Agree to adjust investment policy for Long Thanh "super airport"

The State Appraisal Council has just reported the results of the appraisal of the adjustment of the investment policy for the Long Thanh International Airport Project.


Agreed to adjust the completion time of phase 1

According to the State Appraisal Council, the Long Thanh International Airport Project is a public investment project, which was decided on in principle by the 13th National Assembly. The 14th National Assembly approved some contents of the Feasibility Study Report (FS) of the project phase 1 and the Prime Minister approved the project phase 1.

The Long Thanh International Airport construction project is implementing phase 1 of construction of 1 runway and 1 passenger terminal along with synchronous auxiliary items with a capacity of 25 million passengers/year.

Previously, the Ministry of Transport submitted to the Government three main adjustments, including: Adjusting the investment phase of the construction of CHC No. 3 of the project from phase 3 to phase 1; Adjusting the implementation time of phase 1 to the end of 2026; Allowing the Government not to report to the National Assembly for approval before the Prime Minister approves the adjustment of the investment project to build Long Thanh International Airport phase 1 on the above changes.

Therefore, the order and procedures for adjusting project investment policies and adjusting the Phase 1 Project Technical Research Report shall comply with the provisions of law on Public Investment.

The project is in the process of implementing phase 1, the Ministry of Transport has proposed to adjust 3 contents. This proposal is not subject to the adjustment of the project investment policy according to the provisions of the Law on Public Investment.

However, the proposed contents of the adjustment of the phase 1 project of the Ministry of Transport are different from the contents stipulated in Resolution No. 94/2015/QH13 and Resolution No. 95/2019/QH14.

Therefore, the State Appraisal Council believes that the Ministry of Transport's proposal to report to the National Assembly for consideration and adjustment of some contents of Resolution No. 94 and Resolution No. 95 before the Prime Minister approves the adjusted phase 1 project is well-founded.

The authority to review and decide on the contents of the above Resolutions belongs to the National Assembly. The State Appraisal Council unanimously reports to the Government to submit to the National Assembly for review and adjustment of some contents of the two Resolutions according to the order and procedures for adjusting project investment policies.

According to the report of the Ministry of Transport, at the time of submitting the project investment policy, capital for investment in phase 1 was still difficult, so the National Assembly decided that phase 1 would only invest in building 1 CHC road in the northern area of ​​the port.

During the implementation process, Vietnam Airports Corporation (ACV) realized that the construction of runway No. 3 right next to and 400m north of runway No. 1 under investment, to put into operation synchronously with phase 1 will bring many benefits to management, operation and contribute to improving the investment efficiency of Long Thanh International Airport.

The immediate investment in CHC No. 3 in phase 1 is in accordance with the planning approved by the Prime Minister and has advantages such as the site has been cleared, the roadbed has been basically leveled to the design elevation, saving construction costs, and the capital has been arranged by ACV because it is still within the total approved investment.

At the same time, the addition of CHC No. 3 will also contribute to completing the important transport infrastructure system, thereby reducing logistics costs, improving the competitiveness of the economy, and better serving the task of ensuring national defense and security.

Informing that the NCTKT Report of the adjusted project of the Ministry of Transport has assessed and clarified the suitability of adding CHC No. 3 corresponding to the operational scale of the terminal, the adjustment does not affect the overall scale of the project but only changes the scale of phase 1, the National Airport Development Council requested the Ministry of Transport to continue to study and carefully evaluate the factors to ensure the proposed adjustment of the phase 1 project ensures effectiveness.

However, the project implementation process encountered some objective and subjective difficulties, leading to the need to adjust the completion time of phase 1 to 2026. Agreeing with the proposal of the Ministry of Transport, the State Appraisal Council requested the Ministry of Transport and ACV to be responsible for the contents of the assessment and evaluation of the necessity of adjustment and related contents according to current legal regulations.

In addition, in the Project Adjustment Technical Report, the Ministry of Transport has further analyzed the issue of ensuring the synchronization and compatibility of the entire system. The technology applied to CHC No. 3 is proposed to be similar to the technology applied to CHC No. 1, which has been approved for the basic design step, ensuring compliance with the regulations on applied technology as decided in Resolution No. 94.

