6 KEY TASKS
Previously, on August 3 and 4, the Standing Committee of the Provincial Party Committee organized a meeting and dialogue program with the heads of Party committees and authorities of communes, wards and towns in the province with the theme "Solidarity - Democracy - Creativity - Development".
The Standing Committee of the Provincial Party Committee emphasized: The meeting and dialogue program is organized at a time when the whole province enters the third year of implementing the resolutions of the Party Congresses at all levels, which has a decisive significance for the implementation of the targets and tasks of the term.
The Politburo issued Resolution No. 39-NQ/TW dated July 18, 2023 on building and developing Nghe An province to 2030, with a vision to 2045. This is a particularly important political basis for concretizing into mechanisms and policies to effectively implement the province's development tasks and goals in the new period.
The province has completed submitting to the Prime Minister for approval the Provincial Planning for the period 2021 - 2030, with a vision to 2050, creating an important legal corridor for orientation and comprehensive management of socio-economic development activities and territorial space development in the province in the short and long term.
The achievements in economy, culture, society, Party building and political system in recent times have created an important and solid foundation for the province to develop rapidly and sustainably in the coming time.
The Standing Committee of the Provincial Party Committee assessed: The team of key cadres at the commune, ward and town levels plays a very important role in leading, directing, managing and operating socio-economic activities, building the Party and the political system at the grassroots level, and is a bridge closely connecting the Party and the People.
In recent times, the qualifications and working capacity of key cadres at commune, ward and town levels have been increasingly improved, making many positive contributions to the development of the province.
However, a number of key officials at the commune, ward and town levels still lack exemplary behavior, violate discipline and administrative rules; leadership, direction, management and operation in some areas are not very effective.
On that basis, the Standing Committee of the Provincial Party Committee emphasized 6 key tasks in the coming time for key leaders at the commune level.
First of all, focus on evaluating and reviewing the mid-term implementation of the resolutions of the Party Congresses at all levels to promptly supplement appropriate tasks and solutions, striving to achieve the highest possible goals and targets. Closely follow the new policies and orientations on construction and development of the province and district to supplement tasks promptly and appropriately to local conditions.
Implement well the operating regulations, ensure the collective leadership role of the Party Committee, promote good personal responsibility, especially the head, and resolve working relationships well. Improve the capacity in management and operation of the government, combine with effective application of digital transformation, promote administrative reform, implement grassroots democracy regulations. Localities subject to administrative boundary merger in phase 2 need to proactively review and develop feasible and synchronous plans, at the same time focus on implementing well the propaganda and mobilization work, creating consensus among the people, contributing to the effective implementation of the Administrative Unit Arrangement Project in the coming time.
Focus on finding resources and optimal solutions to effectively implement local socio-economic development tasks, especially in hunger eradication and poverty reduction, new rural construction, One Commune One Product (OCOP) program; support program, building houses for the poor and people with housing difficulties in the province in the period 2023 - 2025;...
Strengthen dialogue with the people; promote the right to mastery, arouse and mobilize the strength of the people in implementing political tasks at the local level. Focus on resolving or recommending competent authorities to promptly and satisfactorily resolve the legitimate needs and aspirations of the people within their authority. Synthesize and recommend competent authorities to adjust and supplement policies and guidelines that are still problematic and inadequate to suit the reality at the grassroots level.
Focus on building, promoting and replicating creative and effective models and methods in all fields, creating vibrant and creative patriotic emulation movements from the grassroots. Pay attention to caring for the material and spiritual life of the people, building cultural life at the grassroots level associated with building new rural areas and civilized urban areas.
Uphold principles, strictly implement discipline and order, and promote the responsibility of setting an example for leaders of grassroots Party committees and authorities. Continuously cultivate and practice revolutionary ethics, build a healthy, simple lifestyle, close to the people, have a spirit of innovation, creativity, dedication and devotion in work. Actively research and study to improve qualifications and capacity, closely follow the grassroots, grasp reality, and actively and effectively contribute to the overall development of the province.
CREATE UNITY, POSITIVE CHANGE IN PERCEPTION AND ACTION
Regarding implementation, the Provincial Party Standing Committee assigned the Provincial Party Committee's Propaganda Department to take the lead in advising on the results, organizing the dissemination of the conclusions of the Provincial Party Standing Committee at the Meeting and Dialogue Program, creating unity and positive changes in the awareness and actions of key grassroots cadres, and the support of all classes of people.
The Provincial Party Committee's Organizing Committee presides over and advises on responding to proposals and recommendations sent to the Organizing Committee of the Meeting and Dialogue Program related to the work of organizing cadres and Party administrative reform; researches and advises competent authorities to issue regulations on piloting the mobilization of cadres at the department and branch levels to strengthen the work of communes, wards and towns.
The Party Executive Committee of the Provincial People's Committee directs the Provincial People's Committee, relevant departments and branches to respond to proposals and recommendations sent to the Organizing Committee of the Meeting and Dialogue Program within their authority; research and advise competent authorities to supplement and adjust difficulties and inadequacies related to policies in socio-economic development, ensuring national defense, security and foreign affairs at the grassroots level.
The Provincial Party Committee's Mass Mobilization Commission presides over and coordinates with the Provincial Party Committee's Organization Committee, the Provincial People's Committee's Party Committee and relevant units to send responses to proposals and recommendations to relevant organizations and individuals. Monitor, urge and inspect the implementation of the conclusions in this Notice; report to the Provincial Party Committee's Standing Committee on the implementation results of the conclusions in thematic and annual reports.
The Standing Committee of the Provincial Party Committee requested organizations in the political system from the province to the grassroots level to seriously implement the conclusion.
