Welcoming the Japanese Minister of Economy, Trade and Industry to visit Vietnam on the occasion of the 50th anniversary of the establishment of Vietnam-Japan diplomatic relations, Prime Minister Pham Minh Chinh affirmed that Vietnam always considers Japan a reliable, important and long-term partner.
Prime Minister Pham Minh Chinh and Minister Nishimura Yasutoshi were pleased to note that the Vietnam-Japan Extensive Strategic Partnership is developing well, strongly and substantially in many areas. In the spirit of “affection, sincerity and trust”, the two sides expressed their desire to promote deeper, more practical and effective bilateral relations in all fields, contributing positively to peace, cooperation and development in the region and the world.

Prime Minister Pham Minh Chinh suggested that the two sides continue to strengthen political trust through high-level visits and contacts as well as ministerial and sectoral levels; enhance connectivity and cooperation between localities and businesses; promote people-to-people exchanges, in which Japan should consider a more open visa policy for Vietnamese people entering Japan to promote tourism cooperation and people-to-people exchanges; and facilitate the community of about 500,000 Vietnamese people living, studying and working in Japan.
Noting that Vietnam aims to become a developing country with modern industry and high average income by 2030 and a developed country with high income by 2045, Prime Minister Pham Minh Chinh asked Japan to support Vietnam in industrialization and modernization; build an independent, self-reliant economy, proactively integrate deeply, substantially and effectively into the international community.
The Head of Government proposed that Japan cooperate and support Vietnam in green transformation, digital transformation, innovation; develop high-tech industry, semiconductor industry; support Vietnam in developing biotechnology, pharmaceutical industry and medical equipment to serve the protection and care of people's health; coordinate and support Vietnam in surveying, mining, processing and producing new raw materials; create conditions for Vietnamese enterprises to participate more deeply in Japan's global supply chain; continue to open the door for Vietnamese agricultural and aquatic products, especially fresh fruits to enter Japan; support in building and perfecting institutions, training human resources, transferring technology and capital for Vietnam to develop in various fields...
In particular, Prime Minister Pham Minh Chinh proposed that the Japanese Government support Vietnam in surveying, developing, and providing new-generation ODA for large-scale strategic infrastructure development projects in Vietnam such as the North-South high-speed railway project...

Minister Nishimura Yasutoshi was pleased to meet Prime Minister Pham Minh Chinh again; said that Japan supports Vietnam's goal of becoming a modern industrialized country by 2045 and achieving zero net emissions by 2050, as well as developing future-oriented industries; and asked Vietnam to support the initiative on the "Asian Zero Emission Community" (AZEC) initiated by Japan.
Informing the Prime Minister about the results of the 6th Session of the Vietnam-Japan Joint Committee on Industry, Trade and Energy Cooperation, Minister Nishimura Yasutoshi said that the two sides have agreed on many cooperation contents in various fields, aiming to further promote the existing good relationship between the two countries, while contributing to the common achievements in the year of the 50th anniversary of the establishment of diplomatic relations between Vietnam and Japan.
The Minister of Economy, Trade and Industry highly agreed with the Prime Minister's proposals; said that Japan will closely coordinate with Vietnamese ministries, branches and agencies through working groups to promote cooperation in various fields, especially in science and technology transfer, human resource training..., as well as cooperation in multilateral mechanisms, especially CPTPP.
Japan will devote resources to implementing leading "locomotive" projects in key industrial fields such as semiconductor chip manufacturing, artificial intelligence, biotechnology, pharmaceutical and healthcare industries, and seafood processing; and wishes to cooperate with Vietnam in surveying, exploiting, and processing rare earths and developing related industries.
Appreciating the results of the 6th Session of the Vietnam-Japan Joint Committee on Industry, Trade and Energy Cooperation, which Minister of Industry and Trade Nguyen Hong Dien and Minister Nishimura Yasutoshi recently co-chaired, and welcoming the establishment of working groups between Vietnam and Japan to promote cooperation, the Prime Minister suggested that the two sides promptly and effectively implement the contents stated in the Joint Statement of the Session.
The Prime Minister affirmed that Vietnam encourages and creates favorable conditions for Japanese enterprises wishing to invest and cooperate in Vietnam for sustainable development and the benefit of both sides; continues to closely coordinate and effectively implement Japanese Prime Minister Kishida Fumio's initiative on the Asian Zero Emission Community (AZEC), contributing to the success of this initiative.
On this occasion, through Minister Nishimura Yasutoshi, Prime Minister Pham Minh Chinh sent his best regards and congratulations to Japanese Prime Minister Kishida Fumio.
