On the afternoon of January 13, the Standing Committee of the Hanoi People's Council summarized the activities of the People's Councils at all levels in 2024 and deployed tasks for 2025.

Improve the effectiveness and efficiency of People's Councils at all levels
In 2024, the People's Councils at all levels of the City have closely followed the provisions of the law, Working Regulations, the principle of democratic centralism, promoted the spirit of solidarity and intelligence, continued to innovate, improved the effectiveness and efficiency of operations, ensuring proactiveness, science, flexibility and practicality.
Since the beginning of 2024, the City People's Council has held 6 sessions, including 4 thematic sessions and 2 regular sessions. The People's Councils at district and commune levels have held 671 sessions. The sessions have promptly considered and decided on important and urgent issues that have a profound impact on the effectiveness and efficiency of government at all levels, policies and mechanisms, and measures to ensure socio-economic development tasks and ensure social security in the City.
The City People's Council organized more than 20 supervision and survey sessions; the District and Commune People's Councils supervised 3,137 sessions, focusing on the contents of people's lives such as: the implementation of 5-year socio-economic targets; food safety, environmental sanitation, recognition of national standard schools, tourism management, construction management, planning management, etc.
The questioning and explaining activities of the Standing Committees of the People's Councils of districts, towns and communes and towns continued to be improved. The People's Councils of districts, towns and towns organized 52 questioning sessions and 42 explaining sessions; the Standing Committees of the People's Councils of communes and towns organized 320 explaining sessions, some localities organized effective explaining sessions such as the People's Councils of districts, towns and towns: Nam Tu Liem, Son Tay, Ba Vi, Thanh Oai, Long Bien, Dong Anh, Thanh Tri...
The work of meeting voters and citizens of People's Council deputies at all levels is carried out in accordance with regulations. In particular, the Standing Committee of the City People's Council focuses on improving the effectiveness of meeting voters through thematic meetings to listen to voters' thoughts and aspirations, and at the same time disseminate the law to voters and the people.
At the conference, the Standing Committees of the People's Councils of districts discussed and clarified the achieved results, emphasizing the role and high responsibility of delegates in organizing meetings, supervising and re-supervising; at the same time, sharing experiences in organizing meetings, questioning and explaining, contributing to enhancing the position and role of People's Councils at all levels in supervising urgent people's issues.
Prepare conditions for organizing elections for Party congresses at all levels
Speaking at the summary meeting, Deputy Secretary of the City Party Committee and Chairman of the City People's Council Nguyen Ngoc Tuan acknowledged and highly appreciated that in 2024, the City People's Councils at all levels closely followed the policies and directions of the Central and the City; continued the motto of innovation, science, substance, effectiveness and efficiency, which was assessed by the National Assembly Standing Committee and leaders of the National Assembly as a "typical model" of the People's Councils of provinces and cities nationwide.
Regarding the key tasks in 2025, Chairman of the City People's Council Nguyen Ngoc Tuan requested that the City People's Councils at all levels continue to be proactive, cooperative, substantive, effective, and develop work programs and plans; launch exciting, extensive, practical, and effective emulation movements to spread innovation and further improve the quality of activities. In particular, focus on thoroughly grasping, promptly and effectively implementing the policies, directions, and resolutions of the Central and City Party Committees, and resolutions of the City People's Council, striving to achieve the highest targets and tasks of socio-economic development in 2025 and the entire term.
Along with that, focus on streamlining the organization and apparatus to operate effectively and efficiently according to Resolution No. 18-NQ/TW of the 12th Party Central Committee; effectively implement Resolution No. 57-NQ/TW of the Politburo on "Breakthrough in science and technology development, innovation and national digital transformation"; actively, responsibly and effectively participate in the preparation work for Party Congresses at all levels, the 18th Congress of the City Party Committee, towards the 14th Congress of the Party. Prepare conditions to organize the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term according to the Politburo's Directive and guiding documents of the National Assembly Standing Committee and the National Election Council.
Chairman of the City People's Council Nguyen Ngoc Tuan also requested that the City People's Councils at all levels urgently review, complete, and promulgate all regulations, mechanisms, and policies to concretize and promote the effectiveness of the provisions of the Capital Law 2024. In particular, speed up the investment progress of infrastructure systems, key projects on traffic, wastewater environment, waste, river pollution, education and training, health care, and restoration of cultural relics; continue to promote decentralization, authorization, strengthen administrative reform, associated with digital transformation and implementation of Project 06 of the Government.
In addition, further improve the quality of voter contact activities, citizen reception, handling of complaints and denunciations. Speed up the progress of applications, software, information technology; strengthen information and propaganda work in the activities of the People's Council...
At the conference, 20 outstanding collectives and individuals who successfully implemented Project No. 15/DA/TU of the Standing Committee of the City Party Committee on "Improving the capacity, effectiveness and efficiency of the People's Councils at all levels of Hanoi City in the period of 2021-2026 associated with the pilot implementation of the urban government model and strengthening rural government in Hanoi City" and 40 collectives and individuals who had achievements in implementing the topics and participating in the activities of the Hanoi People's Council in 2024 were awarded Certificates of Merit by the Standing Committee of the City Party Committee and Chairman of the City People's Committee.
