Promoting experience sharing among IPU member parliaments

The 9th Global Conference of Young Parliamentarians hosted by the Vietnamese National Assembly took place from September 14-17 in Hanoi.

This is an opportunity to strengthen cooperation between Vietnam and important partners, especially parliamentarians and young leaders of countries; at the same time, promote to international friends the image of Vietnamese youth, the Vietnamese youth movement in particular and the country and people of Vietnam in general. Discussing on the sidelines of the Conference, delegates emphasized the role of enhancing digital capacity for young people, and expressed their desire to exchange and share rich experiences in many fields with young parliamentarians from more than 70 countries. Many opinions of delegates attending the Conference shared the view that promoting the application of information technology in the activities of the National Assembly is considered a regular task to support and enhance the activities of the National Assembly, build and develop digital platforms and digital tools to comprehensively support parliamentary activities. Delegates also shared experiences of parliaments in legislation, supervision and the role of young parliamentarians in promoting digital transformation in the context of the fourth industrial revolution, and progress made in digitalizing parliamentary activities for sustainable development.

Mr. Denis Naughten, a member of the National Assembly of the Republic of Ireland, said that Ireland focuses on promoting digital transformation but always compares it with sustainable development goals to balance national interests and the country's economic and social interests. He assessed that young parliamentarians are very responsive in this field, because young people are always the generation that actively innovates and creates to apply digital transformation most effectively. "Attending this event, our delegation learned a lot of experience from international friends. This is truly a very useful and up-to-date forum," Mr. Denis Naughten assessed. From a personal perspective, Dr. Nguyen Thanh Duong (Institute of Tropical Technology, Vietnam Academy of Science and Technology) commented that contacting the international community is of great significance in forming experience in approaching and solving problems. Dr. Duong believes that this conference will contribute significantly to promoting the role of Vietnamese youth in the international community, helping them become global citizens. Before attending the conference, Dr. Duong and his research team had come up with ideas and were implementing a number of research directions that apply digital transformation in medicine and agriculture. Through the discussion sessions at the conference, listening to the experiences of young parliamentarians and experts, Dr. Duong hopes to have more inspiration to carry out research more extensively. “I believe that sharing knowledge from these research results through publishing articles will contribute to the development and effective application of digital transformation in the field of science and technology, bringing benefits to both the scientific community and the people,” Dr. Nguyen Thanh Duong expressed.

As the Head of the Malaysian Parliamentary Delegation attending the 9th Global Young Parliamentarians Conference, Mr. Mohd Shahar Bin Abdullah affirmed that young parliamentarians play a very important role because the future of the country depends on the young generation. They are the ones who will contribute to creating a foundation to support and encourage creativity. "Coming to Vietnam this time, I hope to listen to the opinions and ideas of other countries, as well as strengthen connections with colleagues in Vietnam and other countries," he said.

Expressing his joy at being able to attend this event in Vietnam, Mr. Roberto Alejandro Suarez Cabrera, Head of the Bolivian Parliamentary Delegation, said that this was his first time in Vietnam. “I am very happy to be invited by Vietnam to attend this event and to listen to discussions about the role of young people in innovation. I also want to learn about Vietnamese culture, as well as the culture of many countries around the world. Vietnam and Bolivia are both countries with long-standing rich cultural traditions. That is the biggest similarity between our two countries,” he said.

Affirming that Bolivia is very interested in innovation and the role of young people, especially in a time when the world is changing rapidly, Mr. Cabrera said that through this Conference, he hopes that each country will continue to make more efforts in learning from experience and encouraging the development of high technology, which can then be applied in their own country.
