On the afternoon of September 27, at the headquarters of the National Assembly Office, the Institute for Legislative Studies under the National Assembly Standing Committee and the Steering Committee of the ministerial-level scientific project "Orientation for perfecting policies and laws on science and technology in Vietnam in the new context" held a workshop on "Orientations and solutions for perfecting policies and laws on science and technology in our country today".

Speaking at the opening of the workshop, Standing Member of the Committee for Science, Technology and Environment Nguyen Ngoc Son said that at the workshop "Current status of policies and laws on science and technology in our country" held on the morning of September 27, experts and scientists focused on discussing the current status of policies and laws on science and technology and the limitations and shortcomings, focusing on analyzing and evaluating the limitations and shortcomings of the 2013 Law on Science and Technology and other related regulations, at the same time, clearly identifying the political and legal basis for perfecting policies and laws on science and technology in the current context; policies and laws on science and technology of some countries in the world and reference experiences for Vietnam...
At the workshop, experts focused on giving opinions on viewpoints and orientations for improving policies and laws on science and technology in our country today. At the same time, they proposed amendments to the 2013 Law on Science and Technology and other related documents; solutions to improve regulations on human resource development, investment, and finance for science and technology; organization and market of science and technology...
Standing Member Nguyen Ngoc Son also stated that it is expected that the draft Law on Science and Technology (amended) will be submitted to the National Assembly for first comments at the 9th Session and considered and approved at the 10th Session. Therefore, the research objective of the Project is to provide specific and practical recommendations and directions to improve policies and laws in this field, in which the core is to serve the amendment of the Law on Science and Technology.
At the workshop, experts said that in order to institutionalize the Party's guidelines and policies, the State's policies and laws on science and technology development and innovation in the context of the fourth industrial revolution that is increasingly affecting many fields, amending and supplementing the Law on Science and Technology to overcome difficulties and shortcomings is extremely necessary.
Presenting viewpoints, directions for amendments, and proposed opinions, it is necessary to ensure consistency and connection between the draft Law on Science and Technology (amended) and the legal system in general; avoiding contradictions and conflicts between laws. At the same time, promoting the connection between science and technology and strategic sectors and fields; research achievements must have high practical applicability; attracting investment, facilitating the use of budget for science, technology and innovation.
In addition, it is necessary to pay attention to resources for science and technology development, focusing on solving problems related to resources and financial mechanisms for science and technology activities. Financial resources for science and technology must promote social investment in science and technology. The budget allocation mechanism for science and technology must have a focus, avoid spreading; overcome administrativeization in allocation and management, in line with current trends in the world.
