In less than 3 days, Prime Minister Pham Minh Chinh chaired and attended about 40 activities, including conference sessions, meetings with Japanese leaders, Japanese businesses and friends, and exchanges and meetings with leaders of other countries and international organizations.
Protect and promote the legitimate interests of the country
Prime Minister Pham Minh Chinh attended three discussion sessions of the G7 Summit on the topics of “Working together to handle multiple crises”, “Joint efforts for a sustainable planet”, “Towards a world of peace, stability and prosperity”; and participated in activities on the G7 Global Infrastructure and Investment Partnership Initiative.
At the meetings, Prime Minister Pham Minh Chinh emphasized many important messages such as: Promoting a more substantive and effective global partnership, promoting international solidarity, persistently pursuing multilateral cooperation; sustainable development, responding to climate change, ensuring balance and rationality; the spirit of respect for the law, resolving all disputes by peaceful means..., including ensuring security and safety of navigation and aviation in the East Sea.
According to Foreign Minister Bui Thanh Son, the Prime Minister's statements at the meetings were received very positively by the countries. Vietnam has the experience of a developing country, in transition, industrialization and modernization, so the achievements, results as well as difficulties and obstacles of Vietnam in the past time were all expressed by the Prime Minister in a balanced and sincere manner, and were agreed and shared by the Conference. On that basis, it demonstrated Vietnam's sense of responsibility in contributing to building a peaceful, stable and prosperous world.
On this occasion, Prime Minister Pham Minh Chinh met and had bilateral meetings with leaders of many countries such as: President of the United States, President of the Republic of Korea, Prime Minister of Canada, Prime Minister of India, President of Brazil, President of Ukraine... At the meetings, Prime Minister Pham Minh Chinh discussed with leaders of the countries to promote bilateral diplomatic relations. In particular, he mentioned very specific issues in cooperation with countries such as: Proposing that Korea continue to cooperate and support Vietnam in terms of capital, technology, human resources, institution building, governance; proposing that Canada cooperate in new areas such as digital transformation, green transformation, circular economy, innovation; with India, the Prime Minister suggested that the two sides strengthen cooperation in the fields of trade - investment, services, finance - banking, tourism, science and technology, innovation; with Brazil supporting the early launch of negotiations on the Free Trade Agreement between Vietnam and the Mercosur bloc...
Prime Minister Pham Minh Chinh also met and discussed with leaders of international organizations such as: Director General of the International Monetary Fund, Secretary General of the Organization for Economic Cooperation and Development, President of the European Council... At the meetings, the Prime Minister always emphasized that Vietnam is a developing country, an economy in transition, with a large economic openness, so its ability to withstand external shocks is limited. He hoped that organizations would continue to support Vietnam in implementing and adapting to new areas, especially issues such as global minimum tax, energy security, food security, climate change response, knowledge economy, circular economy, digital economy...
Japan provides new generation ODA to Vietnam
2023 is the year Vietnam and Japan celebrate the 50th anniversary of diplomatic relations; the extensive strategic partnership between Vietnam and Japan is reaching its "maturity". During this working trip, Prime Minister Pham Minh Chinh had 13 working sessions with Japanese friends. In particular, along with the talks with Prime Minister Kishida Fumio, the Prime Minister attended conferences, seminars and met with many Japanese partners such as members of the National Assembly, officials of Hiroshima province, friendship associations, large Japanese enterprises and corporations.
At the talks with Prime Minister Kishida Fumio, the two sides agreed to further strengthen trust, promote the development of bilateral relations, and promote key cooperation contents such as economy, trade, investment, new generation ODA, high-quality infrastructure, green transformation, energy transformation, etc.; strengthen coordination, share stances, and cooperate on regional and international issues of mutual concern.
The two sides achieved some substantial results in the field of official development assistance (ODA) and investment cooperation with the signing of three ODA cooperation documents worth 61 billion yen for new-generation ODA Program projects. In particular, the leaders of the two countries also agreed to promote the possibility of Japan providing new-generation ODA with high incentives, simple and flexible procedures for large-scale strategic infrastructure development projects in Vietnam such as the North-South high-speed railway...
Minister of Finance Ho Duc Phoc said that these new generation ODA loans only need to complete procedures within 1 year to be disbursed and the loan will be integrated into the budget. This is a very special case of the Japanese Government towards Vietnam, demonstrating the importance, sustainability, long-term and tightening of the cooperative relationship between Vietnam and Japan, not only in the field of infrastructure development but also in human resource training, agricultural development and other fields. This is also a sign that a new period has opened in the good cooperative relationship between the two countries.
On this occasion, Prime Minister Pham Minh Chinh received many Japanese enterprises to promote projects in Vietnam. In particular, with AEON Group, the Prime Minister suggested that AEON invest in more shopping centers and Outlets in Vietnam; import more Vietnamese goods for distribution in Japan and participate in the global supply chain. In addition, at the talks and meetings, the Prime Minister and his counterpart discussed and committed to removing obstacles to promote projects such as: Block B - O Mon gas exploitation project in Vietnam of Mitsui Group, Nghi Son Oil Refinery project, etc.
Despite his busy work schedule, Prime Minister Pham Minh Chinh still took time to meet with the overseas Vietnamese community to share his thoughts and feelings; and at the same time, acknowledge and resolve their legitimate suggestions and recommendations.
The Prime Minister affirmed that overseas Vietnamese are an important and inseparable part, a driving force for the country's development. The Party and the State have the responsibility to care for overseas Vietnamese and hope that the Vietnamese community abroad also has the responsibility to contribute to the country; hope that people love and care for each other as our ancestors said in the folk song: "Gourd, please love squash; Although different species, they share the same trellis."
Prime Minister Pham Minh Chinh's working trip was successful in all aspects; conveying the message of Vietnam's dynamic development, innovation, deep and effective international integration; making positive, proactive and responsible contributions to the common work of the international community; protecting and promoting the country's legitimate interests; strongly implementing the foreign policy of the 13th Party Congress "independence, self-reliance, multilateralization and diversification of foreign relations"; Directive No. 25 of the Secretariat on promoting and elevating multilateral diplomacy to 2030; Directive No. 15 of the Secretariat on economic diplomacy to serve the country's development to 2030.
