On May 24, in Viet Tri City, Phu Tho Province, Deputy Prime Minister Tran Luu Quang, Chairman of the Northern Midlands and Mountainous Region Coordination Council chaired the Council's third meeting. Leaders of Thai Nguyen Province attended the meeting, including Comrade Nguyen Thanh Hai, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, and leaders of a number of provincial departments and branches.

The Third Conference of the Northern Midlands and Mountainous Region Coordination Council

At the conference, Decision No. 369 dated May 4, 2024 of the Prime Minister was announced, approving the Planning for the Northern Midlands and Mountains for the 2021-2030 period, with a vision to 2050. The planning aims to strive for the Northern Midlands and Mountains to become a region with high average income by 2030, with some provinces in the group of fairly developed provinces in the country, approaching the high-income threshold. By 2050, the Northern Midlands and Mountains will be a model of green development in the country, with an average GRDP growth rate of about 7.5 - 8%/year, and an average income per capita of about 15,000 - 18,000 USD. The Northern Midlands and Mountains are organized into 3 sub-regions, 5 economic corridors, 3 development belts and 1 dynamic area. The region will focus on developing infrastructure, prioritizing the development of a transport system connecting with the capital Hanoi, the Red River Delta, the North Central sub-region, and with China and Laos to remove one of the biggest development bottlenecks: transport connectivity capacity.

Speaking at the conference, Thai Nguyen Provincial Party Secretary Nguyen Thanh Hai highly agreed with the reports presented at the conference. The speech emphasized that Thai Nguyen province is focusing on accelerating the progress of key projects and works, linking regions and provinces in the region; planning 11 industrial parks, 1 concentrated information technology park, 41 industrial clusters. The Provincial Party Secretary requested the Government and relevant ministries and branches to study and propose coordination mechanisms, linkage policies, and coordination between localities in the region to promote regional and sub-regional linkages; organize investment promotion activities; focus investment resources on renovating, upgrading, repairing or investing in new traffic routes in localities in the region in a synchronous and unified manner; pay attention to prioritizing and allocating sufficient resources to complete important projects of the region according to the Planning; The Ministry of Planning and Investment, central ministries and branches should soon complete the Project on Human Resource Development for the Semiconductor Industry to 2030, with a vision to 2050; the Ministry of Education and Training should support Thai Nguyen University to strengthen cooperation and train human resources for the semiconductor industry. At the same time, localities should actively cooperate, support, and share development experiences in the fields of economy, culture, society, national security and defense, etc.

Concluding the conference, Deputy Prime Minister Tran Luu Quang requested Council members, leaders of ministries, branches and localities to continue researching and proposing to the Prime Minister specific mechanisms and policies for the development of the Northern midland and mountainous region; requested provinces to pay special attention to digital transformation in all fields to create momentum for regional development; coordinate in organizing investment promotion activities, mobilizing investment resources; use public investment capital to lead non-state investment resources to implement important programs and projects of the region, in which priority is given to developing the transport infrastructure system./.
