On Friday, November 29, 2024, the National Assembly continued its 29th working day (8th Session, 15th National Assembly) at the National Assembly House, Hanoi, chaired by National Assembly Chairman Tran Thanh Man.
MORNING
* Content 1: Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly listened to Member of the National Assembly Standing Committee, Chairman of the National Assembly's Committee for Science, Technology and Environment Le Quang Huy present a Report on explanation, acceptance and revision of the draft Law on Geology and Minerals; then, the National Assembly voted to pass the Law by electronic voting, with the following results: 448 delegates participated in the vote (equal to 93.53% of the total number of National Assembly delegates), 446 delegates approved (equal to 93.11% of the total number of National Assembly delegates), and 02 delegates did not vote (equal to 0.42% of the total number of National Assembly delegates).
* Content 2: Under the direction of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly listened to the presentation of the Report on explanation, acceptance and revision of the draft Law on Fire Prevention, Fire Fighting and Rescue by member of the National Assembly Standing Committee, Chairman of the National Assembly's Committee on National Defense and Security Le Tan Toi; then, the National Assembly voted to pass the Law by electronic voting, with the following results: 450 delegates participated in the vote (equal to 93.95% of the total number of National Assembly delegates), 448 delegates approved (equal to 93.53% of the total number of National Assembly delegates), 01 delegate did not approve (equal to 0.21% of the total number of National Assembly delegates), 01 delegate did not vote (equal to 0.21% of the total number of National Assembly delegates).
* Content 3: Under the chairmanship of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly discussed in the hall the draft Law amending and supplementing a number of articles of the Law on Supervisory Activities of the National Assembly and People's Councils.
At the discussion session, 17 National Assembly deputies spoke. The deputies basically agreed on the necessity of amending and supplementing a number of articles of the draft Law on Supervisory Activities of the National Assembly and People's Councils to overcome the limitations and difficulties of the current Law; at the same time, continue to institutionalize the Party's viewpoints and policies, and concretize the State's policies on innovation, improving the quality and effectiveness of supervisory activities of the National Assembly at all levels.
In addition, the delegates focused on discussing, analyzing and clarifying a number of contents: the time of passing and promulgating the draft Law; the scope of amending and supplementing the Law; the principles of supervision activities; the time of the National Assembly's consideration and discussion of reports; sanctions; criteria for selecting supervision topics, groups of questions, and issues to be explained; the number of National Assembly deputies in the supervision delegations; responsibilities of agencies, organizations and individuals subject to supervision; questioning and consideration of answering questions at National Assembly sessions and People's Council sessions; the implementation of resolutions of the National Assembly and the National Assembly Standing Committee on questioning and supervising thematic matters in the form of questioning; the authority of the National Assembly in considering supervision results; supervising legal documents of central state agencies; explaining at the Standing Committee of the People's Council; Review decisions of the People's Committee of the same level, resolutions of the People's Council of the directly lower level that show signs of being contrary to the Constitution, laws, legal documents of higher-level state agencies, resolutions of the People's Council of the same level; supervision by the People's Council of the higher-level administrative unit over lower-level administrative units that do not organize a People's Council; the agency responsible for advising and assisting the Standing Committee of the National Assembly to organize and conduct activities to supervise the settlement of complaints and denunciations of citizens, and recommendations of voters; apply information technology and digitalization in serving supervision activities; provide, share, exchange, process, and use information to serve supervision activities; supervise law enforcement at the local level.
At the end of the discussion session, Chairman of the National Assembly's Council of Ethnic Minorities Y Thanh Ha Nie Kdam spoke to explain and clarify a number of issues raised by National Assembly deputies.
The session was broadcast live on Vietnam National Assembly Television.
AFTERNOON
Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly held a plenary session in the hall to carry out the following contents:
* Content 1: The National Assembly listened to Member of the Standing Committee of the National Assembly, Chairman of the Finance and Budget Committee of the National Assembly Le Quang Manh present the Report on explanation, acceptance and revision of the draft. Law amending and supplementing a number of articles of the Securities Law, Accounting Law, Independent Audit Law, State Budget Law, Law on Management and Use of Public Assets, Tax Administration Law, Personal Income Tax Law, National Reserve Law, Law on Handling of Administrative Violations.
