At the reception, on behalf of the Party Committee and the Provincial Military Command, Colonel Hoang Dinh Luan, Deputy Commander of the Provincial Military Command, expressed his pleasure to welcome Senior Lieutenant General Thoong Loi - Si Li Vong and his wife to visit the unit; vividly demonstrating the special close relationship between the two countries in recent times.
Reporting to the Lao Deputy Minister of National Defense on the situation and some outstanding results in the implementation of tasks of the armed forces of Nghe An province in recent times, Colonel Hoang Dinh Luan expressed his respect and gratitude for the valuable assistance of the Party, State, Army and People of Laos to Vietnam. With the attention, direction and support of the leaders of the Party, State, Ministry of National Defense and Party committees, authorities and people of Lao ethnic groups, including the special affection and attention of Senior Lieutenant General Thoong Loi - Si Li Vong, the Military Command of Nghe An province has always fulfilled all tasks well, especially the tasks of searching for and collecting martyrs' remains, defense diplomacy, building a peaceful, friendly and developed border.

Following President Ho Chi Minh's teaching "Helping friends is helping ourselves", officers and soldiers of Nghe An province's armed forces are always deeply aware of the affection and close relationship between the two countries, and are willing to preserve and promote the tradition and special friendship of the two Parties, two States, Armies and Peoples of the two countries. He expressed his hope that in his position as Deputy Minister of National Defense, Senior Lieutenant General Thoong Loi - Si Li Vong will continue to pay attention to directing the forces, coordinate more closely with the localities, the army and armed forces of Nghe An province, contributing to improving the quality and effectiveness of performing tasks, and further fostering the special friendship and solidarity between Vietnam and Laos.

Lao Deputy Minister of Defense Thoong Loi - Si Li Vong congratulated and highly appreciated the achievements of Nghe An province's armed forces in recent times. He affirmed that the Party, State, Army, Party committees, authorities and people of Laos always acknowledge and are grateful for the great, enthusiastic, responsible and effective support of Nghe An province to Laos in the resistance war against the common enemy and in the current renovation cause. In particular, it has helped the Lao people to eliminate hunger, reduce poverty and develop the economy. Laos always trusts and feels secure because it has loyal Vietnamese friends who always accompany Laos even in the most difficult times.

Expressing his joy at visiting the Military Command of Nghe An province and receiving a warm and respectful welcome, Lao Deputy Minister of National Defense Thoong Loi - Si Li Vong believed that the great friendship and special solidarity between Vietnam and Laos in general and the two armies in particular will forever be green and sustainable, as the wishes and desires of the two Parties, States, Armies and Peoples.
