Software for managing and collecting entrance fees using electronic receipts is deployed at the following locations: A1 Hill Relic, Dien Bien Phu Victory Monument, De Castries bunker, Dien Bien Phu Campaign Command Headquarters in Muong Phang commune and Dien Bien Phu Historical Victory Museum.

Electronic receipt is a document in the field of tax, fee and charge management of tax authorities, established and used, managed according to the provisions of law, initiated, established, sent, received, stored and managed by electronic means. Electronic receipt toll collection software replaces printing and handwriting tickets. When visitors scan the QR code on the ticket, the receipt will display the date and time, from which the receipt can be used for payment.

Mr. Nguyen Hoang Hiep, Deputy Director of the Department of Culture, Sports and Tourism, said: Recently, the Department has directed the Management Board of Dien Bien Phu Historical Victory Monuments and Museum to proactively connect and coordinate with relevant agencies to implement the software for collecting entrance fees using electronic receipts at 4 historical sites and the Dien Bien Phu Historical Victory Museum. Through the trial operation, it has ensured convenience in monitoring visitor groups, managing the number of visitors, aiming to connect and create favorable conditions for visitor groups to collect entrance fees. The Department of Culture, Sports and Tourism will re-evaluate the operation of this software to have a direction for further development. In particular, in the process of monitoring the number of visitors, fee collection subjects, exemptions, reductions and the needs of visitors if they want to buy entrance tickets online, it will be implemented.

At the De Castries Tunnel relic site, ticket sales for visitors are more convenient, large groups of visitors no longer have to wait long to buy tickets. Instead of having to handwrite the date and time and sign their names, now ticket sellers at the relic site only need to quickly operate on the computer.

Mr. Kieu Viet Vinh, a tour guide from Ho Chi Minh City, said: The use of software to manage and collect entrance fees using electronic receipts is more convenient and faster than the previous manual ticket sales. With 30 tourists in the group, before, if I wanted to buy entrance tickets, I had to wait about 10 minutes to complete the procedure. Now, I just need to inform how many tickets I want to buy, and the ticket office staff will print enough tickets for the guests. This helps the group have more time to visit and experience more at each destination.

Collect entrance fees with electronic receipts, ticket sellers only need to quickly operate on the computer.

Ms. Pham Thi Thao, Deputy Director of the Relic Management Board, said: Implementing the direction of the Department of Culture, Sports and Tourism, the Steering Committee for Project 06, the Relic Management Board has coordinated with the Provincial Tax Department and VNPT to fully prepare the conditions for implementing management and collection of entrance fees using electronic receipts at relic sites. From February 27, 2024, we have fully prepared the conditions in terms of equipment, software, training for the management and fee collection force at relic sites and completed the procedures to cancel paper tickets. Collecting fees using electronic receipts, I find it very convenient, fast, saving time and costs compared to previously having to print entrance tickets and write them by hand.

It can be seen that the use of management software and electronic receipts for collecting entrance fees at relic sites has brought convenience in the process of handling the work of the unit; synchronized the document system, convenient for declaration with tax authorities, limiting risks such as loss or damage of established receipts. Buying tickets with electronic receipts not only shortens the time to buy tickets but also helps visitors easily look up and access information on buying and selling goods and services online. At the same time, it helps the fee collection team reduce the burden of collecting fees and charges, ensuring safety and avoiding risks and losses.
