many contributions to building and defending the Fatherland; the Chairman of the Provincial People's Committee awarded certificates of merit to 2 collectives and 5 individuals for their outstanding achievements in the patriotic emulation movement in 2022.
