In a recent meeting with the Central Committee of the Vietnam Fatherland Front (VFF), the Central Committee of the Vietnam Fatherland Front of the province and the Ethnic Minorities Committee of Tra Vinh province, Mr. Chung Minh Hoang - Vice Chairman of the Vietnam Fatherland Front Committee of Cau Ke district said that in the past time, the propaganda and mobilization of ethnic minority people to participate in solving the problems of residential land, housing, production land, and domestic water according to the National Target Program on Socio-economic Development of Ethnic Minority and Mountainous Areas (National Target Program 1719) has been implemented very well.

Specifically, regarding housing, due to the low level of support for households from the National Target Program 1719, a maximum of only 46 million VND (40 million from the Central Budget, 6 million from the Province), in order to have a house that ensures "3 hard" (hard roof, hard wall, hard floor), the Vietnam Fatherland Front Committee of Cau Ke District regularly coordinates well with units of the district and commune to propagate and mobilize additional support sources.
"First, we will coordinate propaganda and mobilize relatives of the households receiving support to build houses, to make sure we have enough 50 million VND. If it is not enough, we will mobilize more donors, businesses and pagodas, most of them have mobilized enough" - Mr. Hoang said.
In other localities, 50 million VND is difficult to build a "3-hard" house, but in Cau Ke district, it is guaranteed to be possible. The reason is that the district's functional sector has mobilized the construction unit and the material supplier to provide additional support.
According to Mr. Hoang, in the past, there were also cases in the locality where Khmer households did not want to receive support to build houses (according to the program, in addition to 46 million VND from the budget, people also received loans from banks. Because the households had previously borrowed money and did not want to borrow money anymore, they did not want to accept it). However, due to good propaganda and mobilization work, most people accepted it and had enough 50 million VND to build houses.
In addition to having a house to protect them from the rain and sun, Khmer households in Cau Ke district are also encouraged to change their jobs and start businesses that can help stabilize their lives in the locality.
Mr. Hoang emphasized that the locality mainly supports career change for people who are truly passionate about doing business, avoiding dependence. As a result, households in the district are supported to promote good jobs and loans from the social policy bank do not have bad debts.
Currently, the price of materials has increased quite high, so Mr. Hoang proposed that the support capital from the National Target Program 1719 be increased to 60 million VND for each household.

Also at the meeting, Mr. Thach Kim Sy - Chairman of the Vietnam Fatherland Front Committee of Long Hiep Commune, Tra Cu District said that recently, the locality has paid great attention to policies to solve the problems of residential land, housing, production land, and domestic water. In particular, residential land has been well implemented in the previous phase, so the relevant agencies are paying more attention to supporting housing.
Mr. Sy shared: "The Vietnam Fatherland Front Committee of the commune has worked with relevant units to select households and hamlets to receive support according to regulations and implemented it very smoothly. Thus, the support for housing and land in the commune is considered to be completed. From there, it has helped improve people's lives, and the locality has also been recognized as an advanced new rural commune."
In the coming time, Mr. Sy suggested that the competent authorities have more preferential policies for ethnic minority people who are poor households. Because these households find it very difficult to borrow capital to develop production.
According to the report presented at the meeting, after nearly 3 years of implementing the National Target Program 1719, especially the implementation of Project 1 (residential land, housing, production land, domestic water), functional agencies at all levels in Tra Vinh province have coordinated to review and select beneficiaries in a transparent, democratic, correct manner, without overlap, with the participation and consensus of the people and the community where the project was evaluated.
The province has prioritized more disadvantaged groups, such as ethnic minority households with specific difficulties, ethnic minority women, and groups affected by natural disasters in the area. From there, it has promptly resolved difficulties, met urgent needs for living conditions of poor households in ethnic minority areas, and gradually stabilized their lives and escaped poverty.
Regarding the implementation results of Project 1 of the National Target Program 1719 in Tra Vinh province, in 2022 and 2023, 50 households were supported with over 1.5 billion VND; 737 households needed housing support, with nearly 34 billion VND; 508 households were supported with job conversion with over 5 billion VND and 418 households were supported with domestic water with nearly 1.3 billion VND.
At the same time, the province implemented 3 clean water projects in 3 communes of Thanh Son, Kim Son, Ngai Xuyen, Tra Cu district with over 8.6 billion VND. To date, over 7.5 billion VND has been disbursed. In the period of 2022 - 2023, the province created conditions for 1,036 households to borrow over 47 billion VND from the Social Policy Bank, Tra Vinh province branch.
