Appreciate the serious preparation work of the Standing Committee of the City Party Committee
Presenting the report, Standing Committee member, Head of the Propaganda Department of the Hanoi Party Committee Nguyen Doan Toan said that with 4 discussion groups at the conference, there were a total of 37 comments on the theme, motto, and draft of the detailed outline of the Political Report of the 18th Congress of the City Party Committee.
In the groups, the discussion atmosphere was very lively, demonstrating the high sense of responsibility of the City Party Committee members and delegates before the City Party Committee.
All opinions highly appreciated the serious, proactive, early, elaborate, thorough, and quality preparation work of the Standing Committee of the City Party Committee and highly agreed with the decision of the Standing Committee of the City Party Committee and the Document Subcommittee on advancing the time for submitting to the City Party Executive Committee for comments on the detailed Outline and Theme and motto of the Congress (3 months earlier than planned) to serve as a basis for implementing the construction of the first draft of the Political Report.
The opinions were basically in agreement with the draft of the detailed outline of the Political Report; at the same time, they focused on discussing, analyzing, and supplementing and clarifying issues according to the discussion suggestions of the Standing Deputy Secretary of the City Party Committee, expressing specific views and opinions on the options on the Congress's Theme and motto prepared by the Standing Committee of the City Party Committee and submitted for comments.
Regarding the draft detailed outline of the Political Report submitted to the 18th Congress of the City Party Committee, opinions were unanimous on the structural framework of the outline and the selection of basic areas to evaluate the achievements made in the past term. The main goals, targets, tasks and solutions set out in the draft detailed outline were basically comprehensive and consistent with the goals, targets, tasks and solutions in the resolutions of the Central Committee and the Politburo.
Most opinions highly agree with adjusting the outline layout according to Option 2, which is to keep part 1 on evaluating results in 15 areas as in the traditional way. For part 2 on tasks and solutions for the next term, the items will be grouped together to edit into 5 groups of tasks and solutions; agree with the proposal to adjust the order of evaluation of the areas, in which the content of evaluating the results of implementing socio-economic tasks will be put before the task of Party building; at the same time, agree with other proposals according to the report of the Standing Committee of the City Party Committee.
Some opinions suggested keeping the layout according to Option 1 to ensure that the tasks and solutions in each field are clearly stated (3 opinions). To demonstrate "innovation" and "breakthrough" in the next term, based on the opinions of the majority of delegates, the Standing Committee of the City Party Committee proposed to unify the layout of the Outline according to Option 2.
Point out limitations, "bottlenecks", draw lessons
According to Head of the City Party Committee's Propaganda Department Nguyen Doan Toan, in addition to the above agreed contents, opinions also contributed some specific contents to supplement the draft Outline.
Specifically, regarding editing methods: it is necessary to continue to innovate editing methods to ensure brevity, conciseness, clarity, ease of understanding, ease of implementation and ease of checking. In the process of drafting the Political Report, it is necessary to compare and contrast the results and indicators with those of provinces and cities in the country, and the capitals of countries in the region with similar conditions to determine the current position of the capital. At the same time, it is necessary to promote democracy and collective intelligence, and if necessary, seek additional comments from all levels, sectors, experts, scientists, sectors and sectors to improve the quality of the draft documents of the 18th Congress of the City Party Committee.
Regarding the assessment of the implementation results of the Resolution of the 17th City Party Congress: it is necessary to objectively, comprehensively, scientifically and realistically assess the major goals, targets, main tasks and breakthroughs set out in the Resolution of the 17th Congress, deeply analyze the causes, frankly point out the limitations, weaknesses, "bottlenecks", "knots", and draw lessons.
Along with that, add an assessment of agricultural issues and contents on rural areas and farmers. Add an assessment and orientation for the coming time on training issues to match education. Consider and add an assessment of the implementation results of the 3 breakthroughs, pointing out the marks of the 17th Party Congress of the City.
Regarding tasks, solutions and breakthroughs in the coming term: it is necessary to forecast scientifically the situation in the capital, domestically, regionally and internationally. On that basis, it is necessary to correctly determine policies, orientations, directions, goals, tasks and key solutions, especially key tasks and breakthroughs for the coming term to ensure suitability and feasibility.
Regarding solutions related to Party building: research and supplement solutions for Party building in terms of culture and ethics.
Regarding cultural development solutions: it is necessary to invest in cultural institutions from the grassroots to the city, continue to invest to have cultural works of worthy stature; pay attention to having policy mechanisms to operate and exploit to promote the value of current works that are having difficulties in exploitation, including cultural houses and children's palaces. Research to add the target that by 2030, the cultural industry will contribute 8%, from which there will be an implementation plan. Add social welfare issues such as employment, health insurance, health check-ups, tuition support, etc.
Regarding urban planning and management solutions: it is necessary to raise the issue more strongly for old urban areas, inner-city areas, and possibly urban reconstruction.
Regarding the selection of breakthroughs in the next term: opinions suggest that we should select truly breakthrough contents to focus on implementing in the next term: such as organizational structure; developing framework infrastructure, especially transport infrastructure; digital transformation, circular economy; high-quality human resources; environmental issues...; consider adding a list of breakthrough tasks.
