Procedures to support businesses in vocational training for workers are still complicated.

Kinhtedothi-On the morning of November 4, discussing the results of the implementation of the socio-economic development plan for 2024; the expected socio-economic development plan for 2025, National Assembly deputies proposed to pay attention to vocational training; and have credit support policies for young people starting businesses.


National Assembly Delegate Nguyen Van Manh (National Assembly Delegation of Vinh Phuc province) agreed with the supplementary report on the results of implementing the socio-economic development plan in 2023 and the first months of 2024.

Expressing concern about labor and employment issues, the delegate said that in 2024, the labor and employment situation has had many positive changes. In the first 9 months of 2024, the labor force aged 15 and over was 52.5 million people, an increase of more than 210,000 people compared to the same period last year; the number of employed workers was 51.4 million people, an increase of 212,000 people, and the average monthly income of workers increased by 519 thousand VND.

Vietnam is still in the golden population structure period with an abundant and annually increasing working-age population. The rate of Vietnamese workers with degrees and certificates reached 28.1% (up 1.3 percentage points over the same period last year); the labor productivity growth rate reached 5.56%, exceeding the set target.

According to delegate Nguyen Van Manh, the labor and employment situation in 2024 still has many shortcomings. The quality of labor supply has not met the labor demand of a modern, flexible, sustainable and integrated labor market. The labor market has not improved much in terms of labor quality when the number of informal workers doing precarious and unstable jobs still accounts for a large proportion.

At the same time, the unemployment rate is still high. Career orientation and student streaming according to the Prime Minister's decision have not achieved the set goals.

From the above reality, delegate Nguyen Van Manh recommended that the National Assembly and the Government improve their analytical and forecasting capacity, focus on removing difficulties in accessing credit, focus on production, business and priority areas, have plans and policies to support production and business enterprises, and orientate the search for orders from markets to solve employment for workers.

Along with that, strengthen information and propaganda about the Party and State's policies and guidelines on policies to support vocational training and support job creation for young people; promote vocational training to meet social needs, link vocational training with the employment needs of enterprises; focus on socializing vocational training, encourage enterprises to participate in vocational training; innovate training content and programs to meet the needs of enterprises.

Increase credit support for young people starting businesses to create more jobs, improve the implementation of credit support policies for young people to find and create jobs for themselves...

Also interested in training high-quality human resources, National Assembly delegate Nguyen Hoang Bao Tran (National Assembly delegation of Binh Duong province) said that the rate of trained workers in 2024 according to the report is a positive sign. However, the delegate said that it is necessary to look at and evaluate the reality, because through monitoring, regulations on vocational training still have many shortcomings.

Most enterprises in Vietnam are micro, small and medium enterprises, with low competitiveness, limited financial resources, and mainly unskilled workers from rural areas. In recent times, the rate of enterprises providing vocational training for workers is only 36%. Policies to support enterprises in providing vocational training for workers are still complicated in terms of procedures.

According to Resolution No. 68/NQ-CP dated July 1, 2021 of the Government, the condition for enterprises to receive support for labor training costs is to pay unemployment insurance for employees for 12 months or more; must have a plan to coordinate with vocational training facilities. The training and development support plans are 1.5 million VND/person/month, maximum 6 months of direct payment to training facilities.

In addition, training orders have not attracted businesses when there are barriers in terms of costs and equipment between vocational training institutions and businesses; there is no coordination mechanism between vocational training institutions and businesses in managing and developing training programs.

Vocational training institutions have not been invested in modern facilities and equipment, lack qualified teachers suitable for each training major, training scale, and do not ensure that they are commensurate with the potential and requirements of skilled human resources. Many vocational training institutions in large urban areas do not have enough space for teaching and practice.

Delegates proposed to conduct research to have specific policies in vocational training associated with the reality of labor quality, labor market as well as socio-economic characteristics of each locality; gradually develop both the scale and quality of labor resources, contributing to ensuring the completion of the targets on trained labor as set out in the plan.

In addition, it is necessary to invest in modern equipment and machinery for teaching in vocational schools to ensure that it is suitable for reality and development trends of society and enterprises, and to limit waste in training facilities. In addition, delegates proposed to increase the level of vocational training support for unemployed workers.
