Existing problems and limitations that need to be overcome
During the recent 213th Party member meeting at My Hung Hamlet Party Cell, My Phong Commune (My Tho City), an elderly Party member complained: “The meeting time is past, but only a few Party members attended. The absent comrades do not respect the organization. I suggest that the Party Cell Executive Committee should clearly reflect this in the year-end review for these Party members.”
The meeting took place as usual, but the reception of the meeting's content, especially the discussion on local issues, and comments on the Party Cell's Activity Report in 2023 and the direction for 2024 presented by the Party Cell Secretary, was not as expected because the number of attendees was not sufficient.
My Hung Hamlet Party Cell has 77 party members out of 213, but there was a meeting where 13 party members were absent (with and without reason). Party members who attended rarely expressed their opinions and were indifferent to the issues and tasks of the locality where they resided.
According to comrade Nguyen Van Thanh, Deputy Secretary of the Party Committee of My Phong commune, there are party members who do not fully and seriously realize their responsibilities in implementing Regulation 213. At meetings, these comrades are often absent, rarely contribute opinions to the locality or make inappropriate statements and comments, not in a constructive spirit.
Some Party cells, when reviewing Party members at the end of the year, frankly pointed out the good and bad aspects of each Party member. However, many Party cells also gave general comments, without frankly assessing the advantages and disadvantages in implementing the Party members' living regime. In addition, there is the fact that Party members reside in one locality but conduct Party activities in another locality. Therefore, the Party cell where the Party member lives does not fully understand the Party member's situation to make substantive and objective comments.
In Cai Be district, the 213th party member meeting in Ward 2, Cai Be town, at the end of January, the number of absent party members was 19 out of a total of 65 comrades. Speaking, almost no party member clearly stated the strengths or weaknesses of the locality in the past year, nor offered any advice for local development.
After listening to the Party cell executive committee present the contents that have been implemented and raise some contents that people are interested in, the party members just listened. The meeting therefore ended quickly. The above situation also occurred in many party cells in other areas in the province. This situation shows that the organization of the 213 party member meetings was carried out by agencies, units and localities in accordance with regulations but the practical effectiveness was not high, there were still shortcomings and limitations that needed to be overcome.
Comrade Nguyen Quoc Thanh, Standing Deputy Secretary of Cai Be District Party Committee, said that, in addition to the achievements, many Party cells have not strictly followed the principles of Party organization and activities, and the regular meeting regime has not been maintained regularly. The content of the activities of some Party cells is still monotonous, unattractive, and focuses on reporting the situation. The leadership, education and fighting role of the Party cell committee have not been clearly demonstrated; the spirit of self-criticism and criticism is still weak, there is still deference, and there is not yet frank criticism of the Party members' living style.
Discussing with us about the shortcomings and limitations in the implementation of Regulation 213 of the Politburo, comrade Thai Ngoc Bao Tram, Secretary of the Party Committee of Agencies and Enterprises of Tien Giang province, commented: “In general, working party members are introduced to activities and maintain contact with the Party cell and the people in their place of residence, basically aware of their responsibility in promoting their working capacity and practical experience in local work.
However, some party members still have inadequate awareness of their roles; their sense of responsibility is not high, they rarely give opinions in meetings, and they are not really interested in local affairs. There are cases where families have many party members but only send one representative to attend party cell meetings. Some party members move to another place but do not notify the Party Committee of their old place of residence, leading to difficulties in managing party members..."
Tighten regulations
To improve the quality and effectiveness of implementing Regulation 213, Nguyen Quoc Thanh, Standing Deputy Secretary of Cai Be District Party Committee, said: “The locality has been focusing on improving the quality of Party cell activities, making Party cell activities truly diverse, attracting Party members to participate, and overcoming formalism in activities. In particular, we have required the Party cell committee, headed by the Party cell secretary, to firmly grasp the principles, and at the same time be flexible and creative in organizing activities. On the Party members' side, each person is required to demonstrate their initiative, positivity and responsibility so that Party cell activities take place enthusiastically and with quality.”
In Go Cong Dong district, in recent times, party committees at all levels have proactively improved the quality of party cell activities, especially focusing on promoting the pioneering and exemplary role, sense of responsibility as well as intelligence, capacity and practical experience of party members participating in activities according to Regulation 213.
District Party Secretary Ngo Huynh Quang Thai shared: In the Party cell meetings, most Party committees have clearly identified the content of activities in a practical, focused and key direction. Along with informing, disseminating, thoroughly understanding and implementing the policies, resolutions and directions of the higher Party committees, the State's policies and laws, the Party committees also focus on thoroughly understanding and educating to raise awareness of the exemplary responsibility of Party members, the responsibility in implementing Regulation 213, and resolutely correcting the Party members' lifestyle.
Each Party Committee member must enhance his/her responsibility in regularly monitoring the local situation, grasping the thoughts of the masses and public opinion on social issues of concern to improve the quality of the content of the activities to ensure timeliness, practicality, and closeness to reality in order to attract the attention of Party members when meeting Party cells, thereby promoting the spirit of participation and contribution of effort and intelligence to the work of the locality and the grassroots. Along with that, the Party Committee tightens the management of Party members, promotes the spirit of self-criticism and criticism to rectify the awareness and lifestyle of Party members.
According to Secretary of the Party Committee of the Provincial Agencies and Enterprises Bloc Thai Ngoc Bao Tram, Party committees and organizations at all levels in the entire Party Committee of the Bloc must strengthen the dissemination to cadres and party members about the purpose, meaning, requirements and contents of Regulation 213 of the Politburo; at the same time, it is necessary to consider the fact that party members regularly maintain contact with the Party cells and grassroots Party committees and exemplary implementation of regulations, programs and plans of the locality where they reside as an important criterion for evaluating party members.
Every year, Party committees at all levels review and make a list of Party members to introduce them to activities at their place of residence, ensuring that 100% of Party members in Party cells and Party committees are introduced to activities and regularly maintain contact with Party cells and people in their place of residence in accordance with regulations; promptly notify Party cells and Party committees where Party members reside about the number of Party members who have been introduced to activities at their place of residence who have changed positions, transferred jobs, or have been expelled, removed from the Party, or who regularly go on business trips away from their place of residence, are mobile, or have special tasks.
According to some party members, the fact that party members do not fully participate in party activities in their residential areas or only participate for show, do not contribute opinions, and are indifferent to local issues is a manifestation of a lack of exemplary behavior, distance from the masses, and lack of responsibility to the community. Part of the reason for this situation to persist is that the residential area committees consider party members to be insubstantial due to favoritism, or because of neighborhood relationships...
Therefore, in order for Regulation 213 to be strictly implemented, the Party Committee where the Party member resides must promptly notify the Party Committee and the authorities where the Party member is working if the Party member has not strictly complied with the Party's guidelines and policies, the State's policies and laws, and local regulations, has not participated in Party activities or is absent from Party activities according to Regulation 213 in order to take timely corrective measures. The assessment and comments of the Party Committee where the Party member resides must be objective and substantive so that the Party member can seriously overcome the shortcomings.
The Party Committee where the Party member is working and the Party Committee where he/she resides need to closely coordinate when evaluating and classifying at the end of the year so that the evaluation is accurate, contributing to training the qualities and capacities of Party members and building a strong Party organization.
