Administrative reform (PAR) is one of the three strategic breakthrough tasks directed by Comrade Pham Minh Chinh - Politburo member, Prime Minister, Head of the Government's Steering Committee for Administrative Reform (Steering Committee) at the eighth meeting of the Government's Steering Committee for Administrative Reform this morning, July 15.
The meeting was held in a combination of direct and online formats to 63 provinces and centrally-run cities to evaluate the results of administrative reform implementation in the first 6 months of 2024; directions and tasks of administrative reform in the last 6 months of 2024,

Attending the meeting were Deputy Prime Minister Tran Luu Quang; Minister, Head of the Government Office Tran Van Son - Deputy Head of the Steering Committee; Ministers, Heads of ministerial-level agencies, Government agencies; leaders of ministries, branches, central agencies, members of the Steering Committee; Chairmen of People's Committees, Heads of the Steering Committees for Administrative Reform of provinces and centrally run cities. Chairing at the Phu Tho province bridge was comrade Nguyen Thanh Hai - Member of the Provincial Party Committee Standing Committee, Vice Chairman of the Provincial People's Committee.
In his opening speech, Prime Minister Pham Minh Chinh emphasized: The Party and State have identified administrative reform as one of the three strategic breakthrough tasks; building an administration in the direction of democracy, professionalism, modernity, streamlining, effectiveness, efficiency, with the capacity to create development, integrity, and serve the people. The Prime Minister requested delegates attending the meeting to focus on evaluating and clarifying the achievements, shortcomings, and limitations in administrative reform, especially the tasks set out in the Seventh Meeting; identifying causes, lessons learned, and discussing and agreeing on tasks and solutions for the coming time to overcome and clear bottlenecks and obstacles and improve the effectiveness of this work, with the motto "clear people, clear work, clear responsibilities, clear progress, clear effectiveness".

According to the report of the Steering Committee, in recent times, the direction and organization of administrative reform have been implemented methodically, closely following reality, and promoting efficiency. Institutional reform and law-making have received attention and have had many innovations. Administrative procedure reform and improvement of the investment and business environment have been promoted. Reform of the organizational apparatus has been implemented drastically, reform of the civil service system and public finance have had many positive changes. National digital transformation and building a digital government have been implemented drastically, effectively and substantially.
Many of Vietnam's indexes have been upgraded, including the business environment ranking increasing by 12 places, ranking 106th in the world business freedom index, up 4 places compared to 2022; ranking 46th out of 132 countries and economies in the global innovation index, up 2 places compared to 2022.
In Phu Tho, the system of Directive Documents of the Provincial Party Committee, People's Council, and Provincial People's Committee on the implementation of administrative reform tasks was built and issued in a synchronous, specific, and timely manner to concretize the regulations of the Central Government, meeting the requirements of State management in the province; positively affecting the improvement of indicators, contributing significantly to supporting start-up and innovative enterprises.

The work of reviewing, evaluating and implementing administrative procedures at all levels and sectors in the province has been seriously and effectively implemented.
The assessment and classification of the quality of operations of agencies and units in the province are carried out in a systematic manner; ensuring publicity and transparency. The work of building and developing e-Government and Digital Government contributes to improving the efficiency of State administrative agencies; improving the quality, reducing time and costs of handling administrative procedures for people and businesses.
In the first 6 months of the year, the total number of administrative procedures received and returned at the Public Administration Service Center and the Reception and Return of Results Departments at all levels in the province was 1,816 administrative procedures. The digitization of records and results of administrative procedure settlement reached 73.03%; the rate of records with electronic results reached 83.40%. Authorities at all levels in the province received a total of 291,899 records requesting settlement of administrative procedures, of which the rate of records received and resolved correctly and before the deadline reached over 95%. The provincial public service portal connects to the National Public Service Portal with a total of 1,121 administrative procedures provided online in part and the entire process has been integrated and publicized, reaching a rate of 67.28%. The Intelligent Operation Center (IOC) has been deployed and completed with 12 subsystems in operation, ensuring full conditions for integration with the Government Operation Center. The traffic safety monitoring system in the city has been maintained in a stable manner with 200 cameras located at 91 locations. |
Concluding the meeting, Prime Minister Pham Minh Chinh emphasized "5 steps" in the coming time to bring about practical and clear results in administrative reform. These are: Stepping up the review of regulations, removing difficulties, obstacles, and bottlenecks in institutions, mechanisms, and policies to mobilize all domestic and foreign resources for development; stepping up dialogue, sharing, and handling difficulties and shortcomings for people and businesses, especially in administrative procedures to promote production and business, create jobs, and livelihoods for people and businesses; stepping up reform of the civil service regime, strengthening discipline, order, preventing and repelling corruption and negativity; stepping up digital transformation, building a digital government, digital society, digital citizens, digitizing data and records; stepping up non-cash payments in all fields and all transactions.
With the spirit of "not saying no, not saying difficult, not saying yes but not doing", high determination, great efforts, drastic and effective actions, the Prime Minister requested ministries, branches, localities, and members of the Steering Committee to uphold the sense of responsibility, promote the existing momentum, continue to "keep the fire burning", immediately implement tasks and solutions to promote administrative reform in a substantive manner, bringing about practical, clear, measurable results, reducing costs for people and businesses, improving the competitiveness of products, goods and the economy, contributing to promoting the successful implementation of socio-economic development goals and tasks in 2024 and the following years.
