According to Article 57 of Decree 98/2023/ND-CP issued on December 31, 2023, the bonus level for the Ho Chi Minh Prize in Science and Technology and Literature and Arts is 270 times the basic salary. The bonus level for the State Prize in Science and Technology and Literature and Arts is 170 times the basic salary.
According to Decree 73/2024/ND-CP of the Government, from July 1, 2024, the basic salary is 2.34 million VND/month, so the bonus for individuals considered for the Ho Chi Minh Prize for Literature and Arts and the Ho Chi Minh Prize for Science and Technology; the State Prize for Literature and Arts and the State Prize for Science and Technology has changed significantly.
Specifically, the bonus amount for individuals considered for the Ho Chi Minh Prize will be 631.8 million VND; the bonus amount for individuals considered for the State Prize will be 397.8 million VND. Compared to the bonus amount for the 6th Ho Chi Minh Prize in 2022 (the most recent award period), when the basic salary was still at 1,490 million VND/month, the bonus amount increased by about 229 million VND, equivalent to 56.8%; for the 5th State Prize in 2022 (the most recent award period), the bonus amount increased by about 144 million VND, equivalent to 56.7%.
Articles 50, 51 and 52 of Decree 98/2023/ND-CP also clearly stipulate that the bonus fund for the awarding of the Ho Chi Minh Prize and the State Prize will be drawn from the state budget and accounted for independently at each awarding session according to the provisions of law. The ministries and branches assigned to preside over the awarding of the Ho Chi Minh Prize and the State Prize are responsible for paying bonuses to commended individuals and accounting for expenses as a separate item.
Sharing with Dan Viet , People's Artist Vuong Duy Bien - former Deputy Minister of Culture, Sports and Tourism, Vice President of the Union of Literature and Arts Associations said that around 2011, when he was still the Director of the Department of Performing Arts, he was assigned to sit on the Council for the Ho Chi Minh Prize and the State Prize for Literature and Arts. At that time, the basic salary was at 730,000 VND/month, so the bonus was not as much as it is now. At that time, the lives of artists were still very difficult and the bonus helped many people print books, produce CDs/DVDs, exhibit paintings, etc. However, at that time, the regulations on awarding prizes were not yet strict, so there were still some things that made many people worried.
There are still concerns about how to award bonuses.
People's Artist Vuong Duy Bien confided that artists and scientists in general, have spent their whole lives passionately creating art and doing scientific research to produce works of art and scientific research to help life and society, not to receive awards. However, the State always has policies to honor the contributions and contributions of deserving authors and works. In recent years, the increase in basic salary has helped the amount of Ho Chi Minh Prize and State Prize awards increase significantly. This is a very good thing.
"I think that the work of awarding the Ho Chi Minh Prize and the State Prize today has changed a lot compared to before, the prize money has also increased, this is a great honor and recognition for artists and scientists. However, the payment of the prize money still causes unnecessary confusion. It is better to clearly and uniformly define a unit responsible for paying the prize money and pay it before or right after the award ceremony ends," People's Artist Vuong Duy Bien expressed.
Talking to Dan Viet , Ms. Le Anh Thuy - wife of the late musician Hong Dang said that from July 1, 2024, the bonus of the Ho Chi Minh Prize, the State Prize for Literature, Arts and Science and Technology will increase significantly, which is very good news. Previously, due to the country's difficult conditions, when her husband, musician Hong Dang, received the first State Prize for Literature and Arts (2001) with the works: The Sea Sings This Afternoon, Milk Flower, The Gift of May, Memories of the Childhood City and the choir Fire Burning , the bonus was not as much as it is now. However, at that time, it was still a large amount of money, helping him solve many problems at work.
Last year (2023), musician Hong Dang was again awarded the Ho Chi Minh Prize for Literature and Arts with the following works: Drifting, Night of Pilgrimage to Legend, Evening of a Small House, Desire, Sending a Song to Tokyo, but his family waited a long time to receive the prize money. Not only musician Hong Dang, but many artists in Hanoi who were awarded the Ho Chi Minh Prize and the State Prize also had to wait a long time for their prize money. To the point that writer Nguyen Van Tho had to speak up on his personal page about this delay, creating unnecessary controversy.
"During the Ho Chi Minh Prize and the State Prize for Literature and Arts in 2023, there was one thing that many people are still concerned about. That is, in 2023, the basic salary was changed twice. From January 1, 2023 to June 30, 2023, the basic salary was 1.49 million VND/month; from July 1, 2023, the basic salary was 1.8 million VND. We were not given a clear explanation as to whether the bonus would be calculated based on the time of the decision to award the prize or based on the time of receipt. Most of us received the bonus after July 1, 2023.
Furthermore, last year, the schedule for the Ho Chi Minh Prize and the State Prize for Literature and Arts was constantly postponed. And after the award ceremony ended, for a long time we still did not receive any notice to receive the prize money or anything. Neither side gave us any notice to ease our impatience and to ease our anxious anticipation. When the artists spoke up, the Ministry of Culture, Sports and Tourism blamed the Ministry of Finance, and the Ministry of Finance blamed the Ministry of Culture, Sports and Tourism. I find this unprofessional.
Therefore, it is highly desirable that, in addition to changing policies in the awarding process, it should also be clearly defined which agency or unit will be responsible for paying the bonus to the authors and works that are awarded the prize. As the prize money increases, the awarding process should also be stricter and more professional so that the Ho Chi Minh Prize and the State Prize are worthy of their stature," Ms. Le Anh Thuy added.
