However, the Prime Minister emphasized the spirit of not being negligent, subjective, or losing vigilance because the achievements in the first 6 months of the year are very valuable, while the situation still has many difficulties due to production, supply chain, and competition for goods.
The head of the Government noted that the more difficult and pressured the situation is, the more effort must be made; there must be high determination, great effort, drastic action, focus, and finishing each task.
Assessing that Vietnamese representative agencies abroad have become more experienced, more methodical, and more professional in recent times, the Prime Minister believes that in the coming time, these agencies will do better.
According to the head of the Government, the proposed GDP growth target will be higher (6.5-7%), achieving this target will contribute to the successful implementation of the goals set by the 13th National Party Congress.
"We are actively implementing three strategic breakthroughs, including infrastructure breakthroughs, especially striving to complete 3,000km of expressways by the end of 2025; renovating railway lines, building new high-speed railway lines; and building large seaports," said Prime Minister Pham Minh Chinh.
Assessing Vietnam's geopolitical position in Asia, the head of the Government emphasized continuing to invest in developing new airports such as Long Thanh International Airport, expanding existing airports such as Noi Bai, Tan Son Nhat, etc.
The Prime Minister stated that units need to continue promoting three strategic breakthroughs; identify priorities for growth, thus focusing on renewing traditional growth drivers including consumption, investment and export.

In particular, Vietnamese representative agencies abroad need to focus on export drivers; improve the cooperation environment; promote economic cooperation, trade, investment, people-to-people exchange, boost tourism; promote new growth drivers such as digital economy, circular economy, green economy, sharing economy, knowledge economy...
The Prime Minister hopes that Vietnamese representative agencies abroad will grasp information, respond effectively to policies, and coordinate closely with a spirit of always being determined to implement and take creative actions to bring about practical results.
He also hopes that Vietnamese representative agencies abroad will closely monitor the situation of trade defense measures applied by countries against Vietnam's export products in order to have early and remote response measures.
To continue taking advantage of the tourism recovery momentum as tourism has overcome the difficult period of the Covid-19 pandemic, the Ministry of Public Security is required to closely coordinate with the Ministry of Foreign Affairs to exempt visas for a number of countries, facilitating tourism development, contributing to increasing production, business, and creating livelihoods for people.
The Government leader also requested to maximize resources from the community of 6 million overseas Vietnamese, protect the legitimate rights and interests of overseas Vietnamese in a proactive, effective and sharing spirit so that they can live, work and study stably and conveniently, and have conditions to contribute to the country.
