On February 21, Politburo member and Prime Minister Pham Minh Chinh chaired a Government conference with localities on economic growth.
According to the Government Portal, in his concluding remarks, the Prime Minister raised the question of "do we have the ability to do, the confidence to do, and the courage to do" in achieving the growth target of at least 8% in 2025 and double-digit growth in the coming years.
The Prime Minister reiterated that after nearly 40 years of renovation, rising from poverty, the ruins of war, siege and embargo, we have achieved great and historic achievements. Our country has never had such a foundation, potential, position and international prestige as it does today.
The Prime Minister commented: "We see that we have enough confidence, enough conditions, enough capacity to be determined to achieve growth of 8% or more, creating momentum, creating position, creating force for double-digit growth in the coming years."
Regarding the viewpoint of direction and management, the Prime Minister emphasized the need to promote growth driving regions including the Southeast, the Red River Delta (12 localities in these two regions contribute 60% of GDP), growth poles such as Hanoi and Ho Chi Minh City (Hanoi contributes 13.2% of GDP, 25% of the country's budget revenue, Ho Chi Minh City contributes 17.9%, 25% of the country's budget revenue).
At the same time, we must not forget the disadvantaged areas. The remaining areas must make more efforts, try harder, promote their different potentials, outstanding opportunities, and competitive advantages to move forward.
The Prime Minister gave an example: the advantages of the Southwest are rice and seafood; the Northern mountainous region is forests; the Central Coast is the sea, and the Central Highlands is industrial crops. Analyzing further on agricultural economic development, the Prime Minister said that it is necessary to stabilize the market, improve quality, and maintain credibility, especially in difficult times.
Immediately remove bottlenecks in the real estate and bond markets
Detailing the solutions, Prime Minister Pham Minh Chinh emphasized continuing to prioritize promoting growth, focusing on renewing traditional growth drivers and promoting new growth drivers.
Here, public investment is promoted, with public investment leading private investment. Of which, the total public investment capital in 2025 is VND 826,000 billion, of which VND 741,100 billion has been allocated, the remaining VND 84,800 billion has not been allocated. The Prime Minister requested that the allocation must be made immediately in the first quarter of 2025, if not completed, it must be resolutely recovered and transferred to other places.
In addition, the Prime Minister requested to focus on implementing and completing key and important national projects as soon as possible. Strive to exceed the target of 3,000 km of expressway and over 1,000 km of coastal road by the end of 2025. Basically complete Long Thanh International Airport, Lach Huyen area ports, put into operation Tan Son Nhat T3 and Noi Bai T2 terminals; start construction of Lien Chieu port...
The Prime Minister also requested to create an open, transparent, favorable investment and business environment with regional and international competitiveness; to promote and attract large-scale, high-tech FDI projects, and to push large FDI projects into operation...
Regarding consumption, strongly develop the domestic market, stimulate consumption; promote tourism, have appropriate visa policies to attract tourists, attract experts, talented people, and world billionaires to Vietnam...
Along with striving for a growth target of over 8%, the Prime Minister also requested maintaining macroeconomic stability, controlling inflation, and ensuring major balances of the economy.
The Prime Minister assigned the State Bank to promote credit growth, focusing on priority areas and growth drivers; strive to reduce lending interest rates, and strictly handle banks that do not comply with the management and direction of the State Bank.
"Establish a credit package to support young people (under 35 years old) to buy houses, and strongly promote social housing credit," the Prime Minister requested.
The Ministry of Finance is assigned to continue researching and proposing policies to reduce taxes, fees, and charges. Ministries should focus on immediately removing bottlenecks in the real estate market, corporate bonds, etc.
Focus on providing credit to people who want to buy a house
Regarding the issue of real estate credit, previously giving her opinion at the Conference, State Bank Governor Nguyen Thi Hong said that the current outstanding real estate credit balance of the system is 3.48 million billion VND but many projects are facing difficulties. If resolved, it will help the cash flow return to the bank, circulate the cash flow, and be more effective in credit activities.
For housing credit, the banking industry is very determined to allocate financial resources of the system, however, with 120,000 billion VND of limited disbursement, we also analyze and evaluate that not everyone with low income wants to borrow to own a house.
Therefore, the State Bank has also recommended that the Government direct the Ministry of Construction to coordinate with localities to assess the demand for housing ownership, rental or hire-purchase to have appropriate solutions.
"On the banking side, we will also focus on providing credit to low-income people who want to buy and own houses and meet the bank's loan conditions," said Governor Nguyen Thi Hong.
Regarding the exchange rate issue, the Governor said that the core exchange rate is foreign currency supply and demand. Currently, the exchange rate is under pressure, including the new Trump administration's tax policies or currency manipulation issues.
"The Government has directed ministries and branches to have solutions to harmonize trade with major partners so that we are not on the list of countries subject to tariffs," said Ms. Hong.
