Prime Minister directs three ministries to handle recommendations on karaoke fire prevention

Previously, a group of karaoke businesses in the provinces and cities of Hanoi, Ho Chi Minh City, Bac Ninh, Bac Giang, Hai Duong, Nghe An, Hai Phong, Thanh Hoa jointly signed a petition to the Prime Minister and the Ministers of the Ministries of Public Security, Construction, Culture - Sports and Tourism, pointing out a series of shortcomings in fire prevention and fighting regulations that have caused tens of thousands of karaoke bars in the provinces and cities to remain 'inactive'.

According to the petition, after more than 2 years of the pandemic and prolonged closure, karaoke businesses have been severely affected and unable to recover invested capital...

Next, the suspension and temporary suspension due to failure to ensure fire safety in recent times has pushed businesses into a deadlock because there is no solution.

Karaoke businesses said that most karaoke businesses were established before Decree 136/2020 of the Government and Circular 147 of the Ministry of Public Security took effect, and were fully licensed to ensure business conditions according to legal regulations, including conditions on fire prevention and fighting and search and rescue.

“In practice, karaoke businesses have been operating and have been inspected periodically and unexpectedly by authorities and have still been concluded to meet fire prevention and fighting requirements according to current laws,” the petition stated.

But after the inspection according to the 513 plan of the Ministry of Public Security (from October 2022 to present), all karaoke businesses have been suspended. The interdisciplinary inspection team of provinces and cities; PC07 of provinces and cities; and fire police forces of districts and towns concluded that fire prevention and fighting safety was not ensured.

After receiving the inspection report, businesses do not know how to repair their business premises or what materials to use to comply with legal regulations.

It has been 6 months since the inspection, and karaoke establishments have been forced to close. Many establishments have petitioned local authorities but have not received a proper response as required by law.

The instructions from functional units in some localities have not yet brought about solutions to overcome difficulties but have been more like a re-do to comply with new regulations because new documents such as Decree 136/2020, Circular 147/2020, QCVN 06:2021, QCVN 06:2022 must be applied while the above Circulars, Decrees, and Standards do not regulate establishments formed before the above documents take effect.

There are currently about 20,000 licensed karaoke establishments nationwide in recent years. It is estimated that businesses have spent about 75,000 billion VND to invest in karaoke establishments, dance clubs, and bars.

To remove obstacles in fire prevention and fighting, karaoke businesses petitioned the Prime Minister and ministries to direct the removal of difficulties and dialogue with karaoke businesses to find solutions.

Ministry of Construction urgently requests to amend fire prevention and fighting standards

Minister of Construction Nguyen Thanh Nghi has just issued an urgent decision to assign an urgent task to the Institute of Construction Science and Technology to review and amend national technical regulations on fire safety for houses and constructions. According to the decision, the Minister assigned the Institute of Construction Science and Technology to coordinate with the Fire Prevention and Fighting and Rescue Police Department (PCCC&CNCH) of the Ministry of Public Security and relevant units to immediately organize an urgent task to review all problems related to fire safety in construction activities.

At the same time, review the content of national technical regulations on fire safety for houses and buildings to clearly identify problems and causes.

From there, propose the contents that need to be revised in QCVN 06:2022. Propose to complete the system of fire prevention and fighting technical standards and regulations for houses and buildings.

Along with that, the compilation and revision of QCVN 06:2022 ensures scientific basis, is suitable for practical conditions in Vietnam, and complies with relevant legal regulations.

Enterprises want to have a dialogue with 2 Ministries about fire prevention regulations . Faced with difficulties in new fire prevention and fighting regulations, many enterprises have proposed to have a direct dialogue with the Fire Prevention and Fighting Police Department and Rescue Department (Ministry of Public Security) and the Ministry of Construction to remove obstacles.
