According to the National Center for Hydro-Meteorological Forecasting, on the evening of September 7, the sea area of Bac Bo Gulf (including Bach Long Vy and Co To island districts) had strong winds of level 8-10, the area near the storm's eye had winds of level 11-13, gusting to level 16; the sea was very rough.
On land, coastal areas from Quang Ninh to Thanh Hoa have strong winds of level 7-9, near the storm center level 10-12, gusting to level 14; inland areas in the Northeast have strong winds of level 6-8, gusting to level 9-11 (the strongest winds are from noon to evening of September 7).
In the Gulf of Tonkin (including Bach Long Vi and Co To island districts), waves are 3-5m high, and 4-6m near the storm's eye. In coastal areas from Quang Ninh to Hai Phong, waves are 3-4m high; in Thai Binh to Ninh Binh, waves are 2-3m high. In coastal areas from Ninh Binh to Quang Ninh, storm surges are expected to be 0.5m to 1.5m high.
Boat mooring areas, aquaculture areas, dykes and seawalls in the above-mentioned dangerous areas are all likely to be affected by strong winds, big waves and storm surges/ebb. Low-lying coastal and estuary areas should be on guard against the risk of flooding due to surges and big waves.
To proactively respond to strong winds at sea, the Ministry of Agriculture and Rural Development recommends that the above provinces and cities closely monitor warning bulletins and forecasts of strong winds, big waves, thunderstorms and bad weather at sea; notify captains and owners of vehicles and vessels operating at sea to proactively prevent and have appropriate production plans, ensuring safety of people and property; maintain communication to promptly handle bad situations that may occur.
Provinces and cities must prepare forces and means to carry out rescue work when situations arise, and at the same time organize serious on-duty teams and regularly report to the Ministry of Agriculture and Rural Development (through the Department of Dyke Management and Disaster Prevention and Control).
Weather in the regions on the night of September 7 and the day of September 8: the Northwest region is cloudy with heavy to very heavy rain. At night, there will be strong winds of level 4-5, gusting to level 7-8, then gradually decreasing; in the Northwest region, the wind will be light. The lowest temperature is 21-24 degrees Celsius, some places below 21 degrees Celsius. The highest temperature is 24-27 degrees Celsius, some places above 27 degrees Celsius.
The Northeast region is cloudy, with heavy to very heavy rain at night and in the morning; later there will be rain, moderate rain and thunderstorms, with some places having heavy rain. At night, coastal areas from Quang Ninh to Thanh Hoa will have strong winds of level 7-9, near the storm center level 10-12, gusting to level 14; inland areas of the Northeast region, there will be strong winds of level 6-8, gusting to level 9-11; later the wind will gradually decrease. Lowest temperature 23-25 degrees Celsius. Highest temperature 27-30 degrees Celsius.
Hanoi capital is cloudy, with heavy to very heavy rain at night and in the morning; later there will be showers and thunderstorms. At night, strong winds of level 6-8, gusting to level 9-11; later the wind will gradually decrease. Lowest temperature 23-25 degrees Celsius. Highest temperature 27-29 degrees Celsius.
Provinces from Thanh Hoa to Thua Thien-Hue will be cloudy, with scattered showers and thunderstorms at night, locally heavy to very heavy rain; showers and thunderstorms in some places during the day. Southwesterly winds at level 2-3; during thunderstorms, there is a possibility of tornadoes, lightning and strong gusts of wind. Lowest temperature 24-27 degrees Celsius. Highest temperature 32-35 degrees Celsius.
Provinces and cities from Da Nang to Binh Thuan will be cloudy, with scattered showers and thunderstorms in the late afternoon and at night; sunny during the day, with some places experiencing hot weather. Southwesterly winds at level 2-3; tornadoes, lightning and strong gusts of wind are possible during thunderstorms. Lowest temperature 26-29 degrees Celsius. Highest temperature 32-35 degrees Celsius, with some places reaching over 35 degrees Celsius.
The Central Highlands region is cloudy with scattered showers and thunderstorms; in the afternoon and evening, there will be scattered showers and thunderstorms, with some heavy rain in some places. Southwest wind level 2-3; in thunderstorms, there is a possibility of tornadoes, lightning and strong gusts. Lowest temperature 20-23 degrees Celsius. Highest temperature 27-30 degrees Celsius.
The Southern region is cloudy with scattered showers and thunderstorms; in the afternoon and evening, there will be scattered showers and thunderstorms, with some heavy rain in some places.