Regarding this issue, the State Appraisal Council recommends that the Ministry of Transport and ACV continue to research and evaluate carefully and specifically the main technology, techniques and conditions for providing materials, equipment, raw materials, energy, services and infrastructure for the additional project to ensure compliance with domestic and international standards and recommendations for the design and construction of CHC roads.

Ensure correct determination of total investment to avoid loss

Regarding the total investment, according to reports from the Ministry of Transport, the addition of CHC No. 3 in the North to phase 1 is expected to not exceed the total investment of Component Project 3 - Phase 1 of Long Thanh International Airport. Therefore, it will not increase the total investment of the phase 1 project, nor will it increase the preliminary total investment of the project as approved by the National Assembly.

Specifically, the Ministry of Transport estimated the total preliminary investment for CHC No. 3 at VND3,304 billion, including construction costs of VND2,245 billion, equipment costs of VND368 billion, project management, consulting and other costs of VND261 billion, and contingency costs of VND430 billion. Compensation, support and resettlement costs are not included in the preliminary structure because the construction site has been cleared and handed over to ACV for leveling.

Regarding this issue, the National Assembly requests the Ministry of Transport and ACV to be responsible for reviewing and calculating the total investment for runway number 3 according to legal regulations.

At the same time, continue to review and evaluate carefully and fully all factors to ensure that the total project investment is determined in compliance with legal regulations, ensuring investment efficiency and avoiding loss, waste and negativity.

Regarding the proposal of capital sources to invest in CHC No. 3 from savings during the implementation of Component Project 3 - Phase 1 of the Ministry of Transport, the State Capital Management Committee at Enterprises is requested to direct ACV to be responsible for mobilizing sufficient investment capital to implement the project to ensure completion on schedule, quality and investment efficiency.

Also in the Project Adjustment Technical Research Report, the Ministry of Transport said that after Long Thanh International Airport Phase 1 is put into operation, ACV is expected to be licensed as an airport enterprise, an airport operator, directly responsible for airport exploitation, and responsible for ensuring all operations, security, and safety at the airport.

The Ministry of Transport has developed and completed a project to orientate the mobilization of social capital to invest in, manage and exploit airport infrastructure.

The project also directs ACV to continue managing, investing, and exploiting large, important international airports. It is proposed that ACV continue to be the investor with additional items to ensure consistency in management, operation, and exploitation of the port, in line with the general orientation of the project.

Assessing that the Project Adjustment Technical Report of the Ministry of Transport has sufficient basic contents according to the provisions of law on public investment and construction, the National Investment Council requests the Ministry of Transport to take full responsibility for the accuracy of the information, data provided and the explanations according to the provisions of law.

The National Assembly also recommended that the Government consider and approve adjustments to some contents of Resolution No. 94 and Resolution No. 95 as proposed by the Ministry of Transport.

The Long Thanh International Airport construction investment project (Long Thanh district, Dong Nai province) aims to build an airport that meets level 4F according to the classification of the International Civil Aviation Organization (ICAO), an important international airport of the country, aiming to become one of the international aviation transit centers of the region.

The project invests in constructing items to reach a capacity of 100 million passengers/year and 5 million tons of cargo/year with a total investment of about 336,630 billion VND (equivalent to 16.03 billion USD, applying the unit price of 2014). Of which, phase 1 is 114,450 billion VND (equivalent to 5.45 billion USD).

The project uses part of the State budget capital, official development assistance (ODA) capital, capital from equitization of State-owned enterprises in the aviation industry, corporate capital, investment capital in the form of public-private partnership (PPP) and other types of capital according to the provisions of law.

The Long Thanh International Airport project consists of 3 phases. Phase 1 will invest in the construction of 1 runway and 1 passenger terminal along with synchronous auxiliary items with a capacity of 25 million passengers/year and 1.2 million tons of cargo/year; completed and put into operation by 2025 at the latest. In Resolution No. 95/2019/QH14, the National Assembly allowed the addition of 2 connecting road traffic routes to the project. Specifically, route 01 connects to National Highway 51; route 02 connects to Ho Chi Minh City - Long Thanh - Dau Giay Expressway.

Phase 2 continues to invest in building 01 more open-configuration runway and 01 passenger terminal to reach a capacity of 50 million passengers/year and 1.5 million tons of cargo/year; Phase 3: Complete the project items to reach a capacity of 100 million passengers/year and 5 million tons of cargo/year.
