Speaking at the first mock session of the "Children's National Assembly" in 2023, National Assembly Chairman Vuong Dinh Hue suggested strengthening supervision of the implementation of children's rights.

On the morning of September 10, in Hanoi, the Central Youth Union and the Central Council of Young Pioneers chaired and coordinated with the National Assembly's Committee on Culture and Education and the National Assembly Office to organize the first hypothetical plenary session of the " Children's National Assembly " in 2023.

Propose many solutions to protect children

Speaking at the meeting, Ms. Nguyen Pham Duy Trang, Secretary of the Central Youth Union, Chairman of the Central Council of the Young Pioneers, said that although it was a hypothetical meeting, all the opinions expressed at today's meeting were substantial, vivid, expressing the thoughts, wishes and aspirations of children. Through this, the Organizing Committee hopes to create an environment for children to practice skills: problem detection, problem solving, speaking skills, and public presentation.

At the plenary session, child delegates played the roles of National Assembly deputies and key leaders of the National Assembly and the Government to propose solutions and clarify issues of concern to "child voters", including: "Prevention of accidents, injuries, violence, and child abuse" and "Protecting children from healthy and creative interactions on the Internet".

The mock session was held as an official National Assembly session with the chairmanship of Le Quang Vinh, Vice President of the " Children's National Assembly ", and the opening and closing speeches of President of the "Children's National Assembly" Dang Cat Tien. The delegates conducted discussions with 8 opinions expressed and 2 opinions debated. Among them were explanations from the Minister of Children of the Ministry of Labor, Invalids and Social Affairs, the Minister of Children of the Ministry of Information and Communications and the Deputy Prime Minister of the Government for Children, who received and clarified the issues of concern to the children delegates.

Debate on solutions to strengthen the role of schools in preventing and combating accidents, injuries, violence and child abuse, delegate Pham Nguyen Gia Han (Da Nang City) said that many children are reluctant to share with teachers and friends about the problems they encounter, so it will be difficult for children to participate in talk shows to talk about their problems. "Therefore, it is necessary to develop school psychological counseling centers in all schools, with professional psychologists to help students solve their difficult problems," the delegate proposed.

Delegate Nguyen Ngoc Tuong (Dong Nai province) said that in the digital age, we cannot prohibit children from participating in cyberspace, as this will limit their access to information and knowledge. However, children on the internet face many risks and abuses. In this situation, the delegate suggested that state agencies and socio-political organizations perform their roles better to ensure that children can interact safely, healthily and creatively in cyberspace.

At the end of the session, the children's delegates passed the Resolution of the First "Children's Parliament" Mock Session, 2023. This Resolution is considered a special voter petition report sent to the National Assembly on issues related to children.

Timely organization of explanation sessions

Speaking after watching the mock session, National Assembly Chairman Vuong Dinh Hue said he was very moved and impressed by the children's session because it took place like an official session. "The excellent performance of the "Children's National Assembly" delegates showed that the mock National Assembly model has promoted children's early participation in political and social activities, contributing to ensuring children's rights and interests, guiding children to become responsible citizens of the country and society and capable of becoming future leaders. In fact, the voices of children have changed the perceptions of adults and contributed to changing the world," the National Assembly Chairman emphasized.

According to the National Assembly Chairman, the discussion opinions of the "Children's National Assembly" delegates and especially the Resolution of the mock session are also the basis for the National Assembly, the Government and departments, branches and organizations to study, absorb and have better preparation in the process of promulgating legal policies on issues related to children.

Party Central Committee members: Mr. Tran Hong Ha, Deputy Prime Minister; Mr. Pham Tat Thang, Permanent Deputy Head of the Central Committee for Mass Mobilization; Ms. Nguyen Thuy Anh, member of the National Assembly Standing Committee, Chairwoman of the National Assembly's Social Committee; Mr. Nguyen Manh Hung, Minister of Information and Communications; Ms. Ha Thi Nga, Chairwoman of the Vietnam Women's Union; Mr. Nguyen Anh Tuan, Secretary of the Bac Ninh Provincial Party Committee, Chairman of the Young National Assembly Delegates Group. On the side of the Organizing Committee, there were Mr. Bui Van Cuong, member of the Party Central Committee, General Secretary and Head of the National Assembly Office; Mr. Nguyen Dac Vinh, member of the Party Central Committee, Chairman of the National Assembly's Culture and Education Committee; Mr. Bui Quang Huy, alternate member of the Party Central Committee, First Secretary of the Central Youth Union.

National Assembly Chairman Vuong Dinh Hue commended the Central Youth Union and the Central Council of Young Pioneers for their performance in representing the voices and aspirations of children. He also requested the National Assembly, the Government, ministries, branches, localities, Youth Union organizations and socio-political organizations to pay attention to and effectively implement a number of contents. In particular, Party committees and authorities at all levels continue to thoroughly grasp the Party's guidelines and policies, the State's policies and laws on child protection, care and education; raise awareness of the importance of implementing policies, laws, programs and projects on child care and protection; pay attention to and invest resources, both in terms of budget and human resources, to carry out child work.

In addition, National Assembly agencies, National Assembly deputies, and socio-political organizations need to strengthen supervision of the implementation of children's rights and legal provisions on child care, education, and protection, and promptly organize briefing sessions on urgent current issues related to children.
