On Saturday, November 30, 2024, the National Assembly continued its 30th working day, which is also the last working day of the 8th Session of the 15th National Assembly at the National Assembly House, Hanoi, under the chairmanship of National Assembly Chairman Tran Thanh Man.

In the morning, under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly held a plenary session in the hall, carrying out the following contents:

* Content 1: The National Assembly listened to Member of the National Assembly Standing Committee, Chairwoman of the National Assembly's Committee on Judicial Affairs Le Thi Nga present a report explaining, accepting and revising the draft Law on Juvenile Justice. After that, the National Assembly vote to pass the law By electronic voting, the results were as follows: 463 delegates participated in the vote (equal to 96.66% of the total number of National Assembly delegates), 461 delegates approved (equal to 96.24% of the total number of National Assembly delegates), and 2 delegates did not vote (equal to 0.42% of the total number of National Assembly delegates).

* Content 2: The National Assembly listened to the report of the Standing Committee of the National Assembly, Chairman of the Law Committee of the National Assembly Hoang Thanh Tung, explaining, accepting and revising the draft Resolution on the establishment of Hue City under the Central Government. The National Assembly then voted to pass the Resolution by electronic voting, with the following results: 461 delegates participated in the vote (equal to 96.24% of the total number of National Assembly delegates), 458 delegates approved (equal to 95.62% of the total number of National Assembly delegates), 1 delegate did not approve (equal to 0.21% of the total number of National Assembly delegates), 2 delegates did not vote (equal to 0.42% of the total number of National Assembly delegates).

* Content 3: The National Assembly listened to the report of the Standing Committee of the National Assembly, Chairman of the Law Committee of the National Assembly Hoang Thanh Tung, explaining, accepting and revising the draft Resolution on the organization of urban government in Hai Phong city. After that, the National Assembly voted to pass the Resolution by electronic voting, with the following results: 459 delegates participated in the vote (equal to 95.82% of the total number of National Assembly delegates), 454 delegates approved (equal to 94.78% of the total number of National Assembly delegates), and 5 delegates did not approve (equal to 1.04% of the total number of National Assembly delegates).

* Content 4: Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly discussed the draft Law on Digital Technology Industry. At the discussion session, 12 delegates spoke. The majority of delegates agreed on the necessity of promulgating the Law on Digital Technology Industry to fully institutionalize the policies and orientations of the Party and State to develop the digital technology industry, overcome shortcomings and limitations in the information technology industry and outstanding, breakthrough mechanisms and policies, mobilize all resources for the digital technology industry to become a foundational industry, contributing to promoting digital transformation, as well as developing the digital economy and digital society in Vietnam.

In addition, delegates focused on discussing the following contents: Scope of regulation; subjects of application; explanation of terms; application of the Law on Digital Technology Industry; policies on developing digital technology industry; ensuring safety and security in digital technology industry activities; digital assets; criteria for determining and principles for managing digital assets; responsibility for state management of digital assets; development of digital technology human resources; attraction of high-quality digital technology human resources; incentives for digital technology industrial parks; sustainable development in the digital technology industry; exemption from liability in testing activities; risk management for artificial intelligence systems; controlled testing mechanism; responsibility and content of state management of digital technology industry; industry, development of semiconductor industry; artificial intelligence; consistency of the draft Law with the legal system. At the end of the discussion session, Minister of Information and Communications Nguyen Manh Hung spoke to explain and clarify a number of issues raised by National Assembly deputies.

* Content 5: The National Assembly held a separate meeting and voted to pass a Resolution of the National Assembly on specific mechanisms and policies to remove difficulties and obstacles for projects and land in the inspection, examination and judgment conclusions in Ho Chi Minh City, Da Nang City and Khanh Hoa Province.

Afternoon:

* Content 1: Under the direction of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly held a plenary session in the hall to listen to Member of the National Assembly Standing Committee, Chairman of the National Assembly's Committee for National Defense and Security Le Tan Toi present a Report on explanation, acceptance and revision of the draft Law on Data. After that, the National Assembly voted to pass the Law by electronic voting, with the following results: 458 delegates participated in the vote (equal to 95.62% of the total number of National Assembly delegates), 451 delegates approved (equal to 94.15% of the total number of National Assembly delegates), 3 delegates did not approve (equal to 0.63% of the total number of National Assembly delegates), 4 delegates did not vote (equal to 0.84% of the total number of National Assembly delegates).

Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly held a plenary session in the hall to carry out the following contents:

* Content 2: The National Assembly listened to the report of the Standing Committee of the National Assembly, Chairman of the Committee for Science, Technology and Environment of the National Assembly Le Quang Huy, explaining, accepting and revising the draft Law on Electricity (amended). After that, the National Assembly voted to pass the Law by electronic voting, with the following results: 463 delegates participated in the vote (equal to 96.66% of the total number of National Assembly delegates), 439 delegates approved (equal to 91.65% of the total number of National Assembly delegates), 11 delegates did not approve (equal to 2.30% of the total number of National Assembly delegates), 13 delegates did not vote (equal to 2.71% of the total number of National Assembly delegates).

* Content 3: The National Assembly listened to the report of the Standing Committee of the National Assembly, Chairman of the Economic Committee of the National Assembly Vu Hong Thanh, explaining, accepting and revising the draft Resolution on piloting the implementation of commercial housing projects through agreements on receiving land use rights or having land use rights. The National Assembly then voted to pass the Resolution by electronic voting, with the following results: 460 delegates participated in the vote (equal to 96.03% of the total number of National Assembly delegates), 415 delegates approved (equal to 86.64% of the total number of National Assembly delegates), 19 delegates did not approve (equal to 3.97% of the total number of National Assembly delegates), 26 delegates did not vote (equal to 5.43% of the total number of National Assembly delegates).

* Content 4: The National Assembly listened to Member of the Standing Committee of the National Assembly, Chairman of the Economic Committee of the National Assembly Vu Hong Thanh present the Report on explanation, acceptance and revision of the draft Resolution on project investment policy. high-speed railway on the north-south axis. The National Assembly listened to Member of the Standing Committee of the National Assembly, Secretary General of the National Assembly - Head of the Office of the National Assembly Le Quang Tung present the draft Resolution of the 8th Session, 15th National Assembly. After that, the National Assembly voted to pass the Resolution by electronic voting, with the following results: 464 delegates participated in the vote (equal to 96.87% of the total number of National Assembly delegates), 464 delegates approved (equal to 96.87% of the total number of National Assembly delegates).
