According to the announcement of the Ministry of Foreign Affairs, at the invitation of Prime Minister Pham Minh Chinh, Prime Minister of the Russian Federation Mikhail Vladimirovich Mishustin will pay an official visit to Vietnam from January 14 to 15. This is Mr. Mishustin's first official visit to Vietnam as Prime Minister of Russia and marks the first time the two Prime Ministers have met as heads of government.
In an interview with VNA reporters, Vietnamese Ambassador to Russia Dang Minh Khoi assessed that the Russian Prime Minister's visit aims to strengthen the Vietnam - Russian Federation Comprehensive Strategic Partnership and prepare for important activities of the two countries' relations in 2025, as shown in the following points:
Firstly, the visit shows that the two countries value their traditional friendship and demonstrate their determination to continue to consolidate and strengthen the Comprehensive Strategic Partnership. Russia affirms that Vietnam is a reliable partner, an important priority in its Eastward policy, and wishes to promote all-round cooperation with Vietnam. In 2024, Vietnam will be one of the first countries that Russian President Vladimir Putin will visit after officially taking office for a new term.

Vietnam also always considers Russia one of its top foreign priorities. Prime Minister Pham Minh Chinh visited Russia to attend the expanded BRICS Leaders' Meeting in Kazan in October 2024 and National Assembly Chairman Tran Thanh Man paid an official visit to Russia in September 2024.
Second, the visit took place right before and opened a series of high-level activities to celebrate the 75th anniversary of the establishment of diplomatic relations between Vietnam and Russia (January 30, 1950 - January 30, 2025). This is a major event in the history of Vietnam - Russia relations. Since the two countries established diplomatic relations, President Ho Chi Minh made the first official visit to the Soviet Union and the two sides signed the first cooperation document (July 1955). The 75-year period is a long journey with many difficulties and challenges but also many proud achievements.
Third, the upcoming visit of the Russian Prime Minister is an important event in the bilateral relationship in 2025 to promote the implementation of major orientations to deepen the Comprehensive Strategic Partnership that was discussed and agreed upon by the two countries' senior leaders during President Putin's State visit to Vietnam (June 2024) and the phone call between General Secretary and President To Lam and President Putin (August 8, 2024).
According to Ambassador Dang Minh Khoi, the visit affirms the strong commitment of both sides in maintaining and developing the Comprehensive Strategic Partnership between the two countries to become increasingly deeper, more substantial and effective. This is also an opportunity for the leaders of the two countries to meet, discuss and agree on important issues and strategic directions for the future, more clearly defining key areas of cooperation, from economics, trade, energy, science and technology to education, culture and national defense and security.
According to Ambassador Dang Minh Khoi, the visit of Russian Prime Minister Mishustin to Vietnam sends a message about the continuation of the positive trend in bilateral relations with regular meetings and contacts between high-ranking leaders; demonstrates the will and determination of the two countries' high-ranking leaders in further developing the Vietnam-Russia Comprehensive Strategic Partnership, enhancing cooperation, actively contributing to promoting development in each country, bringing essential benefits to the people of the two countries, for peace, stability and prosperity in the region and the world. |
The visit is also an opportunity for the two sides to review, discuss and find solutions to existing problems and obstacles in bilateral cooperation, exchange on the progress of implementing important cooperation projects between the two countries in the fields of energy, industry, etc., propose measures to expand cooperation in potential fields, creating momentum to promote bilateral relations.
Ambassador Dang Minh Khoi stated that the Vietnam-Russia relationship has full potential and much room for stronger and deeper development, in which bilateral cooperation mechanisms such as the Inter-Parliamentary Cooperation Committee, the Intergovernmental Committee on Economic-Trade and Scientific-Technological Cooperation, the Intergovernmental Committee on Military-Technical Cooperation, and the Committee on Education, Science and Technology Cooperation will play an active role.
With the political will of the senior leaders and the unwavering determination of the people of the two countries, 2025 will usher in a new stage of development in the comprehensive cooperation relationship between Vietnam and the Russian Federation.
Vietnam - Russia relations: highlights in 2024 The year 2024 marks a strong development in Vietnam - Russia relations with many remarkable results, especially delegation exchanges and high-level contacts. In June 2024, Russian President Vladimir Putin paid a state visit to Vietnam. The visit saw the two sides issue a Joint Statement and sign 11 cooperation documents in many fields. In August 2024, after President To Lam was elected General Secretary, Russian President Vladimir Putin and the Vietnamese leader had a phone call to discuss and agree on a number of major orientations in the coming time within the framework of bilateral and multilateral cooperation. In September and October 2024, National Assembly Chairman Tran Thanh Man and Prime Minister Pham Minh Chinh visited Russia and met with President Putin. These trips contributed to promoting the realization of the joint statement and previous agreements between the two sides. At a press conference in late December 2024, Russian Ambassador to Vietnam Gennady Bezdetko assessed that economic cooperation between the two countries has been constantly developing in recent times. The bilateral Intergovernmental Commission on Trade - Economic, Scientific - Technical Cooperation has been operating effectively.
