In mid-April 2025, the Politburo and the Secretariat convened a National Conference to promptly disseminate and implement important policies and decisions approved by the 11th Conference of the 13th Party Central Committee. The Conference was organized in a combination of in-person and online formats to the commune level; broadcast live on Vietnam Television and Voice of Vietnam. This demonstrates the importance of the contents that need to be disseminated, meeting the information needs of a large number of cadres, party members and people.

At the conference, delegates listened to Prime Minister Pham Minh Chinh present the topic "On the draft documents submitted to the 14th National Party Congress: New points in the Summary of some theoretical and practical issues on the reform process in the direction of socialism over the past 40 years in Vietnam; new points in the draft Report summarizing the work of Party building and implementation of the Party Charter submitted to the 14th National Party Congress; new points in the draft Political Report submitted to the 14th National Party Congress; new points in the draft Report on 5 years of implementing the 10-year socio-economic development strategy 2021 - 2030; directions and tasks for socio-economic development in the 5 years 2026 - 2030".

National Assembly Chairman Tran Thanh Man presented the topic "On amending the constitution and laws; directions for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term". Head of the Central Organization Commission Le Minh Hung presented the topic "On continuing to streamline the apparatus to be efficient, effective and efficient; amending and supplementing regulations implementing the Party Charter; Directive 45-CT/TW, dated April 14, 2025 of the Politburo on Party Congresses at all levels towards the 14th National Congress of the Party"; implementation plan.

Member of the Party Central Committee, Secretary of An Giang Provincial Party Committee Le Hong Quang attended the conference at Chau Doc City bridge point.

Speaking at the conclusion of the conference, General Secretary To Lam affirmed: “Basically, the policy is clear, the plan, schedule and implementation roadmap are specific. This is a new point in organizing the dissemination and implementation of the Party's resolutions in the direction of clear people, clear work, clear methods, clear responsibilities, clear completion time, and can be implemented immediately after the conference. I think that you have identified the work that needs to be done in the coming time at your agency, unit and locality. Each cadre and party member attending the conference has also envisioned their personal responsibilities in the common "revolution" of the country. After this conference, Party committees and organizations have the responsibility to continue to study and fully, thoroughly and carefully grasp the contents of the resolution; develop specific action plans and programs for implementation".

Mr. Nguyen Quoc Khanh (retired cadre of Binh Khanh ward, Long Xuyen city) expressed: “For the first time, a conference to implement the Party's resolution was broadcast live on television and radio for the people to watch and follow. Thereby, it has relieved many people's feelings about the abolition of district level, merging provinces, and reducing commune-level units. However, I am still wondering: How will merging provinces like this create new momentum for the new province? For example, when Kien Giang province merges with An Giang, it is necessary to inform and propagate so that people can visualize its strengths? I think that if this is clarified, voters will definitely be more excited.”

During the meeting with voters of Long Xuyen City before the 9th session of the 15th National Assembly, Vice President of the Socialist Republic of Vietnam Vo Thi Anh Xuan affirmed that the 11th Central Conference is considered a "historic conference", deciding on extremely important issues of the country, which are then disseminated to all people, not just the whole Party. Only when people clearly understand the major policies and agree to implement them will it bring high efficiency. The current work pace is very fast, very urgent, while the requirements are very high. Each cadre, party member, and citizen should be proud to live in this historical context.

Discussing the concerns of retired cadre Nguyen Quoc Khanh, comrade Vo Thi Anh Xuan said: “Personally, I see that the merger of An Giang and Kien Giang provinces brings many benefits. Firstly, both provinces will be stronger, when there is a larger space (about 10,000km2), creating room for economic development, large-scale production models, and high quality. The terrain of the new province is also richer, with mountains, rivers, plains, and islands stretching far and wide. The population increases, corresponding to the quality of human resources being raised. Along with that, local governance will change (from administrative management to service governance), to be truly close to the people, close to the people, and quickly grasp the situation among the people. We will apply science and technology, innovation, digital transformation, no longer clinging to the old, the unsuitable”.

Officials and party members pay close attention to the conference.

After the 11th Central Conference, the 9th session of the 15th National Assembly will continue to decide on particularly important contents, creating a legal corridor to complete the amendment of the Constitution and related laws before June 30; begin to end the operations of the new district and commune-level administrative units that have come into operation since July 1 according to the transition roadmap, completing all before August 15; complete the merger of provinces and cities before September 1; complete the Party Congress at the commune level before August 31; complete the Provincial Congress before October 31; the 14th National Party Congress in the first quarter of 2026; elect National Assembly Deputies and People's Councils at all levels in March 2026.

Our ancestors concluded that "if you do not have clear ideas, carrying a heavy pot is also difficult". President Ho Chi Minh emphasized: "Within the Party and outside the Party, only when we clearly understand the new situation and new tasks can our ideas be unified, and with unified ideas can our actions be unified". Therefore, it is very necessary for Party committees and local authorities to strengthen information and propaganda to create consensus in society, fully promote the people's right to mastery; respect and listen to people's opinions. The processes and procedures for collecting people's opinions must be carried out in accordance with regulations, especially those related to amending and supplementing the Constitution, merging provinces and communes, creating a combined strength from "clear ideas".