Then, the National Assembly voted to pass the Law by electronic voting, with the following results: 450 delegates participated in the vote (equal to 93.95% of the total number of National Assembly delegates), 445 delegates approved (equal to 92.90% of the total number of National Assembly delegates), 02 delegates did not approve (equal to 0.42% of the total number of National Assembly delegates), 03 delegates did not vote (equal to 0.63% of the total number of National Assembly delegates).
Vice Chairman of the National Assembly Nguyen Duc Hai chaired the meeting.
* Content 2: The National Assembly listened to Member of the National Assembly Standing Committee, Chairman of the National Assembly's Economic Committee Vu Hong Thanh present a Report explaining, accepting and revising the draft Law amending and supplementing a number of articles of the Law on Planning, the Law on Investment, the Law on Investment under the public-private partnership model and the Law on Bidding.
Then, the National Assembly voted to pass the Law by electronic voting, with the following results: 446 delegates participated in the vote (equal to 93.11% of the total number of National Assembly delegates), 444 delegates approved (equal to 92.69% of the total number of National Assembly delegates), 01 delegate did not approve (equal to 0.21% of the total number of National Assembly delegates), 01 delegate did not vote (equal to 0.21% of the total number of National Assembly delegates).
* Content 3: The National Assembly listened to the presentation of the Report on explanation, acceptance and revision of the draft Law on Public Investment (amended) by the Standing Committee member of the National Assembly, Chairman of the Finance and Budget Committee of the National Assembly Le Quang Manh; then, the National Assembly voted to pass the draft Law by electronic voting, with the following results: 448 delegates participated in the vote (equal to 93.53% of the total number of National Assembly delegates), 441 delegates approved (equal to 92.07% of the total number of National Assembly delegates), 03 delegates did not approve (equal to 0.63% of the total number of National Assembly delegates), 04 delegates did not vote (equal to 0.84% of the total number of National Assembly delegates).
* Content 4: The National Assembly held a meeting in the hall to discuss the draft Law on Management and Investment of State Capital in Enterprises. There were 16 delegates speaking at the discussion session.
The majority of delegates agreed with the contents presented in the Submission and Review Report on the necessity of promulgating the draft Law on Management and Investment of State Capital in Enterprises.
In addition, delegates focused on discussing, analyzing and clarifying a number of contents: scope of regulation; subjects of application; explanation of terms; application of the Law on Management and Investment of State Capital in Enterprises, international treaties; principles, management and investment of State capital, contents of management of State capital invested in enterprises; prohibited acts in the field of management and investment of State capital in enterprises; tasks and powers of the Government, responsibilities of Ministries, ministerial-level agencies and Provincial People's Committees; decision on personnel work; distribution of profits and use of funds; sources of State capital investment; scope of capital investment; forms of State capital investment; additional capital investment; capital investment, capital contribution, purchase of shares, purchase of capital contributions of enterprises; transfer of State capital, transfer of the right to represent the capital owner in enterprises; consolidation, merger, division, separation of enterprises with State capital investment; dissolution of enterprises; agencies representing capital owners; Rights of capital owner representative agencies; standards of capital owner representatives; rights and obligations of capital owner representatives at enterprises with state capital invested from 50% to less than 100% of charter capital; subjects, principles, and objectives of assessment.
At the end of the discussion session, Minister of Finance Nguyen Van Thang spoke to explain and clarify a number of issues raised by National Assembly delegates.
Saturday, November 30, 2024:
(i) Morning: The National Assembly held a plenary session in the hall, voting to pass the following contents: Law on Juvenile Justice; Resolution on the establishment of Hue City under the Central Government; Resolution on the organization of urban government in Hai Phong City; then, the National Assembly discussed the draft Law on Digital Technology Industry.
From 11:20 a.m., the National Assembly held a separate meeting to vote on the National Assembly Resolution on specific mechanisms and policies to remove difficulties and obstacles for projects and land in the inspection, examination and judgment conclusions in Ho Chi Minh City and Da Nang City.
(ii) Afternoon: The National Assembly held a plenary session in the hall, voting to pass the following contents: Data Law; Electricity Law (amended); Resolution on piloting the implementation of commercial housing projects through agreements on receiving land use rights or having land use rights; Resolution on investment policy for the high-speed railway project on the North-South axis.
From 15:30, the National Assembly held its closing session.
