On the afternoon of December 12, the Civil Judgment Enforcement Agency (CEA) of Thanh Hoa province held an interdisciplinary meeting to deploy the plan and assign tasks to enforce the judgment against Tay Do Company Limited (Thanh Hoa Private Primary and Secondary School Project, in Dong Huong Ward, Thanh Hoa City).

At the conference, delegates listened to the representative of the provincial THADS Department approve the Plan for enforcement and handover of assets to the winning bidder, which is the entire construction project of Thanh Hoa Private Primary and Secondary School.
This is a case with a large asset value, very complicated in nature, and the execution of the judgment is prolonged. During the execution of the judgment, Tay Do Company Limited continuously opposed the execution of the judgment by continuously filing complaints and denunciations against the enforcement officer and relevant competent persons in the handling of assets and other contents sent to all levels and sectors in order to prolong and delay the implementation of the obligation to execute the judgment.

Notably, during the process of being assigned by the Provincial THADS Department to look after and preserve the seized assets, the legal representative of Tay Do Company Limited continued to rent or borrow the location for individuals and organizations to stay and conduct illegal business activities in the project area. At the same time, he intentionally changed the status of the seized assets.

Through verification and review on November 26, 2024 at Thanh Hoa Private Primary and Secondary School Project, in addition to Tay Do Company Limited and Mr. Bui Van Hung's family, there are 27 organizations and individuals residing and operating illegal business in the project area. These are organizations and individuals who come to rent premises, locations and some creditors of Tay Do Company Limited, and Mr. Bui Van Hung, Director of Tay Do Company Limited.

The assets to be forcibly seized include many items, constructions, and project areas located on a total area of 40,387 square meters. Therefore, when the enforcement organization hands over the assets to the buyers, it must forcibly relocate people and assets of organizations and individuals residing and doing business out of the Thanh Hoa Private Primary and Secondary School Project area.
However, Tay Do Company Limited continuously protested, evaded, and did not comply with the decisions and requests of the THADS agency. At the same time, there were many acts of changing the current status of assets with the aim of opposing the enforcement of judgments. The THADS Department of Thanh Hoa province has issued 5 decisions on administrative sanctions against Tay Do Company Limited, but to date the company has not yet complied with the payment of fines.

The enforcement is expected to take place from 8:00 a.m. on December 16, 2024 to December 20, 2024. The enforcement location is at Thanh Hoa Private Primary and Secondary School Project, Quang Trung Street, Dong Huong Ward, Thanh Hoa City.
According to the plan, based on developments and actual situations, the enforcement can be shortened or extended until the task is completed.
At the conference, delegates unanimously approved the plan and options for enforcement, such as: Characteristics of the enforcement area; enforcement implementation sequence; assignment of specific tasks to sectors, units, localities and forces participating in enforcement; forecast of situations that may occur during the enforcement process, and measures to handle situations.
Based on the assigned tasks, the member agencies participating in the enforcement reached a high consensus on the coordination plan during the enforcement process to hand over the property to the winning bidder in accordance with the provisions of law.
