Prime Minister attends the Asian Net Zero Emissions Community Summit

The Prime Minister emphasized that countries need to take more drastic actions, with stronger will and determination in responding to climate change, towards soon achieving the goal of net zero emissions in the Asian region.

According to the special correspondent of VNA, following the success of the Asian Zero Emission Community (AZEC) Summit in Tokyo, Japan (December 2023), on October 11, Japanese Prime Minister Ishiba Shigeru chaired the 2nd AZEC Summit within the framework of the 44th and 45th ASEAN Summits and related conferences in Vientiane, Laos.

At the Conference, leaders of ASEAN countries and Australia welcomed Japan's initiative, saying that AZEC is an important forum for member countries to share information on efforts towards the goal of net zero emissions, while strengthening regional cooperation to support energy transition efforts appropriate to each country's circumstances; and emphasized the importance of the "AZEC principle" with the goal of "three breakthroughs" including responding to climate change, promoting inclusive economic growth, and ensuring energy security in Asia.

The member leaders once again agreed to promote the development of clean, sustainable and low-cost energy systems; at the same time, strengthen cooperation in developing new energy sources such as hydrogen and geothermal, and promote public-private partnerships in developing clean energy projects in the region.

Japanese Prime Minister Ishiba Shigeru affirmed that AZEC plays an important role as a platform to promote emission reduction and enhance regional cooperation to achieve economic development goals and respond to climate change.

According to Prime Minister Ishiba Shigeru, there have been 100 memorandums of understanding and cooperation initiatives being promoted in Indonesia (thermal power projects), Vietnam (power distribution system, carbon market development), Laos (clean power projects). AZEC will also promote cooperation in the industrial, transport, and agricultural sectors.

To achieve this goal, the Prime Minister shared that Vietnam has been strongly implementing many comprehensive and synchronous measures, especially many national strategies, policies and projects on climate change, green growth, renewable energy development, agriculture, and emission-reducing transport, promoting the construction of carbon credit markets, green business and procurement activities; prioritizing attracting green investment and financial flows for research and development of technology and green energy in the spirit of "harmonized benefits and shared risks," ensuring the harmony of interests between the State, businesses and people.

The Prime Minister spoke in favor of the idea of ​​establishing an ASEAN electricity market, connecting electricity through underground transmission cables, and the countries will move towards negotiating an Intergovernmental Agreement on this content.

Prime Minister Pham Minh Chinh suggested that AZEC member countries accelerate research, development, and transfer of new-generation technologies and energy to help reduce greenhouse gas emissions in all sectors of the economy, establish a sustainable supply chain of green fuels to ensure energy security in the region, and promote energy transition in accordance with the specific circumstances, capacity, and development priorities of each country.

The Prime Minister proposed that the parties promote new climate finance models, especially based on public-private partnerships, to facilitate developing countries to access larger concessional loans, including the establishment of a separate AZEC fund for the implementation of green projects, with preferential conditions and easy access for member countries because accessing the 10 billion USD finance is still very difficult.

In addition, countries also need to strengthen policy coordination through the “Asia Zero Emissions” Center and enhance cooperation in training high-quality human resources and smart governance in the energy and green technology sectors in member countries.

The conference adopted the Declaration of the Leaders of the Asian Community on Net Zero Emissions as a basis for member countries to implement cooperation activities.
