Prime Minister Pham Minh Chinh: Human rights are the core content and consistent viewpoint in the guidelines and policies of the Party and State of Vietnam.

On the morning of December 11, in Hanoi, Comrade Pham Minh Chinh, Politburo member, Prime Minister and Prof. Dr. Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council, co-chaired the National Conference on Human Rights Education. The conference was organized by the Ho Chi Minh National Academy of Politics and was broadcast live to 63 provinces and centrally-run cities. At the Quang Ninh bridge, the conference was attended by Comrade Nguyen Thi Hanh, Vice Chairman of the Provincial People's Committee.

The conference took place at a time when Vietnam, together with other countries around the world, celebrated the 76th anniversary of the adoption of the Universal Declaration of Human Rights by the United Nations General Assembly (December 10, 1948 - December 10, 2024) and responded to the 5th phase of the human rights education program adopted by the United Nations Human Rights Council on August 19, 2024.

The conference aims to summarize and evaluate the results and limitations in the implementation of Decision No. 1309/QD-TTg dated September 5, 2017 of the Prime Minister and Directive 34/CT-TTg dated December 21, 2021 of the Prime Minister on strengthening the implementation of the Project to incorporate human rights content into the education program in the national education system.

Delegates attended the conference from the Nguyen Van Cu Cadre Training School bridge.

Speaking at the opening of the Conference, Prof. Dr. Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council emphasized: "One of the core points of the new era, as discussed by General Secretary To Lam, is to aim for the goal of "everyone having a prosperous and happy life, being supported to develop and get rich; contributing more and more to peace, stability, development of the region and the world, to the happiness of humanity and global civilization". In other words, in this new era, human rights and civil rights continue to be of concern to our Party and State and are increasingly better guaranteed, as our beloved President Ho Chi Minh always wished for during his lifetime. We can also affirm that, in recent times, respecting, ensuring and protecting human rights in general, and human rights education in particular, has always been an issue of deep concern to our Party and State, especially during the period of Renovation".

Delegates listened to the report summarizing 7 years of implementing the Project presented by the leaders of the Ho Chi Minh National Academy of Politics; comments from representatives of 4 ministries/sectors participating in the Project's executive board (Ministry of Education and Training, Ministry of Labor, War Invalids and Social Affairs; Ministry of National Defense, Ministry of Public Security) and representatives of a number of provinces and cities across the country.

In recent years, Quang Ninh province has actively implemented Decision No. 1309/QD-TTg dated September 5, 2017 of the Prime Minister and Directive 34/CT-TTg dated December 21, 2021 of the Prime Minister on strengthening the implementation of the Project to incorporate human rights content into the education program in the national education system. Human rights education content has been included in the subjects of Ethics, Civic Education, Economic and Legal Education, experiential activities from primary to secondary school, General Law (university level)... Training and coordination of training to improve the professional qualifications and skills of the team of managers and teachers in the education sector on child education, on implementing human rights education content, have been enhanced through training conferences. Facilities and equipment for teaching have received investment attention. Up to now, 100% of educational institutions in the province have Law Bookcases.

Vice Chairman of the Provincial People's Committee Nguyen Thi Hanh attended the conference at the Quang Ninh bridge point.

Along with that, the province has implemented many measures to promote human rights and improve the quality of people's lives. Documents and policies not only demonstrate the commitment of provincial leaders to the implementation of human rights, but also affirm the initiative of the locality in improving the quality of life, ensuring fairness and sustainable development. Typically, the Resolution of the 15th Provincial Party Congress has set the goal of sustainable economic development associated with ensuring social security, creating conditions for people to enjoy the right to live, work, and develop in a safe and civilized environment, affirming that people are the center and driving force of development. With the Sustainable Poverty Reduction Program for the period 2021-2025, the province is committed to leaving no one behind, ensuring access to education, health care and employment for all people, especially vulnerable groups. Ensuring the full implementation of children's rights, especially children in remote areas and ethnic minority children.

Speaking at the conference, Prime Minister Pham Minh Chinh affirmed: The conference sends an important message from Vietnam to the world and countries interested in protecting human rights and educating about human rights. In Vietnam, the protection of human rights and educating about human rights are carried out regularly and consistently, affirmed in guidelines, policies, and implementation with full responsibility, without formality, with the ultimate goal of focusing on the people as the central and main subject.

For Vietnam, the issue of human rights and human rights education is one of the core contents of Ho Chi Minh's thought, a consistent viewpoint in all the Party's guidelines and policies, and the State's policies and laws. The consistent viewpoint is to take people as the center, the subject, the goal, the driving force, and the resource for development, without sacrificing progress, fairness, and social security to pursue mere economic growth.

Since its inception, our Party has determined that there is no other goal than to bring independence and freedom to the nation, happiness and prosperity to the people. The Declaration of Independence in 1945 affirmed the right to equality, the right to life, the right to freedom and the pursuit of happiness.

The 2013 Constitution has 120 articles, including 36 articles regulating human rights, basic rights and obligations of citizens. The Resolution of the 13th National Party Congress affirmed: "The people are the center, the subject of the renovation, construction and protection of the Fatherland; all guidelines and policies must truly originate from the lives, aspirations, rights and legitimate interests of the people, taking the happiness and prosperity of the people as the goal to strive for". General Secretary To Lam pointed out: "Do not let some laws become bottlenecks that hinder the implementation of human rights, civil rights and socio-economic development".

The Government and the Prime Minister promulgate and direct the implementation of many programs, plans, resolutions, and conclusions on human rights and human rights education.

The Prime Minister stated that in recent times, the guarantee of human rights and the implementation of human rights education in Vietnam have achieved many important and comprehensive results in many fields and aspects, with many outstanding results. The human rights education program is an official program, placed in the overall program of Vietnam's education. In which, students are taken as the center and subject; teachers are the driving force; schools are the support; families are the fulcrum; society is the foundation; implementing the lifelong learning program. The Prime Minister believes that with the solidarity, unity, joint efforts and consensus of the entire political system, the entire people and the entire army, the work of protecting human rights and human rights education will increasingly achieve good results, contributing significantly to realizing the aspiration of building a socialist Vietnam with a rich people, a strong country, a democratic, equitable and civilized society, firmly entering the "New Development Era - The Era of the Vietnamese people's rise".

The results of the Conference are an important basis for submitting to the Central Party Secretariat to issue a Directive on human rights education in the new situation in 2025 and to develop a Project for the next phase when the Project ends in 2025.
