The project investor is the National Power Transmission Corporation (EVNNPT) - a member unit of Vietnam Electricity Group (EVN).
The project's objective is to reduce the load and avoid overloading of existing 500kV lines, especially when transmission capacity is high along the North-Central interface at a time when Northern hydropower plants have low generation.
The project contributes to improving the stable transmission reserve on the North - Central interface, combined with the 500kV Quang Trach - Quynh Luu - Thanh Hoa - Nam Dinh I Thermal Power Plant - Pho Noi transmission lines, contributing to supplementing capacity from power sources in the North Central region to the load center in the Northern region.
The project plays a role in transmitting the capacity of Nam Dinh I Thermal Power Plant after the plant comes into operation and thermal power plants in the North Central region, as well as renewable energy power plants in the Central region, to the National Power System, creating a connection between regional power grids.
The length of this line is about 74.4 km from the 500kV distribution yard of Nam Dinh I Thermal Power Plant to the 500kV Thanh Hoa Transformer Station.
The project's investment capital is about 3,086 billion VND, of which the owner's equity is more than 925.8 billion VND, accounting for 30% of the total investment value allocated according to the plan. Commercial bank loans are 2,160 billion VND.
The project spans 3 provinces: Nam Dinh, Ninh Binh, Thanh Hoa. The project implementation progress is from 2023-2025, striving to be completed in June 2024.
The Prime Minister assigned the Ministry of Industry and Trade to be responsible for state management of projects according to the sectors and fields under its management in accordance with legal regulations; to direct and guide EVNNPT in reviewing and completing project documents as well as selecting technology in the feasibility study report preparation step, ensuring safety, maximizing the role and efficiency of investment and being suitable for the purpose of transmission in the National Power System.
The People's Committees of Nam Dinh, Ninh Binh and Thanh Hoa provinces are required to fully carry out procedures for land allocation, land lease and permission to change land use purposes to implement projects, ensuring compliance with planning and land use plans approved by competent authorities.
Localities shall preside over and coordinate with EVNNPT to implement compensation, support and resettlement work of the project, ensuring progress and compliance with land laws and other relevant laws.
EVN and EVNNPT are assigned to urgently complete the revised environmental impact assessment report, submit it to the Ministry of Natural Resources and Environment for appraisal and approval, and only implement the project after this report is appraised and approved.
The 500kV Nam Dinh I - Thanh Hoa Thermal Power Plant line is one of four component projects of the 500kV line circuit 3. The 500kV line circuit 3 includes four component projects: Quang Trach - Quynh Luu, 225 km long, with a total investment of VND 10,110 billion; Quynh Luu Thanh Hoa, 92 km, with a total investment of VND 4,116 billion; Thanh Hoa - Nam Dinh I Thermal Power Plant, 74 km long, with a total investment of VND 3,086 billion; Nam Dinh I - Pho Noi Thermal Power Plant, 124 km, with a total investment of VND 5,539 billion. |
