Morning
From 8:00 to 8:30: The National Assembly meets privately.
* Content 1: Under the direction of National Assembly Chairman Tran Thanh Man and the National Assembly conducted the procedure to dismiss the positions of Minister of Finance and Minister of Transport for the 2021-2026 term.
From 8:30 to 11:00: The National Assembly holds a plenary session in the hall.
* Content 2: Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly discussed in the hall the draft Law on Corporate Income Tax (amended). At the discussion session, 15 delegates spoke and 1 delegate debated. The delegates basically agreed on the necessity of amending the Law on Corporate Income Tax to overcome the shortcomings of the current Law, institutionalize the Party and State's policy on reforming the tax policy system, meet practical requirements and requirements for innovation in socio-economic development, and be in line with the trend of tax reform in the world.
In addition, delegates focused on discussing, analyzing, and clarifying a number of contents on taxpayers; taxable income; tax-exempt income; determining taxable income; deductible expenses, non-deductible expenses when determining taxable income; tax rates; tax calculation methods, and tax policies. corporate income tax incentives
Delegates suggested that attention should be paid to issues related to foreign organizations and individuals doing business on digital platforms without a permanent address in Vietnam; taxes on press agencies, self-financed public service units in the fields of health, education and non-budgetary financial funds, start-ups and a number of other fields.
Some delegates suggested that the Drafting Committee continue to review the content of the draft Law to ensure consistency and synchronization in the legal system. At the end of the discussion session, Deputy Prime Minister and Minister of Finance Ho Duc Phoc explained and clarified a number of issues raised by National Assembly delegates.
* Content 3: Under the direction of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly listened to Member of the National Assembly Standing Committee, Chairman of the National Assembly's Committee for National Defense and Security Le Tan Toi present a Report explaining, accepting and revising the draft Law amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army; then, the National Assembly voted to pass the Law by electronic voting, with the following results: 459 delegates participated in the vote (equal to 95.82% of the total number of National Assembly delegates), 458 delegates approved (equal to 95.62% of the total number of National Assembly delegates), and 1 delegate did not vote (equal to 0.21% of the total number of National Assembly delegates).
* Content 4: Under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly listened to Member of the National Assembly Standing Committee, Chairwoman of the National Assembly's Judicial Committee Le Thi Nga present a Report on explanation, acceptance and revision of the draft Resolution on Pilot handling of evidence and assets during the investigation, prosecution, and trial of a number of criminal cases; then, the National Assembly voted to pass the Resolution by electronic voting, with the following results: 455 delegates participated in the vote (equal to 94.99% of the total number of National Assembly delegates), 450 delegates approved (equal to 93.95% of the total number of National Assembly delegates), and 5 delegates did not vote (equal to 1.04% of the total number of National Assembly delegates).
* Content 5: Under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly listened to Member of the National Assembly Standing Committee, Chairwoman of the National Assembly's Judicial Committee Le Thi Nga present a Report explaining, accepting and revising the draft Law on Prevention and Combat of Human Trafficking (amended); then, the National Assembly voted to pass the Law by electronic voting, with the following results: 455 delegates participated in the vote (equal to 94.99% of the total number of National Assembly delegates), 454 delegates approved (equal to 94.78% of the total number of National Assembly delegates), and 1 delegate did not vote (equal to 0.21% of the total number of National Assembly delegates).

From 11am: National Assembly meets privately
* Content 6, 7, 8: Under the direction of National Assembly Chairman Tran Thanh Man, the National Assembly continued to carry out personnel work within its authority. The National Assembly voted to pass a resolution approving the Prime Minister's proposal to dismiss Mr. Ho Duc Phoc and Mr. Nguyen Van Thang from the positions of Minister of Finance and Minister of Transport for the 2021-2026 term with a high approval rate.
The National Assembly heard the following contents: (i) The National Assembly Standing Committee's report on the list of nominees for the National Assembly to elect members of the National Assembly Standing Committee and the Secretary General of the National Assembly for the 15th National Assembly term; (ii) The Prime Minister's report on the list for the National Assembly to approve the proposal to appoint the Minister of Finance and the Minister of Transport for the 2021-2026 term; (iii) The report of the Chief Justice of the Supreme People's Court requesting the National Assembly to approve the appointment of judges of the Supreme People's Court. (iv) The National Assembly's Judicial Committee's review report on the report of the Chief Justice of the Supreme People's Court requesting the National Assembly to approve the appointment of judges of the Supreme People's Court. The National Assembly then discussed the above contents in groups.

* Content 1: Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly discussed in the hall the draft Law amending and supplementing a number of articles of the Law on Technical Standards and Regulations.
