In recent times, Quang Ninh province has paid special attention to and strengthened its direction on children's work, injury prevention, and child drowning prevention. Departments, branches, sectors and localities have proactively developed annual plans and allocated funds for injury prevention, focusing on child drowning prevention. Information and propaganda work has been deployed in a variety of forms, helping to raise awareness and responsibility of families, schools and communities in injury prevention and drowning prevention for children. Education on injury prevention and drowning prevention skills for children in educational institutions has received increasing attention. Infrastructure investment to serve children's living, playing and swimming needs has been increasingly developed...
By the end of May 2023, with provincial and district budgets and socialized resources, the whole province had invested in building 218 swimming pools. From 2021 to June 2023 alone, the whole province organized more than 1,200 swimming classes for more than 22,000 children, including more than 860 free swimming classes for more than 17,000 children; trained and granted certificates of swimming instructors and rescue swimmers to 948 coaches, teachers, volunteers, collaborators, etc.
Although the work on children in general and the work on preventing child injuries in particular in the whole province has achieved positive results, in recent times, especially in the first 6 months of 2023, the rate of accidents and deaths due to accidents and injuries to children, especially drowning, has tended to increase. The whole province has 20 children who died due to accidents and injuries, an increase of 4 children compared to the same period last year, of which 14 children were drowned. Localities with many deaths due to child injuries include Ha Long City, Quang Yen Town, Ba Che District...
At the meeting, representatives of departments, branches and localities clarified the causes and sought solutions to reduce the rate of child injuries and drowning accidents across the province.
Concluding the meeting, Comrade Nguyen Thi Hanh, Vice Chairman of the Provincial People's Committee, requested strict implementation of Directive No. 33-CT/TU dated May 29, 2023 of the Provincial Party Committee Standing Committee on strengthening the Party's leadership in ensuring traffic order and safety; preventing accidents, injuries and drowning. In the coming time, departments, branches and localities will focus on specific key solutions, promote the dissemination of policies, laws and knowledge on child protection with the goal of over 90% of children and people understanding and knowing information and skills to prevent accidents, injuries and drowning; summarize and review points and locations at risk of accidents, injuries and drowning to have solutions such as installing barriers and warning signs for children and people about the risk of accidents, injuries and drowning. The whole province builds a plan to popularize safe swimming for children, implement it synchronously and drastically, and increase the rate of children who can swim in the province.
To carry out this task well, he assigned the Department of Labor, War Invalids and Social Affairs to preside over the review; localities in the province quickly mobilized the participation of organizations and socio-political organizations to conduct a general review of points at risk of causing injuries such as traffic black spots, rivers, lakes, ponds, canals, ditches with the risk of drowning... to promptly issue appropriate warnings. The Vice Chairman of the Provincial People's Committee directed the establishment of a working group to develop a comprehensive and systematic plan to popularize swimming for children in the whole province with the participation of localities. Relevant departments, branches and units should soon have plans to look after children and create playgrounds for children during the summer vacation... Localities should reorganize the Steering Committee for the Advancement of Women and Children so that the work of caring for and protecting children can be implemented effectively and practically; clearly assign responsibilities and take responsibility if accidents, injuries and drowning occur.
