On the morning of October 23, in Hanoi, the Central Appraisal Council held a conference to consider and recognize Yen Dinh district as meeting advanced NTM standards in 2024. Comrade Tran Thanh Nam, Deputy Minister of Agriculture and Rural Development, Chairman of the Central Appraisal Council chaired the conference. Attending the conference were Comrade Le Duc Giang, Member of the Provincial Party Committee, Vice Chairman of the People's Committee of Thanh Hoa province, and leaders of relevant departments, branches and units.

Yen Dinh district was recognized by the Prime Minister as meeting the new rural standards in 2015. Determining that building new rural areas is a key, consistent, regular and continuous task, Yen Dinh district has directed synchronous solutions to improve the quality of new rural criteria, and at the same time organized the implementation of the criteria for advanced new rural districts according to regulations. Up to now, Yen Dinh district has developed comprehensively and sustainably, with a synchronous and modern socio-economic infrastructure.
The construction planning of Yen Dinh district to 2045 has been approved; Yen Dinh district has 16 communes with approved general planning projects for commune construction in the period of 2021 - 2030; 4 towns and 6 communes with approved general urban planning projects by the Provincial People's Committee. The rural traffic system in Yen Dinh district has been invested synchronously; many key traffic projects have been implemented. Up to now, the district has upgraded and expanded 54.2 km of district roads; 161 km of commune and urban roads; 338.5 km of village roads, 255.8 km of alley roads and 516.8 km of main intra-field roads.

Yen Dinh district has always maintained a high economic growth rate, ranking among the top in the province for many consecutive years. The average annual growth rate of production value in the period of 2016 - 2023 reached 9.96%. The scale of production value in the period of 2021 - 2023 reached 58,530 billion VND (ranked 5th in the province). The economic structure has shifted positively. The investment and business environment has improved, in 2023, the district-level administrative reform index ranked 4th in the province, the district-level competitiveness index ranked 10th in the province.
The quality of cultural activities is increasingly improved, going into depth, cultural and sports activities take place enthusiastically, attracting a large number of people and tourists to participate. Health care work is always invested in, upgrading facilities, modern medical equipment; the quality of medical examination, treatment and health care for people is improved. The health insurance coverage rate reaches 95.47%. Environmental sanitation work is organized and implemented regularly and periodically throughout the district. Average income per capita in 2024 will reach 73.20 million VND (2.66 times higher than in 2015).

Yen Dinh district has 22/22 communes meeting the new rural standards (100%); 11/22 communes meeting the advanced new rural standards (50%); 03/22 communes meeting the model new rural standards (13.6%); the district maintains the standards of 9/9 new rural district criteria, meets the standards of 9/9 advanced new rural district criteria; The rate of people's satisfaction with the construction of advanced new rural areas in the district reaches 99.93%. The total mobilized resources for the construction of new rural areas in Yen Dinh district in the period of 2011 - 2024 is 17,928 billion VND, of which, the budget at all levels accounts for 26.78%; mobilization from the people accounts for 61.03%; other capital sources account for 12.19%.

Based on the reports and comments at the conference, the members of the Appraisal Council also contributed some more opinions on solutions for economic development associated with environmental and cultural protection; developing 4-star and 5-star OCOP products; improving the quality of human resources; promoting vocational training associated with job creation for rural workers... so that Yen Dinh district can continue to build sustainable new rural areas and improve the quality of advanced new rural criteria. At the same time, 100% of the members of the Central Appraisal Council agreed to propose the Prime Minister to recognize Yen Dinh district as meeting the standards of an advanced new rural district in 2024.

On behalf of the Steering Committee of the National Target Program on New Rural Construction in Thanh Hoa province, Vice Chairman of Thanh Hoa Provincial People's Committee Le Duc Giang thanked and accepted the comments of the members of the Central Appraisal Council. He also informed the conference about the outstanding features of Yen Dinh district in the fields of economy, culture, and tourism; discussed and clarified the issues raised by the appraisal council. At the same time, he directed Yen Dinh district to complete the dossier to submit to the Prime Minister for recognition of the district as meeting advanced new rural standards in 2024.

Concluding the conference, Deputy Minister of Agriculture and Rural Development Tran Thanh Nam agreed with the opinions of the council members to propose the Prime Minister to recognize Yen Dinh district as meeting the standards of an advanced NTM district in 2024. The Deputy Minister of Agriculture and Rural Development requested the authorities and people of Yen Dinh district to continue to unite, join hands and be unanimous to improve the quality of the criteria for building a new rural area. At the same time, focus on exploiting the potential and strengths to develop tourism, culture, agricultural production, ensure environmental sanitation... The Deputy Minister of Agriculture and Rural Development also requested Yen Dinh district to complete the dossier to submit to the Prime Minister to recognize the district as meeting the standards of an advanced NTM in 2024 and continue to implement solutions to maintain and improve the quality of the advanced NTM criteria in the coming time.