At the discussion session, 7 delegates expressed their opinions. The delegates basically agreed with the necessity of promulgating the Law amending and supplementing a number of articles of the Law on Standards and Technical Regulations in the context that Vietnam has participated in many new-generation trade agreements, including contents related to technical barriers in trade; overcoming the shortcomings of the current Law. In addition, the delegates focused on discussing the following contents: the name of the draft Law; explanation of terms; State policies on developing activities in the field of standards and technical regulations; national standardization strategy; national database system on standards and technical regulations; responsibilities for developing, appraising, promulgating, notifying, and applying standards; procedures for developing, appraising, and promulgating national standards; responsibilities for developing, appraising, and promulgating technical regulations; procedures for developing, appraising, and promulgating technical regulations; application of standards in specific fields; feasibility of the national database system on standards and technical regulations; socialization of activities in the construction, dissemination and application of standards and technical regulations. At the end of the discussion session, Minister of Science and Technology Huynh Thanh Dat spoke to explain and clarify a number of issues raised by National Assembly deputies.
From 14:50 to 15:40:
* Content 2: Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly listened to the following contents: (i) Deputy Prime Minister Ho Duc Phoc, authorized by the Prime Minister, presented the Report on the draft Resolution of the National Assembly on reducing value added tax. (ii) Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh presented the Report on the examination of the draft Resolution of the National Assembly on reducing value added tax. After that, the National Assembly discussed in the hall the draft Resolution of the National Assembly on reducing value added tax. At the discussion session, 6 National Assembly deputies spoke.
Delegates basically agreed with the need to reduce VAT to help reduce costs and selling prices of goods and services, thereby stimulating consumption, maintaining jobs for workers, supporting people and businesses to continue to maintain recovery momentum and promote production and business activities to contribute back to the state budget and the economy.
In addition, the delegates focused on discussing the following contents: authority to issue policies; form of policy issuance; scope of policy adjustment; reduction level; policy application period; continuity and stability of policies; solutions for implementation. At the end of the discussion session, Deputy Prime Minister Ho Duc Phoc spoke to explain and clarify a number of issues raised by National Assembly delegates.
From 15:40: National Assembly meets privately
* Content 3: Under the direction of National Assembly Chairman Tran Thanh Man, the National Assembly continued to carry out the procedures for electing members of the National Assembly Standing Committee and Secretary General of the 15th National Assembly; approved the Prime Minister's proposal on the appointment of the Minister of Finance and Minister of Transport for the 2021-2026 term; and approved the proposal of the Chief Justice of the Supreme People's Court on the appointment of judges of the Supreme People's Court.
* Content 4: Under the chairmanship of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly listened to the Government's Report and the Verification Report of the National Assembly's Finance and Budget Committee on a number of urgent mechanisms and solutions needed to implement three important projects of the Party Central Office.
* Content 5: Under the direction of National Assembly Chairman Tran Thanh Man, the National Assembly continues to carry out personnel work within its authority.
The National Assembly voted to pass the Resolution to elect Mr. Le Quang Tung as a member of the Standing Committee of the National Assembly and General Secretary of the 15th National Assembly by electronic voting, with the following results: 454 delegates participated in the vote (equal to 94.78% of the total number of National Assembly delegates), 453 delegates approved (equal to 94.57% of the total number of National Assembly delegates), and 1 delegate did not vote (equal to 0.21% of the total number of National Assembly delegates).
The National Assembly voted to pass the Resolution approving the Prime Minister's proposal to appoint Mr. Nguyen Van Thang and Mr. Tran Hong Minh as Minister of Finance and Minister of Transport for the 2021-2026 term by electronic voting, with the following results: 452 delegates participated in the vote (equal to 94.36% of the total number of National Assembly delegates), 452 delegates approved (equal to 94.36% of the total number of National Assembly delegates).
The National Assembly voted to pass the Resolution approving the proposal of the Chief Justice of the Supreme People's Court on the appointment of Judges of the Supreme People's Court for Mr. Nguyen Quoc Doan and Mr. Le Tien by electronic voting, with the following results: 451 delegates participated in the vote (equal to 94.15% of the total number of National Assembly delegates), 448 delegates approved (equal to 93.53% of the total number of National Assembly delegates), 1 delegate did not approve (equal to 0.21% of the total number of National Assembly delegates), 2 delegates did not vote (equal to 0.42% of the total number of National Assembly delegates).
Friday, November 29, 2024, (i) Morning: The National Assembly held a plenary session in the hall, voting to pass the following contents: Law on Geology and Minerals; Law on Fire Prevention, Fire Fighting and Rescue; then, the National Assembly discussed the draft Law amending and supplementing a number of articles of the Law on Supervision Activities of the National Assembly and People's Councils; (ii) Afternoon: The National Assembly held a plenary session in the hall, voting to pass the following contents: Law amending and supplementing a number of articles of the Law on Securities, the Law on Accounting, the Law on Independent Auditing, the Law on State Budget, the Law on Management and Use of Public Assets, the Law on Tax Administration and the Law on National Reserves; Law amending and supplementing a number of articles of the Law on Planning, the Law on Investment, the Law on Investment under the Public-Private Partnership model and the Law on Bidding; Law on Public Investment (amended); then, the National Assembly discussed the draft Law on Management and Investment of State Capital in Enterprises.
