The Prime Minister requested the mobilization of experts, professional forces, and grassroots agricultural extension officers to each household and production facility damaged by storms and floods to directly guide people in restoring production.

Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 108/CD-TTg dated October 18, 2024 on promoting the restoration of agricultural production after storm No. 3.
Telegrams sent to the Ministers of: Agriculture and Rural Development, Finance, Industry and Trade, Planning and Investment, National Defense; Governor of the State Bank of Vietnam; Chairmen of People's Committees of provinces and centrally run cities.
The telegram stated that storm No. 3 caused extremely heavy damage to people, property and infrastructure, greatly affecting agricultural production in general and aquaculture in particular, especially in Quang Ninh province and Hai Phong city.
After the storm, the Ministry of Agriculture and Rural Development, the State Bank of Vietnam, and other ministries, sectors, and localities proactively directed and organized forces to go to the grassroots to guide the recovery of production and business. However, the recovery of agricultural production, especially forestry and fishery, is still slow and facing many difficulties.

To accelerate the recovery of agricultural production, stabilize people's lives, and contribute to the achievement of the growth target of the agricultural sector in the last months of 2024 and the whole year of 2025, the Prime Minister requested the Minister of Agriculture and Rural Development, the Governor of the State Bank of Vietnam, Ministers, Heads of relevant agencies, Secretaries and Chairmen of People's Committees of provinces and centrally run cities, especially Quang Ninh province and Hai Phong city, to continue to resolutely and effectively organize the implementation of measures to restore agricultural production according to the direction of the Prime Minister in Official Dispatch No. 100/CD-TTg dated September 27, 2024, to support people and production and business establishments to quickly restore agricultural, forestry and fishery production activities damaged by storms and floods.
Go to each household to directly guide people to restore production.
The Prime Minister requested the Minister of Agriculture and Rural Development to direct the organization of working groups, mobilize experts, professional forces, and grassroots agricultural extension officers to visit each household and production facility damaged by storms and floods to directly guide people to restore production.
The Minister of Agriculture and Rural Development directs and organizes the monitoring and supervision of the aquaculture environment in areas affected by storms and floods, promptly advises and informs people to quickly restore production when conditions permit; guides the selection of aquatic and seafood breeds and species suitable for farming conditions instead of breeds and species with long farming times and no available breed sources.
Promote cooperation and connection between localities, production facilities, suppliers of seeds, feed, environmental treatment products, equipment, and input materials for agricultural production with localities, people, and production facilities damaged by storms and floods to provide and support people to restore production and stabilize their lives.
The Minister of Agriculture and Rural Development directs competent authorities to coordinate with customs forces and relevant agencies to guide and facilitate organizations and individuals in importing breeding animals and materials for production in cases where domestic supply is not guaranteed (especially mollusk breeds).
The Minister of Agriculture and Rural Development directs and guides the cleaning of nurseries, the handling of damaged forest areas, and the exploitation of damaged planted forest timber according to regulations; prepares seeds, fertilizers, and human resources to organize forest restoration or replanting as soon as the weather is favorable. Strengthen forest fire prevention and control.
Urgently support people with capital to quickly restore production and business
The Chairmen of the People's Committees of the provinces and centrally-run cities affected by the recent storms and floods, especially Quang Ninh province and Hai Phong city, shall strengthen direction and drastically implement measures to restore production, speed up the recovery of forestry production and aquaculture, including urgently implementing support policies for households and production establishments damaged by storms and floods according to the provisions of law so that people have capital to quickly restore production and business activities.

Chairmen of People's Committees of provinces and centrally-run cities closely monitor the situation, market developments, supply of input materials for production and agricultural products in the area, promptly coordinate with relevant agencies to deploy price control measures, prevent speculation, hoarding, market manipulation, and exploitation for profit.
The Chairmen of the People's Committees of provinces and centrally-run cities that were not affected by the recent storms and floods should proactively direct and guide people to boost production, focusing on areas and products with room for development (especially rice, coffee, rubber, shrimp, pangasius, wood products, etc.), striving to achieve an increase in output and value of 10% higher than the set plan to compensate for the decline, especially in helping and supporting areas and localities affected by natural disasters.
The Prime Minister assigned Deputy Prime Minister Tran Hong Ha to direct relevant ministries, branches and localities to implement this telegram.
The Government Office monitors and urges the implementation of this dispatch, promptly reports to the Prime Minister and Deputy Prime Minister any arising problems./.
