Actively promote and effectively disseminate the 2024 Land Law

Pursuant to Decision No. 652/QD-UBND dated March 28, 2024 of the Provincial People's Committee on Issuing the plan to implement the 2024 Land Law in Quang Tri province, the Department of Natural Resources and Environment issued Plan No. 1185/KH-STNMT dated April 2, 2024 on assigning tasks to implement the law. Thereby, promptly disseminating land law policies, especially new and important provisions of the law to raise awareness and effectiveness of implementation of land law policies.

The Department of Natural Resources and Environment has sent legal reporters to disseminate the 2024 Land Law and documents detailing the law's implementation in 7/10 districts, towns and cities in the province. The People's Committees of Dong Ha city and Cam Lo and Trieu Phong districts have organized online conferences to disseminate the 2024 Land Law and documents detailing the law's implementation. The Provincial Land Registration Office organized a workshop to study and research cadastral mapping and registration, and issuance of certificates of land use rights and ownership of assets attached to land according to the provisions of the 2024 Land Law...

The 2024 Land Law has 16 chapters and 260 articles, taking effect on January 1, 2025. The 2024 Land Law amends and supplements 180/212 articles of the 2013 Land Law and adds 78 new articles that have been carefully and seriously prepared based on the results of summarizing and evaluating the practical implementation of the 2013 Land Law; fully institutionalizing 5 viewpoints, 3 goals, 6 groups of solutions and 8 major policies in perfecting land law as oriented in Resolution No. 18-NQ/TW of the Party Central Committee.

Compared to the 2013 Land Law, the 2024 Land Law has institutionalized many new contents of important breakthrough nature, contributing to the goal of perfecting institutions and policies, improving the effectiveness and efficiency of land management and use such as: land use planning and planning; land recovery, compensation, support, resettlement; land allocation, land lease, permission to change land use purposes; land finance, land prices.

Land registration, issuance of land use right certificates, ownership of assets attached to land; land policies for ethnic minorities; land investigation, assessment, protection, improvement and restoration; development of land information system and database; decentralization, delegation of authority, promotion of administrative procedure reform in the land sector, enhancement of responsibility of local authorities at all levels in land management and use; supervision, monitoring and assessment of land management and use.

The 2024 Land Law has basically resolved the problems and shortcomings pointed out in the process of summarizing the implementation of the 2013 Land Law; meeting the requirements of socio-economic development in the period of promoting industrialization and modernization of the country, developing a socialist-oriented market economy, and deeply integrating internationally in line with the 4.0 Industrial Revolution and ensuring political and social stability; promptly meeting the aspirations of the people; contributing to the economical, effective and sustainable use of land resources in the new period, aiming at the goal of maximizing land resources to meet the requirements of socio-economic development.

In addition to actively organizing propaganda campaigns to disseminate the 2024 Land Law, up to now, the Department of Natural Resources and Environment has advised the Provincial People's Committee to issue 2 legal documents regulating compensation, support, and resettlement when the State recovers land in Quang Tri province and regulate the limits for recognizing residential land use rights, land allocation, and receiving transfer of agricultural land use rights; land plot separation and consolidation in Quang Tri province and has drafted and consulted 3 legal documents.

The Provincial People's Committee issued Decision No. 2124/QD-UBND dated August 29, 2024, promulgating the list of administrative procedures in the field of land and secured transaction registration under the management scope of the Department of Natural Resources and Environment of Quang Tri province.

The Department of Natural Resources and Environment has submitted to the Provincial People's Committee for approval the internal process for handling administrative procedures under the one-stop, one-stop mechanism in the field of land and the field of secured transaction registration under the management scope of the Department of Natural Resources and Environment of Quang Tri province in the submission No. 4177/TTr-STNMT dated September 30, 2024.

Standing Vice Chairman of the Provincial People's Committee Ha Sy Dong said: "To improve the effectiveness of the implementation of the 2024 Land Law, the Provincial People's Committee has reported to the Ministry of Natural Resources and Environment a number of existing problems and shortcomings such as the need to continue to complete the system of documents guiding the implementation of the Land Law in a complete and timely manner.

Review and promptly adjust conflicts and overlaps between laws and documents guiding the implementation of laws in a synchronous and specific manner. On the part of Quang Tri province, continue to organize propaganda and widely disseminate to all classes of people to basically grasp the core contents of the law, new points of the 2024 Land Law, thereby applying and strictly complying with the provisions of the law on land.

In addition, we will step up inspection, examination and supervision; strictly handle violations in land management and use in the province.
