Regarding road transport, the Ministry of Transport is assigned to effectively deploy solutions to control and reduce traffic accidents and traffic jams; proactively organize traffic, divert traffic from a distance, and release toll stations (open barriers) to clear vehicles when congestion occurs, especially on routes connecting Hanoi, Ho Chi Minh City and major traffic hubs.
Transport units must comply with traffic rules, prevent accidents on steep mountain passes and at railway crossings; increase inspections and strictly handle violations that cause traffic accidents.
Emphasizing that 2024 is the year of acceleration of projects, the Prime Minister requested contractors to coordinate with localities to promptly complete procedures for handing over mines to ensure reserves and capacity to be able to exploit for the construction of the North-South Eastern Expressway project in the 2021-2025 period to meet the required progress. At the same time, implement a plan for maintenance, repair, and traffic safety improvement of the transport infrastructure network; review and handle black spots with potential traffic accidents; review and install additional and upgrade anti-glare barriers on National Highway 1A, key national highways, and expressways.
The Minister of Transport is responsible for strengthening inspection and urging investors to direct contractors to concentrate resources and organize construction in "3 shifts, 4 teams" to ensure the completion of 2 component projects of Dien Chau - Bai Vot and Cam Lam - Vinh Hao sections according to the schedule required by the Prime Minister; urging contractors to implement the construction of component projects of the North - South expressway in the 2021 - 2025 period, Khanh Hoa - Buon Ma Thuot and Bien Hoa - Vung Tau according to the set plan.
At the same time, closely coordinate with competent authorities, competent agencies, and localities to speed up investment preparation progress, and soon start construction of key inter-regional projects such as the Hoa Binh - Moc Chau, Ninh Binh - Hai Phong, Gia Nghia - Chon Thanh, Ho Chi Minh City - Chon Thanh, Ho Chi Minh City - Moc Bai, Dau Giay - Tan Phu, Tan Phu - Bao Loc, Bao Loc - Lien Khuong expressways.
"The Ministry of Transport shall report to the Prime Minister in February the results of the experimental evaluation of the use of sea sand as roadbed material, concluding that the use of sea sand meets the technical requirements for expressways to propose replication for key national transport projects, especially in the Mekong Delta region," the Directive stated.
