Accordingly, social networks must be licensed to provide livestreaming or revenue-generating activities.
It is known that the validity of the license as requested by the licensing unit is not more than 5 years. Licensed social networks must report to the Ministry of Information and Communications monthly the number of visits as well as the number of regular users.
The Ministry of Information and Communications also informed about the installation of tools to manage general information websites and measure the traffic of licensed social networks. For social networks with high traffic levels, the Ministry will notify the units to carry out licensing procedures.
For licensed sites, the Ministry will send an identification symbol code to be attached to the website/application, linking to the licensing authority's data.
The next new point in Decree 147 is specific regulations on posting news on general electronic information sites and social networking sites.
Accordingly, the general electronic information page is only allowed to post 1 hour later than the original news and take news sources from at least 3 press agencies.
Websites linked to electronic newspapers may only be produced in certain fields; misleading domain names may not be used and users may not be allowed to comment on news articles on the site.
Social networks are not allowed to arrange members' posts into fixed categories, and do not post articles in the form of reports or investigations.
Non-news organizations may not create domain names that are identical or similar to, or use language that is confusingly similar to, news organizations.
For users of social networking sites and general information websites: Decree 147 clearly stipulates that users must comply with legal regulations, tax regulations and payments when business activities generate revenue.
Accounts and channels on social networks must not be identical or similar to press agencies to avoid confusion.
When accounts and channels on social networks post incorrect information on social networks, they must be removed within 24 hours of receiving a request from a competent State management agency or 48 hours of receiving a request from a social network user.
At the same time, owners of accounts, channels, and groups on social networks are not allowed to produce content in the form of investigative reports; when livestreaming, they must comply with Decree 147 and regulations on taxes, payment activities, etc.
