During more than 40 years of revolutionary activities, Major General Hoang Sam has held many command positions, on many different battlefields and in all conditions and circumstances, Major General Hoang Sam has always demonstrated the shining qualities of a revolutionary soldier, a talented commander, a diligent and dedicated cadre, wholeheartedly and wholeheartedly devoting his intelligence and resources to serving the Fatherland, serving the Army and serving the People.

Promoting the heroic tradition of generations of fathers and grandfathers, the steadfast revolutionary spirit of Major General Hoang Sam, and the tradition of the homeland "Hai gioi", in recent years, the Party Committee, government and people of Quang Binh have united, made efforts, overcome all difficulties, and actively built and developed their homeland.

Up to now, Quang Binh has achieved many positive results in all aspects and made important strides in socio-economic and cultural development, ensuring national defense and security, building a clean and strong Party and political system.
