Among them, seasonal influenza virus recorded the highest number of cases, consistent with the usual trend at the end of the year. There were no reports of any unusual agents related to this increase. Chinese health authorities also confirmed that the health system is not overloaded, and the current hospital utilization rate is lower than the same period last year. No emergency declaration or special response measures have been taken.
In addition, health authorities have issued recommendations and messages to the public on how to prevent the spread of respiratory diseases, as well as how to minimize the impact of these diseases during the peak season.
In addition, the World Health Organization (WHO) stated that seasonal respiratory epidemics often occur in winter in temperate climates. This increase in cases was predicted in advance and there were no unusual factors, so there was no recommendation to restrict trade or apply preventive measures.
The Ministry of Health will continue to monitor and closely follow the developments of the epidemic situation in the country and around the world to direct and guide localities and units to deploy appropriate and timely measures, provide complete and accurate information, avoid panic and anxiety, and provide recommendations and messages for people to proactively implement effective disease prevention measures.
At the press conference, the Deputy Minister of Health also provided more information about the progress of the project to build a new facility 2 of Bach Mai Hospital and the project to invest in building a new facility 2 of Viet Duc Friendship Hospital, which are currently behind schedule and cannot be put into operation.
The Deputy Minister of Health said that these two projects were implemented since 2014 according to the Prime Minister's Decision. When approved, the project was of great significance as it was consistent with the general policy on public health care; bringing high-quality health services closer to the people, so that people could access high-quality health care in the fastest and most effective way; and reducing the burden on central hospitals.
The projects are implemented under the EFC package, both design and construction, both supply and installation of equipment, this is a new type of investment compared to 2014, so there are difficulties and problems in the implementation process. By January 2021, the contractor temporarily stopped construction of this project.
In recent times, the Government and relevant ministries have actively researched, reviewed and proposed solutions to overcome difficulties. In 2023, the Prime Minister established a working group to advise the Government on solutions for these two projects. Since February 2023, the Government has held over 20 meetings to discuss solutions.
From that drastic direction, up to now, under the direction of the Government, the Ministry of Health and the working group have completed the plan to submit to the Government to remove difficulties and resolve problems. Starting from November 2024, contractors will start construction again. With that spirit, we will strive to ensure the completion and operation of the project in 2025.
