Minister Dang Quoc Khanh was born in 1976 in Ha Tinh; he has held the following positions: Director of the Department of Construction of Ha Tinh, Secretary of the Nghi Xuan District Party Committee, Vice Chairman of the People's Committee of Ha Tinh Province, Chairman of the People's Committee of Ha Tinh Province. From June 2019 to present, he has been Secretary of the Ha Giang Provincial Party Committee. He is an alternate member of the 12th Party Central Committee, and a member of the 13th Party Central Committee.

On the afternoon of May 22, at the 5th session, the 15th National Assembly passed a resolution approving the appointment of Comrade Dang Quoc Khanh, Secretary of the Ha Giang Provincial Party Committee, as Minister of Natural Resources and Environment for the 2021-2026 term, replacing Deputy Prime Minister Tran Hong Ha, who is currently holding the position. Immediately afterwards, the President issued Decision No. 525/2023/QD-CTN, dated May 22, 2023, appointing Comrade Dang Quoc Khanh as Minister of Natural Resources and Environment.

At the ceremony, Minister of Home Affairs Pham Thi Thanh Tra announced the President's appointment decision; Prime Minister Pham Minh Chinh presented the President's appointment decision; Deputy Prime Minister Tran Hong Ha presented flowers to congratulate comrade Dang Quoc Khanh.

Prime Minister Pham Minh Chinh assigned the task to the Ministry of Natural Resources and Environment and new Minister Dang Quoc Khanh.

Speaking at the event, Prime Minister Pham Minh Chinh stated: Being approved by the National Assembly and appointed by the President to the position of Minister of Natural Resources and Environment is an honor and also a responsibility for comrade Dang Quoc Khanh. The Prime Minister highly appreciated the leadership of the Ministry of Natural Resources and Environment through the periods of solidarity, efforts, assistance, and support to have a team of officials through generations that are increasingly mature and strong; requested the leadership team and officials of the Ministry of Natural Resources and Environment to continue to help and support the new Minister Dang Quoc Khanh.

The Prime Minister emphasized that the Ministry's tasks and work are closely related to the people and businesses, and closely related to the country's development, while the domestic situation has more difficulties and challenges than opportunities and advantages, and the foreign situation is changing rapidly, complicatedly, and unpredictably.

The Ministry needs to continue to inherit and promote the traditions of generations and innovate and be more creative to do better in State management, focus on building strategies, planning, building institutions, legal corridors, mechanisms, policies, mobilizing and effectively using resources, promoting decentralization and delegation of authority associated with appropriate resource allocation, improving the capacity of enforcement officers and strengthening inspection, supervision, evaluation, and summarizing practices to contribute to building theories, doing well in emulation, timely and strict rewards and discipline.

The Prime Minister noted that it is necessary to continue reviewing, building and perfecting institutions, mechanisms and policies. Any problems in circulars should be revised by the Ministry. Any issues beyond its authority should be reported and proposed to competent authorities for consideration and decision.

Regarding specific tasks, the Prime Minister stated that it is necessary to actively study and absorb opinions from people, businesses, scientists, experts, and practitioners to work with relevant agencies to continue perfecting the draft Land Law (amended) according to Resolution 18-NQ/TW dated June 16, 2022 of the 13th Party Central Committee on "Continuing to innovate and perfect institutions and policies, improving the effectiveness and efficiency of land management and use, creating momentum to turn our country into a high-income developed country"; at the same time, continue to build and perfect other draft laws such as the draft Law on Water Resources (amended)...

At the same time, focusing on promoting green development - a world trend, contributing to achieving the goal of zero net emissions by 2050, this is a common task of the whole country, of the whole people, of the whole political system, but the Ministry of Natural Resources and Environment plays a key role; developing a circular economy in a systematic, comprehensive, comprehensive and effective manner.

Along with that, promoting digital transformation, contributing to the development of digital economy, digital society, digital government, simplifying and cutting administrative procedures, reducing costs and inconvenience for people and businesses, preventing negativity and corruption, especially building land databases and environmental protection databases, this is an important issue, both urgent and long-term.

The Prime Minister noted that it is necessary to continue to maintain, consolidate and strengthen solidarity and unity on the basis of upholding the principles and regulations of the Party and the laws of the State. Along with that, building a team of cadres who are both red and professional, with sufficient capacity, qualities, prestige, and equal to the task, especially the leaders, because cadres are the root of the problem, the key of the key.

"The predecessors guide the successors, the successors follow the example of the predecessors to complete increasingly difficult tasks with increasingly high requirements," the Prime Minister shared.

The Prime Minister requested ministries, branches and localities to coordinate synchronously, closely and effectively with the Ministry of Natural Resources and Environment and Minister Dang Quoc Khanh to complete all tasks well and avoid work congestion.

The Prime Minister once again emphasized that resources, environment, and land are complex, sensitive, and difficult issues, so we must try harder, we must try harder, we must be determined, and we must be even more determined to excellently fulfill the tasks assigned by the Party, State, and people.

With the responsibility of being the Minister of Natural Resources and Environment, I will always strive, try my best, constantly learn, practice, devote myself, quickly approach new tasks, inherit and promote the achievements and valuable experiences of previous leaders, vow to devote all my abilities, intelligence, enthusiasm, join hands with the Party Executive Committee, the Party Committee of the Ministry, and the leaders of the Ministry to continue to promote the spirit of solidarity, responsibility, and unity to lead, direct, and operate all aspects of the activities of the Ministry and the natural resources and environment sector to meet the requirements of current reality as well as the trust of the leaders of the Party, the National Assembly and the Government, especially the contents of the tasks assigned by the Prime Minister, as well as the expectations of the people and the business community".

The new Minister of Natural Resources and Environment shared that the current context has been posing new requirements for the natural resources and environment sector to serve the rapid and sustainable construction and development of the country. Difficulties and challenges are and will be posed in practice, the Ministry of Natural Resources and Environment must continue to advise on the development of the legal system, especially the Land Law (amended) which is of great interest to the people of the whole country. From there, the new policies of the Party and State in the field of natural resources and environment will be realized and put into practice.

"From the very first days of being assigned the task, I promise to promptly grasp the work, together with the Party Executive Committee and the Ministry's leadership, focus on implementing key, priority, immediate and long-term tasks. Strengthen state management, strongly innovate thinking, exploit the best resources of natural resources and environment, perfect the Land Law (amended), the Water Resources Law (amended) for the National Assembly to pass in the next session. Resolutely direct the successful implementation of orientations and solutions in the spirit of the Central Committee's resolutions on resource management, environmental protection and climate change adaptation; take advantage of opportunities from the global trend of digital transformation, digital economy, low-carbon economy, circular economy, green growth; make natural resources and environment continue to be an important economic sector, contributing more to the country's development; continue to decentralize, delegate power, and focus on the grassroots as directed by the Prime Minister", Minister Dang Quoc Khanh emphasized.

The new Minister of Natural Resources and Environment also hopes to continue receiving the attention and direction of the leaders of the Party, State, National Assembly and Government, the Prime Minister, to receive the close cooperation and coordination of ministries, branches, localities, the support of international partners and friends; the enthusiastic response of the people and the companionship of the business community, news agencies and press.
