On Saturday, November 23, 2024, the National Assembly continued its 24th working day (8th Session, 15th National Assembly) at the National Assembly House, Hanoi.

Morning, content 1: Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly held a plenary session in the hall, listening to the following contents: Deputy Prime Minister Le Thanh Long, authorized by the Prime Minister, presented the Report on the draft Law on Management and Investment of State Capital in Enterprises. Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh presented the Report on the review of the draft Law on Management and Investment of State Capital in Enterprises. Deputy Prime Minister Le Thanh Long, authorized by the Prime Minister, presented the Report on the draft Law on Digital Technology Industry. Chairman of the National Assembly's Science, Technology and Environment Committee Le Quang Huy presented the Report on the review of the draft Law on Digital Technology Industry.

Content 2: The National Assembly discussed in groups the following contents: (i) Draft Law on Management and Investment of State Capital in Enterprises. (ii) Draft Law on Digital Technology Industry.

Afternoon, content 1: Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly held a plenary session in the hall, listening to the member of the National Assembly Standing Committee, Chairman of the National Assembly's Economic Committee present the Report on explanation, acceptance and revision of the draft Resolution on the results of thematic supervision "Implementation of policies and laws on real estate market management and social housing development from 2015 to the end of 2023"; then, the National Assembly voted to pass the Resolution by electronic voting, with the following results: 423 delegates participated in the vote (equal to 88.31% of the total number of National Assembly delegates), 421 delegates approved (equal to 87.89% of the total number of National Assembly delegates), 01 delegate did not approve (equal to 0.21% of the total number of National Assembly delegates), 01 delegate did not vote (0.21% of the total number of National Assembly delegates).

Content 2: Under the direction of Vice Chairwoman of the National Assembly Nguyen Thi Thanh, the National Assembly held a plenary session in the hall, listening to Member of the National Assembly Standing Committee, Chairman of the National Assembly's Committee for Culture and Education Nguyen Dac Vinh present a Report on explanation, acceptance and revision of the draft Law on Cultural Heritage (amended); then, the National Assembly voted to pass the Law on Cultural Heritage (amended) by electronic voting, with the following results: 422 delegates participated in the vote (equal to 88.10% of the total number of National Assembly members), 413 delegates approved (equal to 86.22% of the total number of National Assembly members), 06 delegates did not approve (equal to 1.25% of the total number of National Assembly members), 03 delegates did not vote (equal to 0.63% of the total number of National Assembly members).

Content 3: Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly discussed in the hall the draft Law on Chemicals (amended). At the discussion session, 12 National Assembly deputies spoke; in which the deputies basically agreed with the necessity of promulgating the Law on Chemicals (amended) to institutionalize the Party's guidelines and policies, overcome the limitations and inadequacies of the current Law, and ensure unity and synchronization in the legal system.

In addition, delegates focused on discussing the following contents: scope of regulation; conformity with the Party's guidelines and policies, constitutionality, legality, consistency with the legal system; application of law; interpretation of terms; State policies in the chemical sector; prohibited acts; Chemical industry development strategy; responsibility for developing and implementing the chemical industry development strategy; regulations on chemical projects; declaration of imported chemicals; transportation and storage of chemicals; Certificate of conditional chemical production and trading; regulations on chemicals requiring special control, prohibited chemicals; management of new chemicals; chemical safety data sheets; general regulations on hazardous chemicals in products and goods; chemical database; requirements on technical and professional facilities in chemical activities; safety distance; responsibility for coordination in preventing and responding to chemical incidents; responsibility for environmental protection and community safety; state management of chemicals; transitional provisions.

At the end of the discussion session, Minister of Industry and Trade Nguyen Hong Dien spoke to explain and clarify the issues raised by National Assembly delegates.

Monday, November 25, 2024, morning: The National Assembly is on break. Afternoon: The National Assembly holds a plenary session in the hall, conducting the following contents: discussing the draft Law amending and supplementing a number of articles of the Law on Advertising; listening to the Submission and the Verification Report on solutions to continue to remove difficulties caused by the impact of the COVID-19 pandemic so that Vietnam Airlines Corporation can soon recover and develop sustainably and discuss this content./.
