Attending the meeting were Secretary of the Hanoi Party Committee Dinh Tien Dung, Deputy Prime Minister Le Minh Khai, ministers, heads of ministerial-level agencies and government agencies.

Opening the meeting, Prime Minister Pham Minh Chinh said that, in order to carry out the tasks of the Resolution of the 13th National Party Congress, the 5-year Socio-Economic Development Plan (2021-2025) and the 10-year Socio-Economic Development Strategy (2021-2030), the Government has focused on 3 strategic breakthroughs, including the breakthrough in building and perfecting institutions. Since the beginning of the term, the Government has held 19 thematic meetings on law-making; submitted 35 laws, ordinances and resolutions to the National Assembly for approval; the Government and the Prime Minister have issued more than 400 legal documents.

The work of building and perfecting laws has contributed to removing difficulties and obstacles, unlocking resources for rapid and sustainable development; handling issues that have been regulated but have been overcome in practice; supplementing, perfecting, and creating a legal framework for newly arising issues.

According to the Prime Minister, before this session, the Government Standing Committee held meetings to discuss and listen to reports from the presiding agency; listen to opinions from managers, scientists and related entities on the four above-mentioned draft laws. At this session, the Government continued to discuss to complete the dossier and submit it to the National Assembly for consideration.

The Prime Minister requested delegates to focus on discussing the development of laws in the direction of: Strengthening decentralization, delegation of authority, and allocation of resources, along with strengthening supervision, inspection, and handling of arising issues; reducing administrative procedures; removing obstacles arising from practice; handling newly emerging issues that need to be improved and supplemented; enhancing the responsibility of each agency and the synchronous, smooth, and effective coordination between agencies...

The Prime Minister emphasized that these are important and difficult issues that affect many people and need to be implemented urgently. Therefore, it is necessary to focus on discussing important issues with different opinions to ensure the progress and quality of the meeting.
